1) The RFP itself notes on page 7, Submission Procedures that “The following shall be submitted with the SF 330 … (b) evidence of the use of metric standards, AutoCAD 2008, ArcGIS 9.3, project documents on CD, and worksheets on Excel.” Can you please provide some clarification towards exactly what would be required to be submitted to demonstrate this evidence? It has been noted that these documents count towards my overall page count, and I would like some further clarification of what is needed so I do not exceed my page limitation.

ANSWER: See revised synopsis dated 11 Jan 13 for clarification. Include verbiage addressing the use of the software in the capacity stated in criteria, and submit examples and evidence as indicated.

2) In Attachment 1 A-E Submission Requirements, under item 1.a, it notes “One of the 3 shall be labeled as “Binder 1-SF-330 Part I – Original Copy” and shall be unbound and unpunched will require a separate binder.” Please provide further clarification as to this requirement. It appears to me that the “Original Copy” will be unbound and unpunched with a separate 3-ring binder – the documents will be clipped and placed in the binder separately – but I’m unsure if this is actually what is needed or not. Please provide clarification.

ANSWER: Please see the revised synopsis dated 11 Jan 13 and Attachment 1 dated 11 Jan 13 for clarification. Should have read will not require a separate binder.

3) It appears that the architect leading the team needs to organize a full team with disciplines from architecture, civil engineering, electrical engineering, fore protection, construction inspection, mechanical and structural engineering, etc. as listed in the selection criteria on page 3 of the solicitation. Are all the team members from this list required to complete a separate SF 330 or do we include their info in specific sections of one SF 330 submittal?

ANSWER: Separate SF 330’s are not required for every team member or subcontractor but should be included in the one SF 330 submittal.

4) The Past Performance Questionnaire that is provided seems to apply more to contractors. If we are an architect submitting as prime, do we still need to send this out to clients to complete and do we have them send it to you? How many questionnaires do you need to receive?

ANSWER: Yes, the Past Performance Questionnaire must be sent by your firm to the clients to fill out and have client send questionnaires directly to this office. Submit questionnaires for projects performed within the last five years.

5) Will the PPQs be part of the page count and should they be located in Section F of the SF330?

ANSWER: The PPQs shall be submitted directly to our office from the customer/client and will not count as part of the page limit. PPQ’s submitted directly by the offerors will not be considered.

6) May we assume that Sections A-C, Section E and Section F are tables, not narrative and 10 pt. Time Roman can be used in those sections?

Are narratives requiring 12 pt font just those found in Section H?

ANSWER: Yes, you may assume sections A-C, E, and F use 10 point Times New Roman font, and Section H size 12 font.

7) The answer to Question 3 states:

In the SF-330, Part I, Block H, is where the firm is to demonstrate how they will manage, coordinate and administer the work within the prime and among any teaming partners to include innovative forms and patterns in building design, prescribe metric standards, use of AUTOCAD 2008, ArcGIS 9.3, and documenting projects on CD and worksheets on Excel. Evidence and samples are to be provided as attachments, and are counted as part of the page limit.

Do you have specific ideas of what types of samples or evidence you would like to see?

ANSWER: No, it will depend on the firms’ experience and capacity, to determine samples or evidence to be provided.

8) The A-E document in section 4 Past Performance states: PPQ forms shall be submitted on or before the SF-330 required submission date, as indicated in this synopsis document. Firms may include any ratings, letters of appreciation or performance awards, etc., for relevant experience. However, Federal database content and PPQs will be evaluated more advantageously.

Question: May we submit ACASS reports in lieu of PPQs for projects submitted in Section F since the PPQ asks for similar information?

ANSWER: This office has access to ACASS. PPQ’s are required
