File Summary
This is an Addendum #1 Revision to a Quick Quote solicitation document issued by the City of Pembroke Pines Procurement Department for comprehensive pest management services at eight municipal Public Services and Utilities facilities totaling approximately 67,271 square feet. The City seeks qualified pest control firms to provide monthly preventive pest management services including exterior treatments (cobweb removal, liquid residual insecticide application, granular treatments, and rodent station maintenance) and interior treatments (liquid residuals, gel baits, dust formulations, and crack-and-crevice treatments) to maintain facilities in sanitary, pest-free conditions. Services are required at the Public Services Building (24,530 sq ft), Building #78 (4,775 sq ft), two Water Plant facilities (2,310 and 3,965 sq ft), Old Public Works Building (22,120 sq ft), Water Treatment Plant Control Building (7,176 sq ft), Headworks Building—rodent control only, and Old Control Building at Johnson Street. A mandatory pre-bid meeting and site visit is scheduled for Tuesday, April 7, 2026, at 10:00 a.m., with written questions due by April 14, 2026, at 11:00 p.m., and sealed bid submissions required by Monday, April 20, 2026, at 2:00 p.m., through the OpenGov e-procurement portal. The initial contract term is two years with two optional two-year renewal periods.
Vendors must submit pricing through the OpenGov platform with separate line items for monthly preventive pest control services at each facility and additional as-needed services including rodent bait stations, interior rodent control, bee removal, and wildlife trapping. The solicitation specifies no budget amount; pricing is competitively bid by vendors for each facility. Performance and payment bonds are not required for this services contract. Vendors must maintain comprehensive general liability insurance ($1,000,000 per occurrence, $2,000,000 general aggregate), workers' compensation insurance, auto liability insurance, umbrella/excess liability insurance ($2,000,000), and environmental/pollution liability insurance ($1,000,000 per wrongful act), with the City named as additional insured on all policies. Vendors must possess professional pest control licenses and provide a minimum of three references from the last five years demonstrating five years of similar experience. No federal funding is applicable to this project, and no set-asides for disadvantaged enterprises are specified. Contract performance is monitored through eight Key Performance Indicators including 100 percent service completion rates (95 percent minimum acceptable), 48-hour callback response times at 95 percent achievement, repeat pest incident limits, rodent station integrity, service report compliance, regulatory compliance, issue notification timelines, and vendor satisfaction scores. Vendors must register on the City's OpenGov e-procurement platform, and all services must comply with EPA, Florida Department of Agriculture and Consumer Services, and local regulatory requirements and Integrated Pest Management principles.

6 VENDOR REGISTRATION
6.1 Do you currently have a City of Pembroke Pines Vendor Number registered in the
PaymentWorks System?*
▪ The City of Pembroke Pines utilizes OpenGov as its e-Procurement platform for solicitation and bid submission purposes. However, please be advised that vendor registration for onboarding and processing payments is handled separately through the City's Accounts Payable Division using PaymentWorks, a secure online vendor management platform.
▪ All vendors that will be submitting invoices and requiring payments from the City are required to register on the PaymentWorks platform. If the vendor is not currently registered with the City via PaymentWorks and does not have a Vendor Number, the
City will have to invite the vendor to register.
▪ For formal solicitations such as this project, the Procurement Department will send
PaymentWorks registration invitations to vendor(s) who are under active
