B.2. General Description of the Areal Extent of the Utility System:
F. E. Warren AFB receives approximately 30 percent of its electrical supply from Western Area Power Administration (WAPA) and approximately 70 percent from Rocky Mountain Generation Company (RMGC). In addition, Cheyenne Light, Fuel and Power (CLF&P) supplies a small amount of power to a few remote facilities such as the back gate, stables, and antenna facility. These remote facilities have separate meters and are not included in the privatization project.
Both WAPA and RMGC supply power to the Base through a WAPA-owned 115-kilovolt (kV) transmission line into the Base-owned substation. The substation that is operated by WAPA contains a 115 kV ring bus with SF6 circuit breakers, transformers, and switchgear. The 115 kV ring bus feeds two 115 - 13.8 kV transformers. The electrical distribution system consists of three-phase, three-wire line rated at 15 kV. The distribution system includes both overhead and underground distribution circuits. The system also includes three-phase transformers ranging from 45 to 1,500 kilovolt amperes (kVA), single-phase transformers ranging from 10 to 100 kVA, utility poles, switches (2-, 3-, and 4-way), utility vaults, and streetlight fixtures.
In the event of a problem with one of the substation transformers, the entire Base distribution system can be fed by the remaining transformer. WAPA would accomplish this by closing a manual tiebreaker between the two sections of 13.8 kV bus in the substation switchgear.
Two feeders from the substation supply Switch Station 1400, which has six vacuum interrupter switches with reclosers. Four reclosers supply distribution circuits of which two are express feeders to Switch Station 295. Switch Station 295 has four vacuum interrupter switches with reclosers that supply distribution circuits. The positioning of switches throughout the distribution system in most cases provides backup from one circuit to another. Mission-critical facilities such as the Weapons Storage Area (WSA) have diesel generators for backup power in addition to feeds from other circuits.
Beginning points of demarcation (POD) are the first connection downstream of the utility owned meter. Ending PODs are points where the primary line enters a building or connects to a secondary line. This is usually at a transformer. The above information was extracted from the Section J to the Request for Proposal.
The intent of this areal description is to give a general flow pattern of the primary electric distribution system. Every line on every street may not be mentioned. This description is based on drawings provided by the base civil engineer office. Title of the drawing set is “Department of the Air Force, Air Force Space Command, Base Comprehensive Plan, FE Warren AFB WY Electric Distribution System. The areal description is intended to stand-alone but due to the multiple references to substations, poles, manholes, streets and buildings access to the drawings or the AutoCAD file will facilitate in following the general distribution pattern.
The WAPA meter is located at the southwest corner of the base, facility 900. A pair of underground lines goes northeast from the WAPA meter to the intersection of Artillery Road and Cheyenne Road. A direct bury line passes SE-NW from the area of Mule Deer Road to Patrol Road. The feeder circuits continue northeast along Artillery Road across Commissary Road. South of Missile Drive the feeder circuits become overhead lines and continue northeast in parallel. The line to the west is designated as the “A” circuit and the line to the east is designated as the “B” circuit. At pole B14 north of Fuel Road a line branches east off the “B” circuit to building 660. At poles A13 and B15 the lines merge to one. Switchgear at facility 295 on 10th Cavalry Avenue distributes primary power to circuits going east and west on 10th Cavalry Avenue. The “A” and “B” circuits continue north across Randall Avenue. From switch gear at building 1083 “B” circuit lines go underground north and east along the rear of buildings on Fort Warren Avenue. The lines follow the street along the 18th tee and end at building 465 on North Fort Steele Way.
From switchgear at building 1083 the “J” circuit goes north as an overhead line. It turns northwest at pole J10 and crosses Golf Course Road past the cemetery to Rogers Drive and Piute Drive. At pole J21 the line branches west along the south side of Piute Drive. At pole J21G a pair of lines branch south to supply power to building 160. At pole J21H the overhead line becomes a pair of underground lines southwest and south to Garrison Loop. From pad mounted switch (PMS) 2 at building 152 lines go southwest to building 37, west then south to SC 5 and east to building 34 and continuing southwest across Rogers Drive to the switch gear at building 1083 on Fort Warren Drive completing a loop south of Piute Drive.
From the switchgear at building 1083 a pair of underground lines goes northwest and west along the rear of buildings on St. Miheil Parade and Headquarters Drive. A line branches north on Staff Circle to building 1047. The east west line south of Staff Circle has a branch north on the west side of Staff Circle. The line continues west along the rear of buildings on the north side of Fort Warren Avenue. The line follows the route of Fort Warren Avenue going south across Randall Avenue to the FAM Camp. A line branches east to buildings in the 200 area south of Fort Warren Avenue. There are branches north and south off 5th Cavalry Avenue and 10th Cavalry Avenue. The line extends east across Old Glory Road supplying power to buildings on Camp Carlin Drive. At the intersection with Missile Drive the power line is designated as the “E” circuit. This line goes east and west. The east extent is to the South Gate. The west extent is to Pronghorn Road and west of Artillery Road where the line goes southwest to Commissary Road. The line on Commissary Road reaches southeast to the housing area of Peacekeeper Road, Minuteman Drive and Atlas Loop. The overhead line on Commissary Road continues south and turns southwest at pole C22. The line goes to the 900 area of Booker and Mule Deer Roads.
This line crosses Piute Drive going north. From PMG4 lines go north and east. Transformers located near housing buildings supply power to multiple buildings in the 1600 area of Choctaw Drive. Lines from PMG4 go north to buildings on Chikasaw Drive. These lines extend west across Bannock Road to housing buildings in the 2000 area of Freedom Drive and Kettle Hill Court.
An overhead line west of the 2000 area goes northwest to pole G18 where it becomes an underground line across Central Avenue and northwest to buildings east of Round Top Road. Overhead lines north of Wapiti Road go northwest from pole G68 to Stage Loop Road and northeast from pole G73 to Samson Road with a branch east to the 2200 area. A line from pole G69 on Wapiti Road goes north to pole G69E and west to pole G69J.
