About this file

This is a Questions and Answers document with responses addressing vendor inquiries regarding Solicitation F2XJA56097AW01 for Utility Task Vehicles (UTVs) for the Air Force Reserve Officer Training Corps (AFROTC) at Maxwell AFB, Alabama.

The document clarifies two key points: First, it explains the rationale for changing the NAICS code from 441227 (wholesale/dealer) to 336999 (manufacturing), citing Small Business Administration mandate under 13 CFR 121.406. The response details that wholesale trade (Sector 42) and retail trade (Sectors 44-45) NAICS codes cannot be used for government supply acquisitions and that businesses in these sectors submitting offers on supply contracts are classified as nonmanufacturers and deemed small if they have 500 or fewer employees. Second, the Q&A confirms that all UTVs must be equipped with both a windshield and a roof per AFROTC requirements, with the amended Statement of Requirement posted to the solicitation. The response deadline for this solicitation was extended to Monday, April 20, 2026 at 1:00 PM Central Standard Time to accommodate these clarifications and amendments.

Q&A WITH RESPONSES

1. “Can you advise why the NAICS Code was changed to Manufacturer rather than Dealer? This solicitation aligns more with the prior NAICS Code: 441227 and size than the 336999.”

ANSWER: It is mandated by the Small Business Administration (SBA).

13 CFR 121.406 establishes the rules for how a small business qualifies to provide manufactured products or supply items under federal set-aside and sole-source contracts, including the nonmanufacturer rule.

Sector 42 – Wholesale Trade (These NAICS codes shall not be used to classify Government acquisitions for supplies. They also shall not be used by Federal government contractors when subcontracting for the acquisition for supplies. The applicable manufacturing NAICS code shall be used to classify acquisitions for supplies. A Wholesale Trade or Retail Trade business concern submitting an offer or a quote on a supply acquisition is categorized as a nonmanufacturer and deemed small if it has 500 or fewer employees and meets the requirements of 13 CFR 121.406.)

Sector 44 - 45 – Retail Trade (These NAICS codes shall not be used to classify Government acquisitions for supplies.

2. “Does the UTV require a windshield and a roof?”

ANSWER: Per the AFROTC the UTVs must have a windshield and roof. The SOR has been amended and added to the solicitation post.
