PROJECT: NMNH Roof Repairs & Improvements, F16SOL10043

SI RFI Number Date Company Request for Information SI Response

S001 Grunley 1 1. The RFP requires tape bound submission. Can there be an alternative means of submitting the proposal?

A three ring binder is acceptable. Tape binding is preferred.

Grunley 2 2. The RFP requires that we provide a project-specific Contractor Quality Control

Plan. Can the CQC Plan be bound separately from the Technical Proposal?

Yes.

Grunley 3 3. The RFP requires that we provide a preliminary job-site safety plan. Can this plan be bound separately from the Technical Proposal?

Yes.

Grunley 4 4. L.14.3 is titled Past Performance, but the requirements are listed to respond to an approach to schedule management not past performance. Please clarify if the title needs to be changed or if the content should be related to past performance?

Your response should show your firm's track record of managing project schedules.

We do apologize for the confusion.

Grunley 5 With regard to the Key Personnel and Subcontractors section (L.14.2) of the RFP, please specify the positions for which resumes should be provided by the subcontractors (i.e., Project Manager, Foreman)?

The key personnel resumes for subcontractors are not set in stone, but should at a minimum include representatives from key trades as you deem necessary for successful completion of the project.

Grunley 6 For the References section (L.14.4) of the RFP, it indicates the inclusion of "three references/former clients. Include relevant project information . . . " Can you please clarify what project information needs to be included?

The reference information should include anything from the past project that you think is relevant to our selection process.

Grunley 7 The RFP indicates the provisions of Sections G, H, and K, but these sections are not specified in the documents. Can you please indicate or provide these sections?

Please accept our apologies for the confusion. The Sections in Exhibit A are as follows: Section G is Contract Administration; Section H is Special Contract

Requirements; and Section K is Representations & Warranties.

Grunley 8 The deadline for technical clarifications is stated in Section L.13.8 as June 3, 2016.

What does this mean?

Generally, all questions relating to the bid should be sent well in advance of the bid date to allow us reasonable time to respond. However, any significant technical concern identified during your review should be sent as soon as feasible.

Grunley 9 Please provide the HazMat report for this project. A HazMat report specific to this project was not prepared. Please follow the specifications for hazardous materials protocols. Areas with suspected lead based paint or ACM include: steel dunnage supporting cooling towers, original waterproofing under monumental stair ramps, pipe insulation, and the steel support structure at the Infinity Sculpture. OSHEM IH will come and perform testing upon request for suspected hazmat.

Please clarify if the FY2016 and FY2017 Funding Increment breakdowns on pages

12 and 13 of the RFP are to include costs for the base bid only or base bid and options?

Yearly increment break down should cover the base bid only.

Grunley 3 Please provide the correct proposal delivery address because page 16 of the RFP conflicts with the SF 1442.

Smithsonian Facilities/Capital Gallery West/600 Maryland Avenue SW/Suite

5001/Washington, DC 20024/ATTN: EVE ERRICKSON

Grunley 4 Please confirm that a bid guarantee is required per page 39 of the RFP. This currently conflicts with the SF 1442 checkbox.

A bid guarantee is required.

Grunley 5

Please provide the wage scale to be used for this solicitation as mentioned in the

RFP part L43.

The wage determination DC2 current as of May 28, 2016.

Grunley 6

Page 74 of the RFP states that the base bid work is to be complete by May 1, 2017.

Do you have an anticipated award date and revised completion date to be used in the technical proposal schedule?

Our current schedule lists anticipated award date by September 30, 2016; substantial completion for the project must be achieved by Sept 30, 2017. The May 1st deadline will be required for completion of the west terrace and the front entry. This is reflected in notes #8 and 9, page BB-G103.

Grunley 7

Please consider postponing the bid date 1 week to allow for sufficient subcontractor participation in the bid pricing and technical approach process required for this bid.

The bid due date is extended to June 9, 2016, 3 pm EST.

Grunley 8

Please confirm that Options 2, 3 & 5 of this bid will not be exercised prior to or without Option 4 as indicated per the RFP, page 14, Part C.3.

Correct. Options 2, 3, and 5 will not be exercised prior to, or without, Option 4.

Reference Sheet No.34 (OPT4-A108). Demolition Note 3 says to remove precast concrete pavers to be reinstalled and demo pedestals. Does this note refer to just the PCC Walkway Pavers (2000 SF) or all the 4th Floor Roof PCC Pavers (11,000

SF)?

The 4th floor roof PCC pavers (11,000sf) are the ones on pedestals (south and west sides of the building). These pedestals are to be demolished and new provided.

Remove and Reinstall all of these PCC pavers. The walkway PCC pavers (north and east sides of the building) are sitting on top of the Hydrogaurd without pedestals. If

PCC paver is cracked and requires replacement, demo and provide new. Otherwise, there is no work to the walkway PCC pavers.

Grunley 2

Reference Sheet No.34 (OPT4-A108). Key Note says to clean vertical brick face and stone coping of parapet wall. This divisional breakdown on the bid form does not indicate any masonry costs for this Option. Please revise the divisional breakdown form to include Masonry costs.

Please see attached.

Grunley 3

Please confirm that the contractor will be able to leave exhibit protection installed in space and / or closed to the public (especially when abatement work is being done) until all work is complete in locations indicated per drawings BB-A1-03 and

OP4-A4-01 or will all protection need to be removed at the end of every night's work?

1. OP4-A-401: Protection within all collections storage areas can remain throughout the duration of the work. Protection must be installed between the hours of 9am-

5pm for curatorial supervision. Work within collections storage areas may then take place during normal work hours.

Grunley 6

Option 4 divisional breakdown on the bid form indicates that Exterior

B.3.2. Multi-year FY Funding Increments – Funding for this construction project will be spread over

Fiscal Years 2016 and 2017 (FY16 and FY17), therefore the cost proposal is required to reflect the division of costs over these two Fiscal Years. The construction project has been partially funded for FY16, and the remainder of the project will be funded on January 15, 2017 (or when FY17 federal funds become available). The Smithsonian has identified $6,000,000.00 to fund performance of the awarded contract for the first Fiscal Year (FY). Additional funding is anticipated. The Smithsonian Institution’s obligation under this contract beyond that amount is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Smithsonian Institution for any payment may arise for performance under this contract beyond $6,000,000 unless and until funds are made available to the Contracting Officer for performance and the Contractor receives notice of availability of funds, to be confirmed in writing by the Contracting Officer. The Contractor shall not be obligated to continue performance beyond the funds allocated under this contract. Offerors are reminded that they must include in their proposal a termination cost in the event that subsequent year funds are not appropriated. Smithsonian Institution will not be liable for any costs in excess of the termination cost

(cancellation charge).

The total of FY 16 and FY 17 increments should equal the Roof Repairs and Improvements Base and

Options Cost Proposal Total (above).
