About this file
Summary: Express Pest Solutions, Inc. – Pest Control Services Agreement
This file contains a comprehensive pest control services agreement between the City of Pembroke Pines, Florida (a municipal government located in Broward County), and Express Pest Solutions, Inc., a for-profit corporation based in Weston, Florida. The contract authorizes the provision of integrated pest management services at eight municipal Public Services and Utilities facilities totaling approximately 67,271 square feet, including the Public Services Building, water treatment plants, public works buildings, and maintenance facilities. Services encompass monthly preventive treatments (cobweb removal, liquid residual insecticide application, granular treatments, and rodent station maintenance) and responsive corrective services (interior liquid treatments, gel baits, dust formulations, and crack-and-crevice treatments) in compliance with EPA, Florida FDACS, and local regulatory requirements. The original agreement was executed on June 24, 2021, for an initial one-year period commencing July 25, 2021, and was authorized for renewal for four additional one-year terms. Three amendments have been executed, with the most recent Third Amendment dated May 24, 2024, extending the contract term through July 24, 2025, and increasing the total annual compensation to $13,859.20 (including a $1,000 contingency), payable monthly for services performed and properly invoiced.
The compensation structure provides monthly fees for each facility location ranging from $29.70 to $302.50, with additional charges for as-needed services including rodent bait stations ($50 per box), interior rodent control ($350 for up to five rodents), bee removal ($160 for first-floor exterior work), and wildlife trapping ($75 per cage/animal removal). The contractor must maintain comprehensive general liability insurance ($1,000,000 per occurrence, $2,000,000 general aggregate), workers' compensation insurance, commercial auto liability insurance ($25,000/$50,000/$25,000 combined single limits), pollution liability insurance ($1,000,000), and other coverage types with the City named as additional insured. No performance or payment bonds are required. The contract is subject to termination for convenience with 30 days' written notice and is contingent upon annual appropriation by the City Commission. The contractor must comply with Florida's E-Verify employment eligibility requirements, maintain professional pest control licenses, and provide services in a professional manner under supervision of a competent field supervisor. Henry Hoffman serves as the President/Owner and signatory for Express Pest Solutions, Inc.
