1. How large of an area (in square kilometers) do you want each of the models to replicate?

Govt response: There is no actual scale, although most of the accident scene itself will be within a 2500 ft cordon. The size is flexible.

2. Do you want to model all of the buildings on base and do you want to be able to enter all of them?

Govt response: The only buildings we need to model are the ones that play a part in the scene. If a building is not a part of a specific incident or scene, there is no need to add it to the environment.

3. How many buildings are on base?

Govt response: Ten buildings on base

4. In the scenarios, do you want a single plane involved or multiple planes?

Govt response: There is one scene with two planes. There is also a train derailment and a bus accident scene with no aircraft.

5. How many different characters/avatars do you want modeled in the environment?

Govt response: 10-15 different characters; For example: Fire/Security Forces/Medical/bystanders/local responders/Military members

6. Is this a drill you are looking to replicate in the virtual environment? What drill is it and is it possible to get a copy of the drill specifications and grading criteria?

Govt response: 3D models should replicate the situations depicted on the current static model simulation board. Pictures have been posted to FedBizOpps.

7. Section 1.0 of the PWS references photographs, CAD file drawings, and government-provided scripts and story-boards as inputs to the development of the models. Can the government please provide this data for analysis by industry?

Govt response: The pictures have been posted to FedBizOpps. There are no CAD drawings. The PWS will be modified accordingly and a amendment will be posted to FBO. The scripts and story-boards will be provided to the awardee.

8. During the Site Visit, it was stated that the 3D models should replicate the situations depicted on the current static model simulation board and that pictures of the current simulation board would be provide in lieu of allowing attendees to take their own photographs.

Govt Response: The pictures have been posted to FedBizOpps.

9. Can the government provide an estimate of the required number of post-award site visits?

Govt Response: The number of post-award site visits depend on the needs of the awardee. It is estimated between 3 – 5 visits.

10. For the example scenarios provided in Section 2.1 of the PWS, can the government please provide more specific detail to define the complexity of each scene such as:

a. Definition or example of the surrounding terrain and features

b. Number and types of ancillary vehicles to be included

c. Dynamic movements expected

d. Description and type of building(s) on fire, density and types of buildings surrounding the burning building.

e. Crowd behaviors expected

f. Definition of the remaining situations to be simulated?

Govt response: Specifics on actual scenarios will be provided to awardee.

11. At the site visit, it was discussed that there would be a requirement for 6 scenarios with 10 events, but in reviewing the RFQ, it appears that only 5 scenarios and 1`0 events were requested. Can you please clarify?

Govt response: There is no reference of 5 scenarios in the solicitation. Also, an amendment was posted to FBO stating that there will be a maximum of 10 events per scenario. The bid schedule of the solicitation requests pricing of 1 scenario (with a maximum of 10 events) for the base year (CLIN 0002) and 4 option years (CLINs 1001, 2001, 3001, and 4001). Please be advised that this will be a requirements contract. Task orders will be placed off of this contract with a minimum of 1 scenario and maximum of 6 scenarios on one task order. The order limitations can be found in clause 52.216-19, page 16.
