SI RFI # QUESTION RESPONSE

1 May relevant projects include design competition entries, projects currently in design, and projects currently under construction?

Projects that have completed construction are preferred.

How many firms do you plan to shortlist before the design concept/interview phase? A final determination of the number of firms cannot be made at this time but is anticipated to be no fewer than 3 and no more than 8 firms.

What form of stipend or honorarium will shortlisted firms receive for the design concept? No honorarium will be offered.

How many renderings are required as part of the design concept? If you could be more specific we’d appreciate it.

Shortlisted bidders will be asked to provide an adequate number of renderings to show the exterior architecture of the building and how it fits contextually with the site and existing museum.

What level of BIM are you expecting? If you could be more specific we’d appreciate it. The model should be able to descibe the architectural elements and massing of the building as it relates to the context of the site and its relationship with the existing musuem.

Will the design concepts be anonymous when shared publicly? Yes.

How will the appendix resumes and projects be evaluated? Please see p.6, Section 6 titled Project Team Qualifications: Members of the A/E project team must have the educational and professional qualifications to provide the services, including registration with the appropriate regulatory and professional entities. Firms are encouraged to minimize duplication within disciplines and in project roles in the selection of subconsultants or joint venture partners. The demonstrated extent of involvement and quality of staff’s contributions to projects should be emphasized. The evaluation of these disciplines will consider education, training, and the overall quality and performance on relevant projects of similar complexity and scope. The A/E team must also have a minimum of:

a) all disciplines listed under Section 2. Services (clearly identify the disciplines to be performed in-house and those to be subcontracted).

b) three registered architects.

c) architectural licensure in any US State or the District of Columbia prior to contract award.

d) one registered engineer for every engineering discipline.

e) project leads for each discipline should have a minimum of 10 years of relevant experience;

and

f) construction phase support services.

2 How many firms will be short listed for the second stage? Please see above.

Is there a stipend for the firms short listed for Phase II? Please see above.

3 Regarding IX. Subcontracting Plan Requirements, specifically A minimum of 40% of the total planned subcontracting dollars shall be placed with small business concerns.

Can you please clarify small business for the purpose of this project?

The North American Industry Classification Code (NAICS) for this procurement is 541310

(Architectural Services) and the size standard under this code is $7,500,000 (maximum average annual receipts to qualify as a Small Business per 13 CFR § 121.104 a).

RFP - F22R010013/Multidisciplinary A/E

RESPONSES TO BIDDER QUESTIONS

4 In the RFQ it indicates a 1” margin on the pages. If we use the standard SF330 Part I and II forms, the margin is outside of that 1”. Could you clarify the 1” margin?

SF330 Parts I and II should be utilized without reformatting. All attached, additional pages should be formatted with 1" margins.

5 I noticed that F22R010013 was released under the 236220 (Construction) NAICS. Based on the scope, do you intend to modify this to an AE NAICS so design firms are able to respond?

Yes; please see above.

6 I viewed the attachment on Sam.gov and did not see any information about the walk-through date and time. Is there anyway you provide me with that information?

Please see the third paragraph on page 10: There will not be a scheduled tour of the NASM

Mall site prior to submission of responses to this solicitation.

1 With the services and disciplines required in the RFQ, will the Part IIs not be a part of the 100 page count?

Please see above.

2 On page 9 of the RFQ, Paragraph XI, in the first paragraph it indicates that all submissions will be electronic in PDF format. However, the paragraph at the bottom of that page indicates four hard copies and an electronic copy are required. Please clarify.

On page 9 of the RFQ, Paragraph XI, in the first paragraph it indicates that all submissions will be electronic in PDF format. However, the paragraph at the bottom of that page indicates four hard copies and an electronic copy are required. Please clarify.

8 Please confirm the Table of Contents and SF 330's Part II are not included in the 100 page count. Confirmed that Table of Contents is not included. Please be advised that we anticipate a high volume of responses.

Please confirm the tabbed dividers for each section are excluded from the 100 page count. Confirmed.

In Part VII Section 3 Past Performance, are we required to provide information for projects that we list in Part VII Section 2 Project Team Qualifications or may we provide information for other comparable projects?

You may provide information for other comparable projects.

In Part V. Design Considerations, recommended consultants include Exhibit Design. Please clarify anticipated scope for the Exhibit Designer if any, other than the description of exterior display areas listed under general assumptions, and artifact display listed in the BLC notes for the Main

Floor.

An exhibit design consultant is intended to provide insight into how exhibits interact with the base building. It is not anticipated that an exhibit design is part of this contract.

With regards to the Convening Area to support up to 90 persons as listed in the BLC Program

Notes for the Main Floor, it is noted that this space would not be a lecture hall - is it anticipated to be used for any other flexible uses that we should design for?

The convening area is envisioned along the lines of a ‘Common Room’ whereby the space is large enough to accommodate a briefing or quick presentation for up to 90 participants, but could also be used for smaller break out discussions, end of program celebrations, meal time and even a ‘judging’ space for challenge solutions several teams of youth may develop. There should be some comfortable, but moveable/modular seating within the space, but plenty of room to bring in tables/chairs, if needed.

If selected, how will the interview be conducted? Ie. In person or virtually? At this point in the pandemic we cannot determine how the interview will be conducted. The interview will be conducted in safest manner possible at the time it is scheduled.

9 Regarding the 100-page limit specified on Page 9 of the RFP, just to clarify, are the following items included in this limit?

• Covers (Front and Back)

• Tabs

• Cover Letter

• Table Of Contents

• Signed Amendment Forms

• SF330 Part II Forms

Covers, tabs, cover letter, table of contents and signed amendment forms are excluded. We anticipate a high volume of responses.

10 The solicitation requests expertise in Theater Design. Can you please describe the nature of the proposed theater program element as it does not appear in the BLC program summary?

While formal theater design is not a necessary are of expertise, expertise in acoustic design will be needed. Especially when thinking about how to create a convening space among a vaulted ceiling whereby folks can easily be heard.

Can you please elaborate on the anticipated scope of landscape improvements? We expect that, for the most part, the existing east terrace boundaries will be maintained, thereby minimizing the impact on the previously external agency approved landscape design.

We suspect that there will be some changes, likely associated with the siting of the Observatory, but we won’t know until we get into design process.

11 Do you accept proposals from international firms? We do

Do you have any examples of projects where international firms, as prime, were awarded design projects?

Yes; however please be advised that any such proposals will be held to the same standards for travel, cost and licensure as domestic firms. The Prime firm must have a valid professional license in any US State or the District of Columbia

12 Are interested A/E firms required to include all subconsultants listed in V. Design Consideration for Phase I qualifications submission?

Yes.

The solicitation requires a response with margins no less than one inch XI as described on (XI.

PHASE I SUBMISSION REQUIREMENTS) . Assuming the response is a letter-size document, when including letter-size SF330 Forms in the response, are we required to shrink the forms to fit the one-inch margins on the page?

Please see above.

13 Section V of the RFP includes list of disciplines and expertise. Would the client consider removing the Geotechnical, Hazardous Materials Abatement, and NEPA Consultant services from this design contract? We request that these services be contracted by the Construction Manager as

Contractor or separately by the Owner. The liability of these services are excessive for the design team and better managed by the Owner (as landowner) or Contractor.

No these services are required under the designer of record

14 In the above referenced Solicitation, under Project Team Specialized Experience there is not a specific number of projects completed in the last seven years that can be included. We wondered if there is an upper or lower limit to the number of projects which can be included.

No more than 10 projects will be considered in the SF330 Part I Section F
