J1 F.E. Warren AFB Electric Distribution System

J1.1 F.E. Warren AFB Overview

F.E. Warren AFB is located on the western edge of the City of Cheyenne, in southeastern Laramie County, Wyoming. The Base contributes significantly to the local and regional economy. F.E. Warren is not only one of the largest single employers within the Cheyenne area, but also one of the major employers in Wyoming. In FY 2000 the Base infused over $242 million into the local economies.

The 90th Space Wing is the host unit at F.E. Warren AFB and provides Base and logistic support to approximately 200 missile sites and 20 missile alert facilities at various locations in the states of Wyoming, Colorado, and Nebraska. The 37th Helicopter Flight, with approximately six UH-1N helicopters, is the only flying activity on the Base. Major tenants at F.E. Warren AFB include:

153h Command and Control Squadron, 790th Security Forces Squadron, 37th Helicopter Flight, Naval Reserve Defense Investigative Service, Air Force Office of Special Investigations, Civil Air Patrol, Defense Logistics Agency, B Flight of the 367th Air Force Reserve Officer Training Corps.

F. E. Warren AFB occupies approximately 5,866 acres and contains approximately 800 buildings with a total of 4.41 million square feet. Facilities at the Base include 13 helipads, associated ramp areas, industrial facilities, administrative offices, community facilities, hospital and other medical facilities, dormitories and housing areas, recreational facilities and open space, and undeveloped land. Major base facilities include:

29 Administrative facilities.

12 Mission facilities.

4 Medical facilities.

831 Military Family Housing units.

14 Dormitory buildings containing 780 units.

8 Visitor Quarters containing 63 units.

3 Temporary Lodging facilities containing 38 units.

15 Outdoor Recreation facilities.

33 Community facilities.

The Base has a total resident and non-resident population of approximately 6,573. This includes:

3,628 Active Duty Military.

705 Appropriated and Non-Appropriated Fund Civilians.

1,215 Dependents living on base.

1,025 Dependents living off base.

The 2000 Update to the General Plan for F. E. Warren AFB indicates that no major mission changes or population fluctuations are anticipated in the foreseeable future. Future development at the Base is aimed at modernizing facilities through the selective renovation of existing structures, demolition and redevelopment of existing sites, and consolidation of like functions, where possible. As redevelopment occurs, older buildings will be replaced with modern facilities designed to more efficiently utilize utility systems.

J1.2 Electric Distribution System Description

J1.2.1 Electric Distribution System Fixed Equipment Inventory The F.E. Warren AFB electric distribution system consists of all appurtenances physically connected to the distribution system from the point in which the distribution system enters the Installation and Government ownership currently starts to the point of demarcation, defined by the Right of Way. The system may include, but is not limited to, transformers, circuits, protective devices, utility poles, ductbanks, switches, street lighting fixtures, parking lot lighting fixtures, and other ancillary fixed equipment. The actual inventory of items sold will be in the bill of sale at the time the system is transferred. The following description and inventory is included to provide the Contractor with a general understanding of the size and configuration of the distribution system. The Government makes no representation that the inventory is accurate. The Contractor shall base its proposal on site inspections, information in the technical library, other pertinent information, and to a lesser degree the following description and inventory. Under no circumstances shall the Contractor be entitled to any service charge adjustments based on the accuracy of the following description and inventory.

Specifically excluded from the electric distribution system privatization are:

115 kV ring bus, including the 115 kV SF6 circuit breakers, control building, substation yard, and fence Helipad lighting All electrical distribution circuits and electrical components within the Weapons Storage Area (WSA) All electrical distribution circuits and electrical components within the 153 CACS fenced compound Existing Cheyenne Light and Power-owned circuits and components serving the Firing Range, Stable Facilities, back gate, and antenna facility.

Transformer housed in bldg 310 that feeds the base command post.

J1.2.1.1 Description F. E. Warren AFB receives approximately 35 percent of its electrical supply from Western Area Power Administration (WAPA) and approximately 65 percent from Rocky Mountain Generation Company (RMGC). In addition, Cheyenne Light, Fuel and Power (CLF&P) supplies a small amount of power to a few remote facilities such as the back gate, stables, and antenna facility.

Both WAPA and RMGC supply power to the Base through a WAPA-owned 115-kilovolt (kV) transmission line into the Base-owned substation. The substation, operated by WAPA, contains a 115 kV ring bus with SF6 circuit breakers. The 115 kV ring bus feeds two 115 - 13.8 kV transformers that power F.E Warren AFB. The 115 – 13.8 kV transformers that power F.E Warren AFB. The 115 – 13.8 kV transformers feed 13.8 kV metalclad switchgear. The metalclad switchgear includes two main circuit breakers, a tie circuit breaker, and two feeder circuit breakers to the base distribution system.

The electrical distribution system consists of three-phase, three-wire line rated at 15 kV. The distribution system includes both overhead and underground distribution circuits. The system also includes three-phase transformers ranging from 45 to 1,500 kilovolt amperes (kVA), single-phase transformers ranging from 10 to 100 kVA, utility poles, switches (2-, 3-, and 4-way), utility vaults, and streetlight fixtures. Approximately 10 percent of the electrical distribution system is located in the Military Family Housing areas.

In the event of a problem with one of the substation transformers, the entire Base distribution system can be fed by the remaining transformer. WAPA would accomplish this by closing the manual tie breaker between the two sections of 13.8 kV bus in the substation switchgear.

The two feeders from the substation supply Switch Station 1400, which has main-tie-main switches and five fused switches. The five switches supply distribution circuits of which two are express feeders to Switch Station 295. Switch Station 295 has main-tie-main switches and five fused switches. Four switches supply distribution circuits, one switch is a spare. The positioning of switches throughout the distribution system in most cases provides backup from one circuit to another. Mission-critical facilities, such as the Weapons Storage Area (WSA), have diesel generators for backup power to critical loads in addition to feeds from other circuits.

J1.2.1.2 Inventory Table 1 provides a general listing of the major electric distribution system fixed assets for the F.E. Warren AFB electric distribution system included in the sale.
