About this file

This is a Questions and Answers document for an RFI related to maintenance and pumping services at Luke AFB. The document clarifies operational requirements for a contract covering oil/water separators (OWS), grease traps, lift stations, and septic tanks. Key details include: technicians will receive long-term base passes but require vehicle inspections; escorts will be provided by shop/service contracts; the incumbent is Matrix New World Pumping; manual bioremediation methods will be used; and the contract covers 4 specific lift stations (#798, Commissary, Kachina Housing, #912).

Operational specifications include pumping requirements every 6 months for OWSs and grease traps when chemicals are working properly, lift station pumping 2-3 times per year, monthly chemical treatments for lift stations, and maintenance of 8 catch basins. The contract includes septic tanks in the Ammo area but excludes emergency repairs. Questions are due by January 17, 2025, and proposal deadline extensions were not granted. The contract will be awarded as a base plus four option years and is set aside for Women-Owned Small Businesses (WOSB). A site visit was scheduled for January 14-16, 2025, with proposals due January 27, 2025.

Pumping

· Clarify the desired result of pumping OWSs and grease traps, is it to remove all settled and non-settled material or is it to skim to remove non-settled material only? If the chemicals are working pumping will be required every six months while priming the chambers after full pump down.

· Request a pumping schedule separate from the maintenance schedule This will be provided by contractor

· Based on the schedule and clarified desired result an accurate allottable gallons determined for each OWS and grease trap by location. This was provided

· Are the sediment catchers in the wash bays to be included in the PWS for maintenance and pumping? Yes

· Clarify the pumping description and allotment of the 4 lift stations.

· Will they be based on a gallons per year allotment or desired schedule per year? If the chemicals are working pumping should only be required 2-3 times a year Maintenance

· Request to update the PWS to identify bioremediation method per OWS and grease traps (automatic or manual). Manual

· Request a detailed maintenance checklist for lift stations to be added to the PWS? Chemicals added monthly and id chemicals are not working sludge blanket will need to be sucked down. This is the only maintenance that will be performed on the lift stations.

During the site visit there was discussion of the contract covering up to (15) Lift stations, but the statement of work only calls for (4). 4 Please confirm that the lift stations under this contract are as follows: #798, Commissary, Kachina Housing and #912. Yes Please confirm the Revised SOW date Nov 25, 2024, is the latest. During the site visit it was mentioned pumping out (4) 6,000-gallon septic tanks in the Ammo area and the statement of work doesn’t state anything about this. This is included in the statement of work Will this contract cover emergency repairs to the lift stations, OWS, and grease traps? No Please confirm all pumped materials from the lift station, OWS, and grease traps need to be hauled off-site. Yes During the site visit it was mentioned that the catch basins prior to the OWS at the 234 Wash Rack, 340 Wash Rack and Golf Course Wash Rack needed to be pumped out. Please confirm if this is part of the contract and if so, how many total catch basins throughout the base need to be pumped out and how often? 8 total catch basins pumped out as needed Also, it was mentioned that some of the catch basin lids are too heavy to be picked up by hand and would require a forklift, is Luke AFB to provide the forklift or should this contract include pricing for the equipment? There is only one area that requires the and that is 234 and a forklift will be provided.

The golf course has several manholes that collect grass in line with the wash rack, are these manholes to be pumped/cleaned out part of the contract? Yes Please confirm deadline for RFI submissions. 17 Jan 2025 Please consider extension for the submission of proposal due to amount of RFIs and questions discussed during the site visit. An extension for proposal submissions cannot be offered at this time BCE talked about getting the contractors recommendations for scheduling and pumping of the LS, OWS, and Grease Traps and revising the SOW. Is this going to be incorporated into the SOW via an amendment? This will all be figured out during a monthly visit to each site and a schedule figured out from there based on findings.

Can any previous inspections logs for lift stations, OWSs, and grease traps be provided? This will be up to contracting if this can be provided or not.
