192 Sheet S-701 requires stripping the existing paint from the Aviary structure and hardware, however, sheet A-701 only requires cleaning and preparation for new paint. Please confirm that complete removal of the existing paint is not required.
Great Flight Aviary structure is to be stripped per the structural drawings and spec 099600 3.2.C.1.
193 Please confirm that the multi-year funding breakdown is only to include the base cost and not the options.
The multi-year funding breakdown per RFP B.5 will include the bid options as funding allows, if SI elects to award them.
194 Please reference RFI response 46. The second divisional breakdown has a subtotal for the Base Cost (BASE COST PROPOSAL TOTAL) and the bottom line is Base Cost plus the options (COST PROPOSAL WITH
OPTIONS). Currently, the way the form reads, the bottom total line is the only line that will include the cost of the options. The lines above will only include base costs and will be a duplication of the first divisional breakdown. Is this your intent for this breakdown?
The second divisional breakdown is strictly for the purpose of including a total including all options for clarification.

197 Spec 055000 2.2.C.1.5. lists a minimum 1/2" gap where wire mesh intersects cables and terminal bars, but maximum 1" x 2" mesh opening. Is the minimum 1/2" gap correct?
Spec 055000 2.2.C.1.5. last line "minimum" should say
"maximum" so that the last line reads as follows: "Where the wire mesh intersects with the cables and terminal bars, a maximum gap of 1/2" is permitted." A revised spec section will be provided to the successful bidder.
198 Reference Amendment 3 - please confirm that the Concord/Terrazzco brand products are an approved product.
See response to RFI #126.
199 Reference Spec Section 075600 - Cold Liquid Applied Membrane
Roofing. Para. 2.2 A.1 lists a PMA system. This is an odorous system and could provide a problem at a Zoo. Siplast (para. 2.2 A.2.a) recommends a Silane Terminated Polymer system which is odor free.
Is this a desired specification revision?
For bidding purposes, Contractor shall provide the specified product. Successful Contractor may submit a substitution request form to the SI/Design Team during the submittal process. Substitution request should clearly indicate Owner benefit of the substitution.

1.0 Scope of Services
This geotechnical engineering report presents the results of the field investigation, soil laboratory testing, and engineering analysis of the geotechnical data. This report specifically addresses the following:
• An evaluation of subsurface conditions within the area of the proposed site development, including a seismic site classification per the International Building Code.
• Foundation recommendations for support of the proposed screen wall columns, including recommended soil design parameters.
Services not specifically identified in the contract for this project are not included in the scope of services.
2.0 Site Description and Proposed Construction
The Flamingo exhibit site is located in the Smithsonian National Zoological Park, and is directly south of the Bird House exhibit. A site vicinity map is presented as Figure 1 at the end of this report. The elevation at the site ranges from approximately elevation (EL) 185 feet to EL 187 feet, sloping downward towards the south.
We understand that the project consists of installing a mesh screen over the exhibit to protect the flamingos from native bird droppings. The proposed screen will span the entire exhibit space and will be supported with steel columns bearing on spread footings. Tiebacks will be utilized to anchor the steel columns as well. We understand that the maximum column load will be 170 kips.

3.0 Subsurface Conditions
Subsurface conditions were investigated by drilling a total of three test borings just outside of the flamingo enclosure. Test boring logs and a boring location plan are presented in Appendix A of this report.
3.1 Geology
The site lies within the Piedmont Physiographic Province of the District of Columbia. The Piedmont is bordered to the east by the Coastal Plain Physiographic Province and to the west by the Blue Ridge Physiographic Province and contains several fault bordered basins. Bedrock in the Piedmont typically
August 25, 2016 16136 Page 2 consists of highly weathered metamorphic and igneous bedrock. Surface topography in the Piedmont is the result of millions of years of erosion. According to local geologic maps, the site is mapped in the gravel, sand, silt, and clay Terrace Deposits (T2) of the Tertiary Geologic Period, and in the Laurel Formation (€l) of the Cambrian Geologic Period. The Laurel Formation is described as a moderately to well-foliated sedimentary mélange (residual soils). The existing fill soils of Stratum A are believed to be related to previous site grading.
3.2 Stratification
The subsurface materials encountered have been stratified for purposes of our discussions herein. These stratum designations do not imply that the materials encountered are continuous across the site. Stratum designations have been established to characterize similar subsurface conditions based on material gradations and parent geology. The generalized subsurface materials encountered in the test borings completed at the site have been assigned to the following strata:
Stratum A (Existing Fill) loose, clayey and silty SAND (SC/SM) with gravel, micaceous, moist, brown, and stiff sandy SILT (ML) with gravel, moist, brown
Stratum B1 (Residual) firm to very hard, sandy SILT (ML) containing quartz, micaceous, moist, red/brown/green
Stratum B2 hard, silty SAND (SM) containing quartz, micaceous, moist, light brown
Stratum B3 very hard, WEATHERED ROCK, SILT (ML), micaceous, moist, gray and brown
The two letter designations included in the strata descriptions presented above and on the test boring logs represent the Unified Soil Classification System (USCS) group symbol and group name for the samples based on laboratory testing per ASTM D-2487 and visual classifications per ASTM D-2488. It should be noted that visual classifications per ASTM D-2488 may not match classifications determined by laboratory testing per ASTM D-2487.
3.3 Groundwater
Groundwater level observations were made in the field during drilling and after the completion of the test borings. Groundwater was not encountered in any of the test borings during drilling and upon completion of the test borings. Accordingly, groundwater should be below the proposed site grades.
The groundwater observations presented herein are considered to be an indication of the groundwater levels at the dates and times indicated. Where more impervious Strata A and B1 silt soils are encountered, the amount of water seepage into the borings is limited, and it is generally not possible to establish the location of the groundwater table through short term water level observations. Accordingly, the groundwater information presented herein should be used with caution. Also, fluctuations in groundwater levels should be expected with seasons of the year, construction activity, changes to surface grades, precipitation, or other similar factors.
3.4 Soil Laboratory Test Results
Selected soil samples obtained from the field investigation were tested for grain size distribution, Atterberg limits, and natural moisture contents. A summary of soil laboratory test results is presented in the table below, and the results of natural moisture content tests are presented on the test boring logs in Appendix A.

3.5 Seismic Site Classification
Based on the results of the subsurface investigation and our knowledge of local geologic conditions, the site soils have been assigned to a site class C per the International Building Code (IBC).
4.0 Foundation Analysis
As requested, we have analyzed spread footing foundations for support of the proposed screen columns.
Based on the test boring data, generally loose existing fill soils are anticipated to be encountered at normal spread footing depths, and are not considered to be suitable for direct support of the proposed screen columns. Accordingly, we recommend undercutting the existing fill to a depth of at least 7 feet below existing grades and replace with compacted dense graded aggregate (e.g. CR-6 or 21-A), and then placing the foundations at normal depths on the compacted dense graded aggregate. This recommendation is illustrated by Figure 2 at the end of this report. After undercutting the existing fill and prior to placement of new fill, the undercut subgrade should be observed by the geotechnical engineer to confirm that the new subgrade is suitable to receive new fill. Spread footings founded on new dense graded aggregate fill may be designed with a net allowable soil bearing pressure of 2,500 psf.
Exterior footing subgrades should be located at least 2.5 feet below final exterior grades for frost considerations. Individual column footings and continuous wall footings should be at least 30 inches and 18 inches wide, respectively, for local or punching shear considerations. A maximum slope of one horizontal to one vertical (1H:1V) should be maintained between the bottom edges of adjacent footings.
Footing subgrades should be observed and approved by the Geotechnical Engineer of Record or his/her representative prior to placement of concrete, to ascertain that footings are placed on suitable bearing soils as recommended herein. Footings should be excavated and concrete placed the same day in order to avoid disturbance from water or weather. Disturbance of footing subgrades by exposure to water seepage or weather conditions should be avoided. Any disturbed, frozen, or soft subgrade soils should be removed prior to placing footing concrete. It may be desirable to place a 3- to 4-inch thick “mud mat” of lean concrete immediately on the approved footing subgrade to avoid softening of the exposed subgrade. Forms
August 25, 2016 16136 Page 4 may be used if necessary, but less subgrade disturbance is anticipated if excavations are made to the required dimensions and concrete placed against the soil. If footings are formed, the forms should be removed and the excavation backfilled as soon as possible. Water should not be allowed to pond along the outside of footings for long periods of time.
We recommend the following soil design parameters be used for the design of the screen columns including the anchors:
