· We would like clarification on the terms: event, scene, and scenario.

From what I’ve gleaned in the RFP documents and my extrapolations:

1. Scenarios are:

a. A Chinook (helicopter) crash on a highway close to a military installation

b. An F-15 (fighter aircraft) crash in an off-base reservoir

c. A report of animal rights activists on the base runway

d. A major fire on an AF base

2. A scene would be a set of a character or object action/reactions within the above scenario. I.e. Relative to Chinook crash scenario:

a. First responders’ mobilization to the scene of the crash (scene 1)

b. Damage/health assessment (scene 2)

c. Field triage set-up (scene 3)

d. Etc.

Is, therefore, an event synonymous with scenario?

Are these descriptions correct?

Govt Response: For the purpose of this contact you have correctly defined scenario and have listed examples of possible scenarios as stated in the Statement of Work. There will be a maximum of 10 events or scenes within each scenario.

· What is the average time per event?

Govt Response: The average time per event is 30 seconds.

· Would be grateful for your guidance on this: should we price for one scenario or two?

1. In the FA3300 (09-T-023_3D) and its amendment (09-T-0023-0001) the PWS “Description of Services” in section 1.2 there is the requirement for two scenarios (“Develop a multi-scene on-base accident/incident scenario along with one for off-base incorporating motion and video in both.”)

2. In “Clarifications” (Clarifications_0001.docx) posted on 13 July 09 it says that “The bid schedule of the solicitation requests pricing of 1 scenario (with a maximum of 10 events) for the base year (CLIN 0002)….”.

Govt Response: Pricing shall be provided for one scenario. We need your unit price per scenario. Please keep in mind that this will be a requirements contract. Task orders will be made off of this contract. One task order can request a minimum of 1 and maximum of 6 scenarios. A scenario may be requested for either an off base environment or an on base environment.
