SUBJECT: ARCHITECT-ENGINEER DESIGN AND CONSTRUCTION INSPECTION SERVICES: TITLE I, TITLE II, AND OTHER ARCHITECT-ENGINEERING SERVICES TO ADMINISTER, COORDINATE AND TECHNICALLY SUPPORT FACILITY SUSTAINMENT, RESTORATION AND MODERNIZATION PROGRAMS OF INTEREST TO THE GOVERNMENT POC: Mr. Justin Cole, Contracting Specialist, (830) 298-5608, justin.cole.1@us.af.mil; Mr. Kenneth Montgomery, Contracting Specialist, (830) 298-4694, kenneth.montgomery.5@us.af.mil, and Ms. Kathy Carson, (830) 298-5495, kathleen.carson@us.af.mil
CONTRACT INFORMATION
NAICS 541310 (Architectural-Engineering Services) applies to this acquisition, with a size standard of $7.0M. The 47th Contracting Flight, Laughlin AFB, TX in conjunction with the 17th Contracting Squadron, Goodfellow AFB, TX desires to contract with Architect-Engineer (A-E) firms to perform Title I, Title II, and other A-E Services to administer, coordinate, and technically support Sustainment, Restoration and Modernization (SRM) programs of interest to the Government.
We anticipate awarding up to three (3) A-E indefinite delivery, indefinite quantity (ID/IQ) contracts from this synopsis. The work includes all efforts necessary to manage and execute Title I, Title II, and other A-E Services primarily for traditional A-E Services for design and construction oversight supporting SRM programs.
The Brooks Act selection procedures implemented according to FAR Subpart 36.6, will be used to competitively award up to three (3) ID/IQ contracts under full and open competition. Based on historical usage rates, as well as projected needs, this requirement will have an estimated program ceiling of $6.4M. The total dollar value of all orders placed on all contracts awarded will not exceed the total program ceiling. The dollar amount of orders placed on any one contract cannot be determined in advance. There is a minimum order guarantee amount of $1,000 per contract, which will be issued at contract award.
Large business firms must comply with FAR 52.219-9 “Small Business Subcontracting Plan”. The subcontracting goals/targets for the A-E program are as follows:

The subcontracting plan IS NOT required as part of this submittal. The subcontracting plan will be requested with the Request for Proposal.
Each basic ID/IQ contract will have a basic ordering period of one (1) year with two (2) two-year option periods. The basic ID/IQ contract will be structured to allow for the issuance of Firm Fixed Price (FFP) task orders only. The task orders will be used to direct performance of the required effort.
Teaming Agreements: The prime firm shall provide a statement in the cover letter confirming executed teaming agreements are in place for all team members as part of the SF-330 submittal. The statement shall also list all team members. Contractor teaming arrangements are defined as (1) a partnership or joint venture between two or more companies or (2) an agreement for a specific Government opportunity between a potential prime contractor and one or more companies that are potential subcontractors. Additional submittal requirements for teaming agreements are provided under Attachment 1, A-E Submission Requirements.
An Ombudsman has been appointed to hear concerns from the firm or potential firms during the submittal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of A-E submittals or elsewhere in the acquisition process. All firms are advised that registration in the SAM Central Contractor registration (CCR) database is required prior to award of a contract. Failure to register in the SAM CCR database may render your firm ineligible for award. For more information, check the SAM Website: http://www.sam.gov.
REQUIRED SERVICES
Title I Services include services related to a specific construction project and consist of conducting field surveys and investigations to obtain design data and preparing contract plans, specifications, cost estimates, and estimated construction periods of performance. Title I services may include all aspects of design such as preparation and/or review of contract plans, specifications, scheduling, cost estimates, building commissioning services and preparation of operating and design manuals. Title I services also encompass those efforts required to support and develop design work, including planning and programming, program management, project scoping, studies, investigations, evaluations, consultations, conceptual design, value engineering, and operation, monitoring, topographic survey services, fuel facilities and infrastructure systems.
Title II Services include services related to a specific construction project and consist of supervision and inspection of construction. Title II services may include all aspects of construction quality assurance and oversight of facility and infrastructure construction/ renovation projects, and may include oversight of incidental environmental projects associated with primary requirements.
Other A-E Services include design and construction-related services, but are not connected with a specific construction project. The services may include, but are not limited to, providing a full range of support associated with conventional design for construction, maintenance, and repair of facilities and infrastructure on Laughlin and Goodfellow Air Force bases. These efforts include advanced planning, programming, studies, investigations, sustainability and Leadership in Energy and Environmental Design (LEED™) analysis and documentation, interior design services, vulnerability assessments, leak detection surveys and assessments, energy studies, support necessary for the implementation of Master Plans Program, Installation Asset Management Plans, and other services not associated with a specific construction project.
SELECTION CRITERIA
Each firm must demonstrate their (including subcontractor) qualifications with respect to the selection criteria listed below. Evaluation criteria (1) through (5) are of equal importance; criterion (6) is of lesser importance than criteria (1) through (5) and criterion (7) is of least importance and will be used as a tiebreaker amongst technically equal firms. SF-330s will be evaluated to determine the most highly qualified firm/team based on submitted SF-330 responses. Failure to provide requested data or comply with the instructions in this synopsis (including attachments) and SF-330 instructions could result in a firm considered being less qualified or eliminated from consideration. Specific evaluation criteria include:
(1) Professional qualifications necessary for satisfactory performance of required services;
(2) Specialized experience and technical competence in the type of work required, including where appropriate, experience in energy conservation;
(3) Capacity to accomplish the work in the required time;
(4) Past Performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules;
(5) Location in general geographical area of the project and knowledge of the locality of the project, provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project;
Secondary Factors:
(6) Performance Against Small Business Subcontracting Plans (Secondary Factor) NOTE: This factor applies to large business firms only.
(7) Volume of DoD Work (Secondary Factor) Evaluation Criteria:
(1) Professional Qualifications. SF-330, Part I, Block E. The Air Force will consider any information, which may be pertinent to this criterion, including the following: proposed key personnel (reference primary discipline list below), professional registration, competence, related experiences to accomplish this work, education, and years with the company. Key personnel shall be permanent employees of the prime firm/team rather than temporary “contract” employee arrangements. Failure to provide a balanced workforce in the disciplines listed could result in the firm being considered not qualified. The combination of criteria below will be used to determine the ability of the staff to contribute to the successful completion of project task orders. Firms that joint venture or subcontract a major part of the A-E disciplines shall be required to provide resumes of the other firms.
(a) Demonstration of professional qualifications in these primary disciplines:
i. Architecture

v. Construction Inspector (quality assurance)
vi. Mechanical Engineer
vii. Structural Engineer
viii. Project/Program Manager

(2) Specialized Experience and Technical Competence. SF-330, Part I, Section F. The Air Force will consider any information which may be pertinent to this criterion, including the following: Specialized experience and technical competence in the type of work required, including experience in construction inspection and surveillance, energy conservation and sustainability (LEED design principles with AP BD+C personnel on staff), pollution prevention, waste reduction, use of recovered materials, engineering infrastructure studies, space optimization, asbestos abatement, lead based paints (LBPs), Energy Management and Controls System (EMCS), and ECALS (general-purpose temperature and process controller ideal for industrial and scientific processing equipment) will be considered. Further, experience with e4clicks estimating software is highly beneficial because of its widespread use in the USAF. Additionally, will consider projects for the planning, design and surveillance of both new construction and renovation of housing, dormitories, lodging facilities, recreation facilities, pavements (both base and airfield), offices, aircraft facilities, environmental, petroleum, repair and remodeling, planning, SCIFs and other projects. Will consider basic professional disciplines and additional services per paragraph (1). Designs of structures with finishes that are recyclable and recoverable for reuse will be considered, and designs for minimum wastage of construction material, and for use of day lighting, energy efficient fixtures and equipment that reduce owner’s building life cycle costs. Firms shall list only projects completed by the firm(s) in the past five (5) years from date of this synopsis, unless otherwise specified. Projects completed more recently will be evaluated more advantageously. The projects should show scope and nature of the projects, and include project scope, size, project cost (not A-E fees but total construction cost of sample project, for example $10M hospital project), principal design elements and features, include specific LEED™ analysis and certification, and energy analysis and energy design features, design relevancy of example project to this contract, specific project support expertise, complexity of the job, challenges faced, actions taken, and the resolution and results of any challenges faced. For submittal purposes, if a completed ID/IQ task order is submitted, the completed task order would be considered a “project”. Do not list an ID/IQ contract as an example of a completed “project”. Instead, list the relevant completed task order(s) or single/stand alone contract. Examples of work submitted that do not meet this requirement will not be evaluated. Failure to provide requested data, accessible points of contact or valid phone numbers could result in a firm being considered less qualified and eliminated from further consideration. Identify any key personnel in SF-330, Part I, Section G that worked on the projects and their role. Specialized experience and technical competency will be evaluated for ability to support the broad range of work required for this contract. Examples of work for Title I Design must demonstrate firm’s technical competency and ability to design a complex (restoration or modernization category rather than sustainment) SRM project, preferable on a DoD installation. For Title II Inspection, provide a total of three (3) example projects demonstrating construction oversight, addressing quality assurance, project files, schedule analyses, construction contractor performance, and submittal reviews. Also, provide example projects demonstrating firm’s technical competency and ability to perform facility planning type projects not associated with a specific construction project. Comparable projects in the private or public sector may be submitted. However, DoD projects may be rated higher. SRM means projects related to facility or real property sustainment, restoration and/or modernization.
(3) Capacity. SF-330, Part I, Block H. Demonstrate how the firm(s) will manage, coordinate and administer the work within the prime and among any teaming partners. Teaming partners to be included by the prime firm in their response should be clearly identified as such for evaluation purposes and will later be agreed to during negotiations of any resultant contract. SF-330, Part II, Block 11 and the CONUS information requested under criteria (5) to be provided in SF-330, Block H will also be evaluated to assist in determining this factor. SF-330 Part I Blocks C, D, F and SF-330, Part II will also be evaluated to support this criterion. Demonstrate capacity to accomplish the work within contract schedules. This will include evaluation of the offeror’s quality control program, innovative forms and patterns in building design, prescribing metric standards, AutoCAD 2008, PDF, and ArcGIS 9.3, and documenting projects on CD and worksheets on Excel. Will consider all projects completed in the last five years, and timeliness of contract completion. The Air Force will consider any information which may be pertinent to this criterion, including the following:
(a) Capacity to perform work in-house and with teaming members;
(b) Ability to support concurrent and geographically dispersed projects as demonstrated through firms management approach;
(c) Strength of project management to include administrative, communications, project tracking, and issue resolution within prime and among teaming members;
(d) Demonstrate active on-going Federal and Non-Federal CONUS work (Address current dollar value of work of the team that can support such work, and management approach to on-going work);
(e) Completed projects and workload
(f) Innovative forms and patterns in building design
(g) Prescribe metric standards, use of AUTOCAD 2008, ArcGIS 9.3, documenting projects on CD and worksheets on Excel.
(4) Past Performance. SF-330, Block H. In narrative form cite past performance in terms of cost control, quality of work, construction inspection/surveillance, and compliance with performance schedules for projects submitted under Specialized Experience and Technical Competence. In addition to past performance information provided, evaluation will include information available within the DoD, Federal, state, private industry or other sources. The firm shall provide reference information to include project name, contract number, point of contact, current phone number, and email address for each project provided under Specialized Experience and Technical Competence. In addition to the information listed above, forward the Past Performance Questionnaire (PPQ) under Attachment 2 of this synopsis, to each project point of contact. PPQ forms shall be submitted on or before the SF-330 required submission date, as indicated in this synopsis document. Firms may include any ratings, letters of appreciation or performance awards, etc., for relevant experience. However, Federal database content and PPQs will be evaluated more advantageously. The Air Force will consider any information which may be pertinent to this criterion. Reponses will be evaluated to determine firm’s ability to maintain cost, schedule, quality, and customer satisfaction. Only past performance within the last five years will be considered. Submit as many relevant projects in the SF 330 as desired within the page limits identified in SUBMISSION PROCEDURES.
(5) Location. SF-330, Part I, Block H. The Air Force will consider any information which may be pertinent to this criterion, including the following: firm's familiarity with the locality of Laughlin AFB, TX and Goodfellow AFB, TX. In narrative form demonstrate firm’s familiarity with the local conditions; examples include knowledge of, and experience dealing with, the regulatory agencies, geological features, logistics, climatic conditions or local design and construction methods.
Secondary Factors: Secondary factors will not carry greater significance to technical evaluation factors and past performance.
(6) Performance Against Small Business Subcontracting Plans (Secondary Factor: Applies to large business firms only). SF-330, Part I, Block H. Firms will be evaluated in terms of their ability to meet Small Business (SB), Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Historically Underutilized Business Zone Small Business (HUBZoneSB), Veteran-Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), and if applicable, Historically Black Colleges or Universities and Minority Institutions (HBCU/MI) goals in past contracts of similar type and size. Firm shall provide historical data on utilization of SB, SDB, WOSB, HUBZoneSB, VOSB, and SDVOSB. Large business firms shall submit three (3) “final” or “most recent” (within three years of date of this synopsis) Individual Subcontracting Reports (ISRs) for similar ID/IQ or stand-alone contracts of relative size or scope, which show compliance with utilizing the various types of small business forms noted above. If proposed goals were not met, provide detailed explanation in narrative form. If ISRs are not “final” or “most recent” they will not be considered. If ISRs were not applicable to the similar contracts noted, large business firms shall submit other comparable or commercial equivalent documentation, which shows their utilization of the various types of small businesses. If ISRs or comparable, or commercial equivalent documentation, is not available, provide explanation in narrative form. Firms with better performance against the goals of the small business subcontracting plans will be rated higher.
(7) Volume of DoD Work (Secondary Factor). SF 330, Part II, Block 11. Follow SF-330 instructions for completing Part II, Block 11. Firms with less past DoD work will be rated higher.
EVALUATIONS
The following adjectival ratings will be used to evaluate the documentation submitted:
Outstanding: Submittal meets requirements and indicates an exceptional approach and understanding of the requirements. Submittal contains multiple strengths and no deficiencies.
Good: Submittal meets requirements and indicates a thorough approach and understanding of the requirements. Submittal contains at least one strength and no deficiencies.
Acceptable: Submittal meets requirements and indicates an adequate approach and understanding of the requirements. Submittal has no strengths or deficiencies.
Marginal: Submittal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements.
Unacceptable: Submittal does not meet requirements and contains one or more deficiencies.
Interviews: The evaluation board may interview firms during the final selection process. Information to be provided will be determined at the time the decision is made to hold interviews.
SUBMISSION REQUIREMENTS
SUBMISSION PROCEDURES: It is estimated that the contract(s) will be awarded on or about May 2013. A-E firms that meet the requirements described in this announcement are invited to submit three (3) copies of a completed SF 330 and the information requested below to the 47th Contracting Flight, Attn: Justin Cole, 171 Alabama Ave, Bldg 7, Laughlin AFB, TX 78843-5102, no later than 22 Jan 13, 1600 hours Central Standard time. Total page count of the SF 330, Part I (including all attachments) must be limited to 40 pieces of paper (80 pages front and back), numbered consecutively from 1 to 80. A Table of Contents and tabs may be included and not counted towards the 80 page limit. The SF 330 shall be submitted on double-sided sheets of paper, using 12 point Times New Roman style font in narrative elements, and a minimum of 10 point Times New Roman style font in tables. Page size shall be 8.5 X 11 inches. There is no page limit to the SF 330 Part II. Submission shall be bound in a 3-ring binder. Firms shall state in SF 330 Block 5b if they are a small business according to the NAICS 541310 size standard ($7 million). The following shall be submitted with the SF 330, Part I, Block H as attachments: (a) awards and/or samples of innovative forms and patterns in building design, and (b) evidence of the use of metric standards, AutoCAD 2008, ArcGIS 9.3, project documents on CD, and worksheets on Excel.

Laughlin AFB TX is within a secure area and requires proper identification at the security gate. If the submitting firm anticipates personally hand delivering the SF-330 package, the firm must notify the Contracting Officer (justin.cole.1@us.af.mil) no less than two (2) business days of the intent. The notification shall include the following information:

This information is required to initiate a pass to gain access through the security gate. Failure to follow these directions may cause the firm’s submission to be delivered past the stated synopsis timeline and will not be accepted by the Government.
