Can you confirm requirements if any for location(s) and quantities of servers to be provided?

Response 21: The requirement is to have the server located at the Herndon facility.

Question 22:

Description

1.04 Page 111211 - 10 - The system shall provide inventory management of all products. Please explain or clarify.

Response 22: This is an electronic management system to actively manage the inventory status of all spare parts and consumables.

Question 23:

Description

1.04 Page 111211 - 10 - The new PARCS shall coordinate with the security system installed at the SE and in some cases, shall open and close additional security gates, based upon a patron's credentials, in addition to the PARCS gates. Are you looking for the PARCS and Security System to talk to one another (integrate). If so we would need to know their operating platform. If they want their credentials to work in the parking system we would need to know their bit count/structure (programming of these cards would need to be done through the PARCS System). If other option, please clarify.

Response 23: We need the ability to remotely raise and lower the gates.

There is no integration required.

Question 24:

Description

1.04 Page 111211 - 10 - Provide SRED compliant pin pads. What is the purpose/required functionality of the pin pads? If for EVM/Chip and Pin; EVM certification which is an expected requirement in 2015, but is not fully defined yet. EVM defines how IC Cards (Integrated Circuit Cards) or Chip and Pin credit card systems will work. While PARCS has suitable capacity to adopt the EMV solutions and experience installing these internationally, the "EMV requirements are not fully defined" for the US and as in other countries, there is no guarantee that Banking institutions are or will be ready to meet the requirement or that unattended card transaction systems involved in parking that are installed prior to 2015 will need to meet the certification in the near term. Please confirm if pricing is required now or if we must guarantee ability to be able to accept once defined.

Response 24: This is a requirement as directed by the Smithsonian and their clearinghouse.

Question 25:

Warranty

1.11 Page 111211 -21 - For the 1 year warranty what is the required response time and is this 7 days per week? Interpreting the service hours it looks like the standard warranty is 7 days a week 8 AM - 6 PM and irregular business hours and holidays are exempt. Please confirm.

Response 25: The warranty period is to be consistent with the normal business operating hours.

Question 26:

Application Software

Page 111211 -37 - Emergency exit button in the SE Control Room. Are you looking for a stand-alone button or through the software to accomplish this?

Would this raise all gates at the facility or just the exit gates?

Response 26: This may be an external button that controls all gates.

Question 27:

Communications

2.03 Page 11211 - 44 - States contractor shall install a 24 pair, single mode fiber for this project. Does the lane equipment need to be installed with fiber or can we use Ethernet cable for the local communication runs back to a switch and convert back to fiber?.

Response 27: Ethernet cable from the switch to the equipment is acceptable.

Question 28:

Equipment and Subsystems

2.04 Page 111211-49 - Network switches should be Cisco to maintain network consistency. Will owner provide all network switches or should PARCS provider. If PARCS Provider do you have a specified switch/model number that is required on site?

Response 28: PARCS provider must provide these switches. See the attached IT standards.

Question 29:

Equipment and

2.04 Page 111211-49 - Network switches shall be supported by APC SNMP compatible UPS units. Will owner provide UPS units or should PARCS provider. If PARCS Provider do you have a specified UPS/model number that

Subsystems is required on site?

Response 29: PARCS vendor to provide these switches. See the attached IT standards.

Question 30:

Credit Card Processing Subsystem

Page 111211 - 52 - Due to the strict PCI PA-DSS compliance requirements it is not typical to accept credit cards in an offline mode anymore as this requires the hardware to store credit card information until the system comes back online.

Can you clarify on the requirements?

Response 30: Agreed, please respond with how the vendor can handle such transactions.

Question 31:

Projected Field Equipment

Page 111211 - 54 - States lanes 1 and 2 to have two entry stations (1 on island surface and 1 raised 36"). Drawings only show 2 entry stations in lane 1. Can you confirm?

Response 31: Both lanes should be consistent with two devices per lane.

Question 32:

Projected Field Equipment

111211 - 57 - Express Exit Columns/Transaction Panels. Do the transaction panels need to be recessed into the cashier booth or can we supply an express exit column similar to the unmanned exit lanes?

Response 32 Yes, the transaction panel should be recessed into the booth wall.

Question 33:

O. Barrier Gates

Page 111211 - 60 - States 11 barrier gates. We can only see 9, can you confirm the quantity?

Response 33: Refer to the table on page 59 for quantity.

Question 34:

Q.

Uninterruptible Power Supplies

Page 111211 - 62. States a UPS is required for each lane that lasts a minimum of 60 minutes? Does SE have a specific model they require? Can the unit be externally mounted to the equipment or must it be out of site of the public?

Gates can be set to auto raise upon power outage if required as an alternative.

Response 34: Please refer to the IT standards attachment.

Question 35:

R. Proximity Card Access System

Page 11211 - 63. States OPS utilizes proximity card system. Specification seems to read the PARCS shall integrate the existing card reader. This would mean that the security software would control the gate and the PARCS system would not provide data when a card was presented, but just vend the gate. All programming and reporting would be through the current security system. Is this correct? It might be worth discussing writing an interface between the 2 softwares that would allow the PARCS to accommodate all reporting capabilities.

Response 35: No integration is required

Question 36:

T. Intercom System

Page 111211 - 64 For the VoIP intercoms each entry station and exit station needs a unit. Speaks of 2 host intercom stations (Parking Administration Building and other location to be determined by SE). Is this correct? Will the 2 master stations be on the same network or have access to the same network as the PARCS?

Response 36: Yes, there needs to be 2 intercom master stations installed.

Question 37:

T. Intercom System

111211 - 64 - Please confirm that you are looking for a telephone roll-over if no one answers the master stations. For this SE will need to supply an IP Based telephone line.

Response 37: That is correct.

Question 38:

U. Automatic Pay Stations

111211 -64 - Speaks of 3 Pay on Foot Stations in lobby by the exit doors. What is the network connection requirement from the Pay on Foot Stations to the PARCS Network? Is there a drawing showing location of the POF Units?

Response 38: If there is no available network drop near the stations, then CAT6 cables need to be run to the nearest network closet.

Standard RJ45 connectors. Drawing C119 provides the recommended locations for 3 POF units.

Question 39:

Pay Stations

Page 111211 -64 - Under APS requirements it states that units should be intercom equipped. The equipment list on page 111211 - 89 does not show intercoms on the APS columns. Please confirm for total quantity purposes.

Response 39: The APS does required intercom installed.

Question 40:

Pay Stations

Page 111211 -64 - States credit card APS Features, but (5) says cancel button allows a patron to cancel and any cash inserted shall be returned to the patron upon execution. Do the 3 APS units need to be configured for credit card only or should they be cash, coin and credit card? There can be a mixture depending on owner’s request.

Response 40: The APS are credit card only devices.

Question 41:

Validations

What methodology for validations is requested/required. Specification does not clearly state minimum requirements. It speaks of chaser tickets and re-encoded tickets only. Is client looking for re-encoding stations, if so how many? Web based validations, chaser tickets, etc? Want to make sure we include all necessary requirements.

Response 41: There is currently no requirement for a re-encoding station other than at the APS devices.

Question 42:

Bollards

a) Do the bollards need to be embedded in the islands or is surface mount okay?

b) Do they need to be concrete filled?

c) Do you want plastic covers or is the standard steel okay?

d) Is there a required dimension (height/width that is required)?

Response 42: a) The bollards should be embedded in the concrete islands.

b) The bollards should be filled with concrete

c) We recommend using standard steel bollards.

d) We suggest following cashier station manufacturer recommendations for the protective bollards. The minimum depth buried should be 3’ and the bollards should be >= 4” wide.

Pre-Bid RFI #2 from HSU Builders

Question 43:

Ticket Dispenser

Why are there two ticket dispensers also known as Entry Columns in Lane 1 and lane 2? Is this accurate? Or should it be one ticket dispenser, one exit verifier and one reader? Please advise.

Response 43: One is a regular ticket dispenser and the second is raised so that drivers of large vehicles do not need to exit their vehicle to obtain a ticket.

Question 44:

Card Reader, Ref 111211 - Equipment

All the descriptions throughout the specifications leads to determination that the card reader is needed, however, on page 54 Table 1 it does not show any card readers at all. Please advise.

Response 44: Card readers are to be provided by SI that will open the gates when an employee badge is presented.

Question 45:

Intercoms, Ref. 111211 - Equipment

What does (50-Entry and 50-Exit) on page 54- Table 1 mean? It shows that intercoms are needed for (50-Entry and 50-Exit). What will the intercoms be used for? Are these lanes with any gates and readers?

Response 45: These are employee entry and exit lanes that will have proximity card readers provided by SI, but will need intercoms to be installed.

Question 46:

Chip and Pin Device

Why are the specifications asking for chip and pin in the entry lanes. It is only required on revenue devices.

Response 46: Not necessarily. The standards are still under determination.

Question 47:

Gates; Ref 111211 - Equipment

Please clarify how many gates are needed.

• Table 1 on page 54 does not show any gates.

• On page 20 there are gates but it only adds up to 9 gates.

• On page 60 of the specification it calls out for 11 gates.

Response 47: There should be 9 gates.

Question 48:

Lane Status Signs – Ref.

111211 - Equipment

Please clarify how many lane status signs are needed.

• Table 1 on page 54 calls out for 9 lane status signs.

• On page 61 it calls out for 11 lane status signs.

Response 48: There should be 9 lane status signs

RFP for PARCS Improvement Questions from Meltech

Question 1: In box 10 on page 1 of 76, six documents are listed for this solicitation, but only four are provided. Please provide the two missing documents:

• SI Special Conditions for Architect/Engineer Services…

• Geotechnical Report dated June 25th, 2014

Response 1: See attached docs.

Question 2: Section L.13.5.2 on page 67 of 76 states that proposals should be “Tape bound only”. We ask that 3-Ring Binders be considered as an alternative since this facilitates in-house production of the proposal.

Response 2: Three ring binders are acceptable.

Question 3: Section L.14.1.h on page 68 of 76 addresses the “Implementation Plan of method of protection of adjacent areas from accidental damage…”, asks for a description in detail of “…the particular procedures, site strategy, and work methodology planned for this project…”, then mentions “Quality Control” and “As-Built Drawings”. These three elements appear to be unrelated:

• Are the “…particular procedures, site strategy, and work methodology…” related to the implementation Plan alone?

• Is “Quality Control” related to the implementation Plan alone?

• Is “As-Built Drawings” related to the implementation Plan alone, and if so in what manner?

We request clarification of the part of the RFP.

Response 3: We expect that your implementation plan will include an adequate level of detail for us to determine its likelihood of success. The elements listed in this section should be included as reasonably necessary.

Question 4: The RFP mentions the term “statement of work” four times, but no specifically titled “statement of work” is provided.

• Are the specifications to be considered the “statement of work”?

• If not, please provide a “statement of work”.

Response 4: The specifications are the statement of work.

Question 5: At the end of Section L.14.2 (page 70 of 76) it is stated:

“Offeror’s Proposal must commit that the Contractor and all subcontractors maintain, and provide a copy of, a valid Class A Contractor License in the State of Virginia. Contractor and subcontractors must have demonstrable experience in designing and delivering projects similar in scope and size.

proposal, the Offeror will be given an opportunity to respond.”

The final sentence here is incomplete and we are unable to interpret its meaning in the context of the RFP. Please explain the meaning of the final partial sentence “…proposal, the Offeror will be given an opportunity to respond

Response 5: Strike the last phrase, “proposal, the Offeror will be given an opportunity to respond.” This is a typographical error.

Question 6: Section L.14.2.a.6 (page 70 of 76) requires that the Security Systems Designer be “Software House Certified”; please confirm that “Software House Certified” used here refers to the Dealer Certification Program from Tyco security products..

Response 6: Confirmed.

Question 7: Section L.14.2.c (page 70 of 76) asks offerors to “…provide the name of subcontractors for each element of work listed below…”; please identify which elements are being referred to here since there are none below.

Response 7: Please provide the name of all subcontractors listed in the organization chart requested in 14.2 a.

Question 8: Section L.14.2.c (page 70 of 76) asks that in the Work Plan, for “…For each subcontractor listed below, list three references…”:

• Please confirm that this actually refers to the subcontractors listed above (i.e. in the part of L.14.2 above section c);

• The request for three references is repeated subsequently in section l.14.4; please confirm that this information is only needed in one location and identify that location.

Response 8: Subcontractors must provide three references in 14.2; the prime must also provide three references in 14.4.

Question 9: Section L.14.3 (page 71 of 76) is titled “Past Performance” but asks for “…a narrative of your proposed approach to schedule management…” and then lists 8 required items, none of which refer to past performance; please clarify what is required in this Past Performance section.

Response 9: The past performance narrative in Section 14.3 should speak to your past performance in completing projects on time and within budget.

Question 10: Section L.14.4 (page 71 of 76) asks for “…three references/former clients for the prime contractor and all subcontractors…” and directs that the attached Past Performance and Experience Sheet be used. The MS Excel Past Performance and Experience Sheet provided with the solicitation documents asks for only two references each from the Design-Build General Contractor, the Design Team and the PARCS Equipment Vendor (on the “Project Matrix” worksheet). Please clarify how many references are required and from whom.

Response 10: Please see Response 9.

Question 11: The MS Excel Past Performance and Experience Sheet provided with the solicitation documents asks for detailed information on two projects from the “Design/Build Team” (Project #1 and Project #2 worksheets); please clarify what is meant in this context by “the Design/Build Team” (i.e. does it mean the Design-Build General Contractor and the Design Team, or the Design-Build General Contractor, the Design Team and the PARCS Equipment Vendor, or the Design-Build General Contractor, the Design Team, the PARCS Equipment Vendor and all other subcontractors, or some other combination).Add the development layout to the soils map on Sheet 5. [FSM 6.120.B.1and 8.107.A.27]
