Amendment #1 dated February 2, 2018 on RRP F18SOL10008 for an Indefinite Delivery Indefinite Quantity (“IDIQ”) Contract for audiovisual engineering, integration, implementation, programming, maintenance, and support services responds to bidder questions, changes the NAIC code, removes the small business set aside, and extends the deadline for submissions.

A.1 The NAICS code for the solicitation has been changed to 334310.

A.2 Is this a total small business set-aside?

SMITHSONIAN RESPONSE: No. The following clauses have been removed from the RFP.

52.219-6 Notice of Total Small Business Set-Aside (June 2003) 52.219-8 Utilization of Small Business Concerns (May 2004)

A.3 Bidder questions

Within L.5.2.E, the solicitation states: “Large Business Firms selected for award shall be required to submit an acceptable Small Business Subcontract Plan, upon request from the Contracting

Officer.” Can the Government clarify if a plan is required to be submitted with the proposal?

SMITHSONIAN RESPONSE: Yes, submit plan with proposal.

I.2 Indemnification Page 20 Should the prime be licensed if performing electrical work?

SMITHSONIAN RESPONSE: The prime will not be doing electrical work.

Are there page limits for either the Technical or Business Proposals?

SMITHSONIAN RESPONSE: No

Are there limitations on font or font size?

SMITHSONIAN RESPONSE: No

Can the Government clarify if the Offeror must include resumes for all personnel, or only for

Key Personnel?

SMITHSONIAN RESPONSE: For all key personnel who are prime and subs.

Per the requirements in RFP Section L.5.1.C, Offerors must indicate the proposed Key Personnel and their resumes. If an Offeror believes that the same person could fulfill both labor categories/roles, can we provide a resume that fits both labor categories?

SMITHSONIAN RESPONSE: Yes

Within RFP Section C.3, the solicitation states “Bidders do not need to provide staff for all labor categories listed below. Additional labor categories may need to be added depending on task order projects.” During the course of the contract, can awarded contractors add additional Key

Personnel/labor categories during the period of performance, or would they need to be submitted with the proposal?

SMITHSONIAN RESPONSE: They can be added later.

Can you confirm or deny the Union participation for the work in New York?

SMITHSONIAN RESPONSE: Smithsonian follows federal labor laws and other applicable requirements which in general requires application of the Davis Bacon Act and Service Contract Act.

Does Service Contract Act wages apply to work in NY or DC?

SMITHSONIAN RESPONSE: Most of the work done under the IDIQ does not apply to Service Contract Act Labor Standards but in limited instances the primary purpose of the work will require services when the Service Contract Act applies. This will be determined when a task order is negotiated.

Can the Government clarify the number of anticipated awards for this IDIQ contract?

SMITHSONIAN RESPONSE: 3 to 5 firms

C.3 Labor Categories Page 6 "Does the Smithsonian anticipate any electrical work (movement of plugs or circuits) under this contract? In the offeror's experience this is a common requirement.

SMITHSONIAN RESPONSE: No

Please consider adding a Master Electrician Labor Category to the key personnel.

C.3 Labor Categories Page 6 SMITHSONIAN RESPONSE: No

Key Personnel - On-site installation Please clarify the differences between the skill set for on-site installation and the on-site technician and engineer?

SMITHSONIAN RESPONSE: Onsite engineer would be responsible for high level design detail, problem solving, client interface, and responsible for producing single line drawings. Onsite installation technician is responsible for the physical mounting, alignment, color balancing, and connection of media playback devices.

L.5.1, A. Minimum Requirement Documentation Page 29 "This solicitation has a minimum requirement of ten years of engineering, installing and supporting audiovisual systems in large and major museums, visitor centers or educational institutions."

Will the Smithsonian consider reducing the experience requirement in exchange for high volume expertise?

SMITHSONIAN RESPONSE: Offers must demonstrate that they generate at least fifteen million dollars per annum in gross revenues

Will any of the material required for this contract be purchased through this IDIQ?

SMITHSONIAN RESPONSE: yes

B. The proposal due date has been extended to the following: PROPOSALS MUST BE RECEIVED VIA EMAIL NO LATER THAN February 27, 2018 9:00 am EST. The email response should be submitted to Debra Berke, Contracting Specialist at berked@si.edu. Make sure to receive acknowledgement via email to know that your proposal has been received by the Smithsonian Institution and was not rejected due to the 18 mb size limit of the incoming mail server.

Provided that the electronic copy is received at the above email address by the above stated deadline, the hard copy should be received no later than March 6, 2018 9:00 am EST.

C. With the exception of the changes made herein, all contract terms and conditions of F18SOL10008 remain in effect.
