RESPONSES TO PROSPECTIVE VENDORS‟ QUESTIONS
Cooper Hewitt National Design Museum – Carnegie mansion Renovation
Solicitation No. F10SOL10032
1. Drawing S-104 appears to be missing from the drawing set. It is indicated on the
Title Sheet (G-001), but S-104a appears in duplicate rather than S-104. Kindly provide.
ANSWER: SEE ATTACHED
2. Specification section 096724 – 1.2.A, calls for “…the installation of resinous flooring at concrete slab and curbs under mechanical equipment in Attic and at any other locations shown…” The finish schedule (A-621) does not refer to resinous flooring. And drawing A-117 shows this at Room 503. Please clarify the locations of the resinous flooring.
ANSWER: The resinous flooring is only required under unit AC-4M which is in the Attic. The Attic and Room 503 are the same space.
3. Specification sections 028200 – 1.2.A and 028300 – 1.2.1.2.2 refer to a “Hazardous
Materials Report (Limited Hazardous Materials Evaluation – Asbestos and Lead
Paint by Jenkins Environmental, May 2008) submitted under separate cover.”
Kindly provide this report. Additionally, sections 028200 – 1.2.D and 028300 –
1.2.1.2.2 refer to the contractor making a site visit to make its own determination about quantity values. Will the site be available during the bidding period for this to be accomplished or shall the bid proposals be based upon the quantities given in the documents?
ANSWER: The report will not be provided at this stage. Site visits have been scheduled. If a vendor was unable to attend a site visit, a request can be made for additional visits; however, given scheduling all requests may not be honored.
4. We respectfully request an extension to the RFI deadline of July 1, 2011; noted at the pre-bid walk-thru on June 20, 2011 to allow all bidders ample time to thoroughly review the bid documents.
ANSWER: The deadline will not be extended. Vendors may submit questions after July 1, 2011; however, questions submitted after July 1, 2011 may not produce an answer.
5. Specification section 010000 – 3.1.3. refers to reimbursing the Smithsonian
Institution in the event security and inspection services are required to be completed outside the specified working hours, in certain instances. Please provide the rates at which the GC will be charged for these services in the event they are required.
ANSWER: $31.00 per Hour.
6. We request an additional site walk-through, preferably July 12 th or 13 th
ANSWER: An additional site walk-through was provided on July 1, 2011.
Another site walk-through is not planned.
7. Please provide contact information for the security vendor.
ANSWER: There is no security vendor. The security system is maintained by
Smithsonian Staff. Refer to Division 28 for all security requirements.
8. Kindly clarify the tax status for this project. Is it tax exempt? Fully taxable?
ANSWER: This project may be exempt from sales and use tax; however the successful vendor shall bear all responsibility in obtaining the necessary waivers from the appropriate taxing authority. Smithsonian makes no statement or guarantee that tax exempt status will be obtained.
9. Page 88 of the RFP (L.16.3) indicates the submission of a detailed Schedule of
Values. Is this requirement in addition of the breakdown proposed in Exhibit „J‟ or does Exhibit „J‟ satisfy section L.16.3?
ANSWER: Exhibit J.3 as amended satisfies the request in section 16.3 for a detailed breakdown of pricing.
10. Please provide information regarding dimensions per the attached detail G-007E
ANSWER: Temporary protection needs to be developed by Contractor. Detail is for indicating a feasible solution, plywood thickness is indicated, spacing of posts needs to be developed in response to field conditions and the General Contractor‟s means and methods.
11. Specification section 283111 – 1.7.K, L, M. states that the fire alarm system is to be installed by electricians, in the direct employ of the building Fire Alarm System vendor who is the sole allowable provider. Does this mean that the fire alarm is not part of the GC contract? Is this also the case with the security system since the system has to be connected to the Miller-Fox building? If these are part of the GC contract, please provide contact information for each vendor.
ANSWER:
Both the Fire Alarm and Security System are part of the GC Contract. See appropriate spec sections.
12. Reference Drawing A.6.31: The schedule calls for inserting ¼” diameter SS Pins into all Window Sashes. I am unable to locate a detail for this work, or an elevation that would show how many pins per window and/or sash. Please advise.
The requirements are described in Note 5 on Drawing A631. It appears that this note may not have printed correctly on the final printing. It should read:
“(5) Pin Window - Insert a 1/4" diameter stainless steel pin through each sash.
Countersink pin and cover with a hardwood dowel sanded flat and painted. Locate pin to avoid damaging existing weatherstripping. Where window hinges for the secured window are on the exterior of the building, hinge pins shall either be fixed with a set screw inaccessible when the window is closed or welded in place.
Submit pinning method for each type of window and locations to COTR for approval. Provide mockup of each window type (Hung, Casement, Hopper, Etc) for approval.”
13. On Drawing G0.07a: Ceiling protection wants us to follow detail 5/G007e that is a protection on stair tread. What is the ceiling protect detail? Is the Ceiling protection going to protect the whole area of ceiling or just to protect a plaster band on the ceiling along perimeter in rooms?
Ceiling protection is for rooms with plaster ceilings. Follow detail 4/G0.07E for protection and shoring, and not detail 5.
14. On Drawing G0.07a: In Room Protection Schedule, protections on windows, and fireplaces are going to follow detail 1/G0.07e that is a protection for wall. Does that mean we don't need to follow protection details on the Drawings of G0.07e for windows, fireplace?
Yes, this detail can be used if the windows and fireplaces are behind the general wall protection.
15. On Drawing G0.07a: In Room Protection Schedule, floor protection follows
1/G0.07e that is not a floor protection. May I follow detail 2/G0.07e?
Yes, please use 2/G0.07E.
16. On Drawing G0.07a: In Room Protection Schedule for Room 110, detail 3/HP0.01d for floor protection that cannot be found.
Floor protection detail for room 110 should be 2/G0.07E.
17. On Drawing G0.07a: In door treatment notes (A) & (B), there are no drawings of
A4.30, A4.40 and A4.50 to be found.
The note says to look at the A4.30, A4.40, and A4.50 series drawings, not these individual drawings.
18. On Drawing G0.07a, G0.07b, there are a lot of protection markers missing on the floor plan but the protections asked in the Room Protection Schedule. Should we follow the Schedule or floor plans?
Follow the schedule and the notes/symbols on the floor plan. Specific discrepancies should be brought to our attention for resolution.
19. There are some confliction between Historic Fabric Protection G-drawings and demolition AD-drawing. For example, in G-drawings, some molding, base need to be salvaged but the AD-drawings want to demolish them, should we follow G-drawings or AD-drawings?
We need more specifics on what rooms/locations in order to answer this question.
20. G0.07c, In the Room Protection Schedule, Room 310 is a corridor, but this Room
310 on floor plan is storage so that all salvage works for Room 310 on Schedule cannot be found from floor plan.
The salvage items from this room (cabinetry and door/hardware/casing) are to be removed and turned over to the owner who will remove off site. These are not to be incorporated into the new work.
21. Elevation 10/A4.01: tackable wall surface is new or existing? There is no
Specification for it?
New.
22. Elevations are missing for restoration in room 106 (A-4-36.xx). Please confirm if there is any restoration work required in this room.
Elevations are on drawing A4.36.2.
23. Drawing 1/A-4-44.2 shows the stairs to be re-finished. Please confirm if the re-finishing pertains to the entire staircase, or only what is shown.
Entire staircase to be refinished. See also spec. section 096400.
24. Please confirm if flooring is getting replaced in rooms 206, CR211 and 201A.
There are no notes shown.
Yes. See finish schedule on A6.21.
25. Detail 6/A-4-51.2 shows the cleaning of walls, ceilings and metal plaque. Please confirm specification section to follow for this work.
Walls and ceiling covering: spec 097270;
Metal Plaque: spec 057110
26. Since there are no additional site visits scheduled, can we receive a copy of the original as builts for the plumbing work. This is required to establish the quantity and locations of the leader and vent stacks for the work on the 3rd floor (drawing
M:(5).
They are not available.
27. As Indicated on drawings P4·05, the making of a smaller vent header is not acceptable by the NYC plumbing code (see attached).
This has been re-confirmed. Detail meets NYC plumbing code.
