About this file

This is a Questions and Answers document with responses addressing vendor inquiries regarding solicitation F2XJA56097AW01 for four Utility Task Vehicles (UTVs) to support AFROTC field training operations at Maxwell AFB, Alabama.

The document clarifies four key requirements: (1) The NAICS code was changed to 336999 (Manufacturer) rather than 441227 (Dealer) per Small Business Administration mandate under 13 CFR 121.406, establishing that wholesale and retail trade NAICS codes cannot classify government supply acquisitions; (2) All UTVs must include both a windshield and roof per AFROTC requirements, with the Statement of Requirement amended accordingly; (3) CVT automatic transmissions with high and low range, forward, neutral, and reverse are acceptable—manual transmissions with four to six gears are not acceptable; and (4) UTVs with seating capacity for six passengers in two rows are acceptable despite the initial four-seat specification. The responses indicate that the solicitation deadline was extended to Monday, 20 April 2026 at 1:00 PM CST to accommodate these amendments and clarifications. The RFQ constitutes the only solicitation, with quotes requested rather than a formal written solicitation being issued.

Q&A WITH RESPONSES

1. “Can you advise why the NAICS Code was changed to Manufacturer rather than Dealer? This solicitation aligns more with the prior NAICS Code: 441227 and size than the 336999.”

ANSWER: It is mandated by the Small Business Administration (SBA).

13 CFR 121.406 establishes the rules for how a small business qualifies to provide manufactured products or supply items under federal set-aside and sole-source contracts, including the nonmanufacturer rule.

Sector 42 – Wholesale Trade (These NAICS codes shall not be used to classify Government acquisitions for supplies. They also shall not be used by Federal government contractors when subcontracting for the acquisition for supplies. The applicable manufacturing NAICS code shall be used to classify acquisitions for supplies. A Wholesale Trade or Retail Trade business concern submitting an offer or a quote on a supply acquisition is categorized as a nonmanufacturer and deemed small if it has 500 or fewer employees and meets the requirements of 13 CFR 121.406.)

Sector 44 - 45 – Retail Trade (These NAICS codes shall not be used to classify Government acquisitions for supplies.

2. “Does the UTV require a windshield and a roof?”

ANSWER: Per the AFROTC the UTVs must have a windshield and roof. The SOR has been amended and added to the solicitation post.

3. The transmission requirement states: “Shifter or electronic shift with high and low range, forward, neutral and reverse.”

Can you please confirm whether UTVs equipped with a CVT (automatic) transmission that includes high and low range, as well as forward, neutral, and reverse, would be considered acceptable, or if a traditional geared transmission is required?

ANSWER: Yes (CVT automatic transmission), that would be acceptable. Bottom Line: We do not want a manual transmission with four to six gear system.

4. The requirement lists a seating capacity of 4.

Can you please confirm whether UTVs with two rows and a seating capacity of 6 would be considered acceptable, or if the requirement is strictly limited to 4 seats?

ANSWER: Yes, that would be acceptable.
