3D Model Site Visit 1 July 09

A 3D model is needed to replicate the situations depicted on the current static model simulation board. The scenes on DVD will allow instructors to provide training at numerous military installations. The current model is immobile. It will also allow instructors to get rid of current paper scenarios. Scenarios will compliment model, not replace it.

The Govt will tell the awardee what they are looking for in the scene. For example, a visual of an in-flight emergency showing an approaching helicopter crashing. The contractor will develop the story board. Scenes will show clips, it will not be continuously running.

Questions:

1. Do you want the scenarios shown from multiple angles?

Govt response: It depends on the actual events

2. Do the scenes need to be in real-time (interactive)?

Govt response: No, the capability to move from 1 scene to the next is required.

3. Can the building, cars, etc. be updated versions of the ones found on the current static model?

Govt response: Yes

4. Will this be generic?

Govt response: Yes, it is not specific to any installation

5. Is sound required?

Govt response: Yes

6. Can animated characters be used?

Govt response: Animated people are allowed; not cartoons

7. Does the grid system on current static model matter?

Govt response: No, grid coordinates are not necessary. Scenarios need to look like an actual city, not stop at a wall.

8. Is commercial off-the-shelf software mandated?

Govt response: Yes, the PWS states the minimum requirements

9. Can pictures be taken of the current static model?

Govt response: The Govt will provide pictures to all contractors on FBO.

10. Will scenarios take place during a specific time of day?

Govt response: Most scenarios will be during the day. Weather details will be provided for scenes.

11. Is the Govt trying to make decisions from the provided scenes?

Govt response: Yes, commanders will use the scenes to make informed decisions. Scenarios will also be used for students to make mock news broadcasts.

12. What are you teaching the commanders?

Govt response: The overall process of responding in each particular scene. Most commanders do not have background in accident/incident response.

13. How many events will there be per scene?

Govt response: A maximum of 10 events per scene
