SI RFI # QUESTION RESPONSE

1 May relevant projects include design competition entries, projects currently in design, and projects currently under construction?

Projects that have completed construction are preferred.

How many firms do you plan to shortlist before the design concept/interview phase? A final determination of the number of firms cannot be made at this time but is anticipated to be no fewer than 3 and no more than 8 firms.

What form of stipend or honorarium will shortlisted firms receive for the design concept? No honorarium will be offered.

How many renderings are required as part of the design concept? If you could be more specific we’d appreciate it.

Shortlisted bidders will be asked to provide an adequate number of renderings to show the exterior architecture of the building and how it fits contextually with the site and existing museum.

What level of BIM are you expecting? If you could be more specific we’d appreciate it. The model should be able to descibe the architectural elements and massing of the building as it relates to the context of the site and its relationship with the existing museum.

Will the design concepts be anonymous when shared publicly? Yes.

How will the appendix resumes and projects be evaluated? Please see p.6, Section 6 titled Project Team Qualifications: Members of the A/E project team must have the educational and professional qualifications to provide the services, including registration with the appropriate regulatory and professional entities. Firms are encouraged to minimize duplication within disciplines and in project roles in the selection of subconsultants or joint venture partners. The demonstrated extent of involvement and quality of staff’s contributions to projects should be emphasized. The evaluation of these disciplines will consider education, training, and the overall quality and performance on relevant projects of similar complexity and scope. The A/E team must also have a minimum of:

a) all disciplines listed under Section 2. Services (clearly identify the disciplines to be performed in-house and those to be subcontracted).

b) three registered architects.

c) architectural licensure in any US State or the District of Columbia prior to contract award.

d) one registered engineer for every engineering discipline.

e) project leads for each discipline should have a minimum of 10 years of relevant experience;

and

f) construction phase support services.

2 How many firms will be short listed for the second stage? Please see above.

Is there a stipend for the firms short listed for Phase II? Please see above.

3 Regarding IX. Subcontracting Plan Requirements, specifically A minimum of 40% of the total planned subcontracting dollars shall be placed with small business concerns.

Can you please clarify small business for the purpose of this project?

The North American Industry Classification Code (NAICS) for this procurement is 541310

(Architectural Services) and the size standard under this code is $7,500,000 (maximum average annual receipts to qualify as a Small Business per 13 CFR § 121.104 a).

RESPONSES TO BIDDER QUESTIONS

RESPONSES TO BIDDER QUESTIONS, RFP Solicitation No. F18R010034 Page 1 of 7

4 In the RFQ it indicates a 1” margin on the pages. If we use the standard SF330 Part I and II forms, the margin is outside of that 1”. Could you clarify the 1” margin?

SF330 Parts I and II should be utilized without reformatting. All attached, additional pages should be formatted with 1" margins.

5 I noticed that F22R010013 was released under the 236220 (Construction) NAICS. Based on the scope, do you intend to modify this to an AE NAICS so design firms are able to respond?

Yes; please see above.

6 I viewed the attachment on Sam.gov and did not see any information about the walk-through date and time. Is there anyway you provide me with that information?

Please see the third paragraph on page 10: There will not be a scheduled tour of the NASM Mall site prior to submission of responses to this solicitation.

1 With the services and disciplines required in the RFQ, will the Part IIs not be a part of the 100 page count?

Please see above.

2 On page 9 of the RFQ, Paragraph XI, in the first paragraph it indicates that all submissions will be electronic in PDF format. However, the paragraph at the bottom of that page indicates four hard copies and an electronic copy are required. Please clarify.

Email/pdf and four copies are required. However, the time stamp on the email submission will be considered for timeliness.

8 Please confirm the Table of Contents and SF 330's Part II are not included in the 100 page count. Confirmed that Table of Contents is not included. Please be advised that we anticipate a high volume of responses.

Please confirm the tabbed dividers for each section are excluded from the 100 page count. Confirmed.

In Part VII Section 3 Past Performance, are we required to provide information for projects that we list in Part VII Section 2 Project Team Qualifications or may we provide information for other comparable projects?

You may provide information for other comparable projects.

In Part V. Design Considerations, recommended consultants include Exhibit Design. Please clarify anticipated scope for the Exhibit Designer if any, other than the description of exterior display areas listed under general assumptions, and artifact display listed in the BLC notes for the Main

Floor.

An exhibit design consultant is intended to provide insight into how exhibits interact with the base building. It is not anticipated that an exhibit design is part of this contract.

With regards to the Convening Area to support up to 90 persons as listed in the BLC Program

Notes for the Main Floor, it is noted that this space would not be a lecture hall - is it anticipated to be used for any other flexible uses that we should design for?

The convening area is envisioned along the lines of a ‘Common Room’ whereby the space is large enough to accommodate a briefing or quick presentation for up to 90 participants, but could also be used for smaller break out discussions, end of program celebrations, meal time and even a ‘judging’ space for challenge solutions several teams of youth may develop. There should be some comfortable, but moveable/modular seating within the space, but plenty of room to bring in tables/chairs, if needed.

If selected, how will the interview be conducted? Ie. In person or virtually? At this point in the pandemic we cannot determine how the interview will be conducted. The interview will be conducted in the safest manner possible at the time it is scheduled.

9 Regarding the 100-page limit specified on Page 9 of the RFP, just to clarify, are the following items included in this limit?

• Covers (Front and Back)

• Tabs

• Cover Letter

• Table Of Contents

• Signed Amendment Forms

• SF330 Part II Forms

Covers, tabs, cover letter, table of contents and signed amendment forms are excluded. We anticipate a high volume of responses.

RESPONSES TO BIDDER QUESTIONS, RFP Solicitation No. F18R010034 Page 2 of 7

10 The solicitation requests expertise in Theater Design. Can you please describe the nature of the proposed theater program element as it does not appear in the BLC program summary?

While formal theater design is not a necessary area of expertise, expertise in acoustic design will be needed. Especially when thinking about how to create a convening space among a vaulted ceiling whereby folks can easily be heard.

Can you please elaborate on the anticipated scope of landscape improvements? We expect that, for the most part, the existing east terrace boundaries will be maintained, thereby minimizing the impact on the previously external agency approved landscape design.

We suspect that there will be some changes, likely associated with the siting of the Observatory, but we won’t know until we get into design process.

11 Do you accept proposals from international firms? We do.

Do you have any examples of projects where international firms, as prime, were awarded design projects?

Yes; however please be advised that any such proposals will be held to the same standards for travel, cost and licensure as domestic firms. The Prime firm must have a valid professional license in any US State or the District of Columbia.

12 Are interested A/E firms required to include all subconsultants listed in V. Design Consideration for

Phase I qualifications submission?

Yes.

The solicitation requires a response with margins no less than one inch XI as described on (XI.

PHASE I SUBMISSION REQUIREMENTS) . Assuming the response is a letter-size document, when including letter-size SF330 Forms in the response, are we required to shrink the forms to fit the one-inch margins on the page?

Please see above.

13 Section V of the RFP includes list of disciplines and expertise. Would the client consider removing the Geotechnical, Hazardous Materials Abatement, and NEPA Consultant services from this design contract? We request that these services be contracted by the Construction Manager as

Contractor or separately by the Owner. The liability of these services are excessive for the design team and better managed by the Owner (as landowner) or Contractor.

No these services are required under the designer of record

14 In the above referenced Solicitation, under Project Team Specialized Experience there is not a specific number of projects completed in the last seven years that can be included. We wondered if there is an upper or lower limit to the number of projects which can be included.

No more than 10 projects will be considered in the SF330 Part I Section F

15 The RFQ states "The BLC will be located to the east of the National Air and Space Museum

National Mall Building on the site of the 1988 restaurant." What is the extent of the tear down of the existing building? Or what is the extent of preservation? Is this a call for a completely new construction?

This is a call for completely new construction on the site of the 1988 restaurant. Demolition of the existing restaurant building will be handled by the Smithsonian under a separate agreement.

16 What are the intended uses of BIM in phase II? The BIM will be used to understand the architecture of the building, its massing and its relation and connection to the existing museum What systems do you expect to see modelled, in what level of detail in phase II? Architecture and design are the main focus of Phase II and therefore anything that is visible shall be depicted

What file format is required in phase II? Revit

Can we include self-certified small businesses rather than solely Federally certified small businesses?

Yes

To bring together the best team for this contract and show our best qualifications, we would like to submit as a Joint Venture. Will it be acceptable to submit out Phase I proposal with a Letter of

Commitment to form a legal Joint Venture at Phase II? We will list each firm’s Cage Code, DUNS number, and Tax ID.

A letter of commitment is acceptable

Are there draft contract terms that we can review? No

Is there is a standard Smithsonian Institute fee scale? No

Has the location of the Bezos Learning Center been determined, and will the new restaurant pavilion replace the 1988 restaurant pavilion on the east terrace?

Please see above.

RESPONSES TO BIDDER QUESTIONS, RFP Solicitation No. F18R010034 Page 3 of 7

Can you please confirm that if a Prime and Consultant enter into a Teaming Agreement rather than a Joint Venture Agreement, then both the Consultant and Prime’s qualifications for Phase I

Selection Criteria will be considered in evaluating Phase I.

Confirmed.

17 Please clarify if anticipated food service design scope will include construction documents for the kitchen, servery, and dining areas including kitchen and servery equipment specification.

Yes, they will be required.

18 Confirm that the SF 330 is a blended form response that includes all proposed sub consultants, or just our firm’s response?

Confirmed.

2. Does the SI have a listing of certified HubSB, VOSB, HBCU firms? The Smithsonian does not maintain a list of certified HubSB, VOSB, HBCU firms.

Proposers are encouraged to ensure the self-certifications made for firms in each designated category of small business are able to withstand a challenge by another offeror of the firms designation, which would likely be settled by the U.S. Small Business Administration, U.S.

Department of Veterans Affairs or U.S. Department of Education.

19 Please clarify the requirement to hyperlink and tab resumes. Is this for each individual resume, or for the resume section of the submission, as a whole.

Are drawings available from the NASM renovation for use with this proposal (building section/site plan)?

No

3. An AV and Theatre discipline is required but there is no mention of a theatre in the program. Is one required, and what capacity would it have?

Please see above.

Please clarify the state of the 1988 restaurant structure as it relates to this scope. Will any alterations be made prior to this project?

Please see above.

Please confirm the SF-330 Part II forms are to be included in the 100-page count for the submission.

Please see above.

20 The initial paragraph asks the teams to “submit photographs of comparable A/E projects which have been completed in the last seven years” but does not say that only projects completed within the last seven years can be submitted. Please clarify.

Please see above.

Please clarify the detailed requirements of “completed within the last seven years.” Do projects that have completed design but not completed construction meet the requirements?

Please see above.

If construction completion is required, please define the criteria for construction complete (e.g.

Substantial Completion, Certificate of Occupancy, completion and turnover of a minimum of one phase in the instance of a multiphase project).

This solicitation requires performance of A/E services.

SF-330 Section F states “(Present as many projects as requested by the agency, or 10 projects, if not specified.” Please confirm if there is a minimum or maximum number of projects that can be submitted.

Please see above.

Please confirm if the Prime for the projects submitted in SF-330 Section F must have been performed by Key Personnel from the architecture team proposed for the Bezos Learning Center project, or if projects can or should be submitted from Key Personnel from other disciplines such as the Exhibit Designer.

Please see above.

Please clarify the scope of the “h) Materials Handling” role. The basement space allocation and Loading Dock revisions may require specialized support to ensure efficiency in deliveries, balancing various stakeholder requirements, vertical movement, etc.

RESPONSES TO BIDDER QUESTIONS, RFP Solicitation No. F18R010034 Page 4 of 7

Please clarify the scope of the “q) Graphic Design” role (signage, graphics, branding, etc.). External and internal signage, wayfinding, integration with the existing museum signage plans, etc.

What type of documentation must be provided to demonstrate successful past experience should the firm not have any or recent federal government evaluation sources on file?

Records in CPARS will be used as well as calling the listed contacts on the project forms in Part I

Section F of the SF330. No other documentation is required.

Will reference documentation be accepted for an unlimited number of years in the past as long as

Key Personnel from the Bezos Learning Center team performed a Key Role on the past project?

Please see above.

Must all Disadvantaged, Minority, Women-owned, Hub-zone, Veteran-owned and Service-disabled

Veteran-owned businesses be classified as small businesses to comply with subcontracting plan requirements? Or do Disadvantaged, Minority, Women-owned, Hub-zone, Veteran-owned and

Service-disabled Veteran-owned large businesses comply?

No; If the selected firm is a large business, a subcontracting plan consistent with Public Law (PL)

95-507, PL 99-661 and PL 100-656 will be required with the final fee proposal. The subcontracting plan must indicate how the proposer plans to include the designated categories of small businesses in the performance of the work in accordance with the designated goals for each small business category. If the selected firm is a small business, a subcontracting plan consistent with Public Law (PL) 95-507, PL 99-661 and PL 100-656 may not be required with the final fee proposal. However the contracting officer may require a subcontracting plan for any subcontracts awarded to a large businesses that exceed the thresholds designate in FAR 19.7.

Please clarify “Resumes may be excluded from the page count, provided they are tabbed and hyperlinked for easy reference.” What does ‘tabbed and hyperlinked’ mean?

Written copies must be tabbed; pdf copies must contain hyperlinks to allow readers to quickly navigate your submission.

To confirm, SF-330 E. Resumes of Key Personnel Proposed for This Contract are excluded from the

100-page limit?

Please see above.

Is SF-330 Part II – General Qualifications (for each primary and sub-consultant) included in the 100-page limit?

Please see above.

Please state which section of the SF-330 is dedicated to Firm Management Approach and Capacity response

Section H

Does the Phase I response need to demonstrate the team’s experience or capability with the proficiencies outlined in the Computer Capability section on page 7? If so, please state in which section of the SF-330.

Section H

When will firms be notified if they have been shortlisted? Please see page 10 of the RFP.

How much time will be given to shortlisted firms for the development of Phase II Design Concepts? 60 days from notification of shortlisting

Will there be a concept development stipend for Shortlisted firms? Please see above.

10. Is the cost for the demolition and abatement of the existing restaurant included in the

Construction Budget estimate on page 1 of Attachment 1?

Please see above.

Can the consultants or subconsultants currently engaged in the on-going major renovation project(s) at the NASM be included on the proposed team for the BLC project?

Please see above.

Are the project team qualifications listed in Section 2 a-f comprehensive of all registration requirements? If not, please provide any additional specific requirements considered “registration with the appropriate regulatory and professional entities.” For example: Is Registered

Communications Distribution Designer (RCDD) a required credential for the Information

Technology Design role?

Please provide registration information required for performance of the scope of work as set out in the solicitation

Will Furniture Fixtures and Equipment (FFE) consultancy need to be provided within the project team?

Yes

RESPONSES TO BIDDER QUESTIONS, RFP Solicitation No. F18R010034 Page 5 of 7

Will shortlisted firms be provided with any additional information in advance of the Phase II kick-off? For example: existing conditions plans of the NASM, site surveys. If so, what information will be provided in a CAD or a PDF format?

Yes, information pertinent to producing a concept will be provided in CAD format.

Is it possible to share the existing facility’s drawings? Not at this time

Section 3. Past Performance notes: “ The A/E firm and named subcontracting firms must demonstrate a successful past performance on comparable past projects, as defined at 2(A) above.

SI will also use other information that is readily available to determine the A/E’s past performance. This includes but is not limited to client references and federal government evaluation sources including Contract Performance Assessment Reporting (CPARS) which incorporates the data of the Past Performance Information Retrieval System (PPIRS), the

Construction Contractor Appraisal Support System (CCASS), and the Architect-Engineer Contract

Administration Support System (ACASS) ratings whether they are for projects named or not.

Demonstrate successful past performance and specific experience with cost and scope management; planning, design and work quality; work management; responsiveness; and compliance with performance schedules. The Federal Government typically assigns task orders that encompass one or two of the experiences noted above, but not all. The CPARS may accordingly be limited to one of two criteria per project. For that reason, may we submit performance evaluations from private clients that comprehensively address the above experience criteria?

We are unfamiliar with the limitations you are experiencing with CPARS. However, experience from private clients is acceptable. Past performance forms are not necessary. Correct contact information on the projects listed in Part I Section F of the SF330 need to be up-to-date and correct as we will call the POC's listed on those projects.

If agreeable, would form GSA PBS Past Performance (sample attached) or a similar format be acceptable?

Past performance forms are not necessary see above

How many performance evaluation forms may we submit? None, see above

Should the performance evaluation forms be submitted directly to the designated contract officer or may we attach them to our proposal appendix?

See above

We engage with a significant roster of key sub-consultants that meet the various small business designations such as WOSB, SDVOB, VOB, SB etc. Please clarify the classification for small businesses to include Historically Black Colleges and Universities or Minority Institutions.

FAR Part 26 and E.O. 14041 allows and encourages federal entities to create procurement opportunities for HBCU’s and Minority Institutions.

Classifications for these entities are cited in the regulations of the U.S. Small Business

Administration and US Department of Education.

20 Can photos/diagrams exceed the 1” margins to be full bleed on the page? Yes

Can the digital document be viewed in spread mode (2 pages side-by-side)? Or will pages be reviewed in a single page view?

Single page view

Should a letter of interest be added to the submission? If so, will it count towards the 100-page limit?

We consider the cover letter requirement would be ideal for any expression of interest.

Is it a requirement that each relevant project included in the Stage 1 submission exhibit compliance with all five (5) measures of evaluation within the Project Team Specialized Experience portion of the SOQ? Conversely, can the collection of relevant projects all-together, exhibit compliance with the specialized experience required with an understanding that the team has the relevant experience within their portfolio? For example, do all the projects need to be in the 50 million construction cost range?

There is no requirement that relevant projects cover all evaluation measures. However, all performance will be cumulatively evaluated under the RFP criteria.

Section V Design Considerations identifies the need for a Theater Design consultant, but the program does not include a theater space. Please clarify the intent of including a Theater Design consultant.

Please see above.

21 Can an international architectural firm (without licensure in DC) participate as Prime in a Lead

Design role for this solicitation if including a DC registered architectural firm as subconsultant acting as Architect of Record?

Please see above.

RESPONSES TO BIDDER QUESTIONS, RFP Solicitation No. F18R010034 Page 6 of 7

22 Can the hardcopies be sent via FedEx on the due date of 2/17 for receipt at the Smithsonian

Contracting Office on 2/18?

No.

Do the SF330 forms need to be contiguous, or can we provide introductions to each content section?

Contiguous.

Will the design team be responsible for the interior design of the restaurant space or is the intent to provide only a shell to be fit-out by the selected vendor?

The restaurant vendor will provide the interior design and equipment selection of the restaurant.
