About this file

Summary: Express Pest Solutions Inc. Pest Control Services Agreement with City of Pembroke Pines

This file documents a comprehensive contractual services agreement between Express Pest Solutions, Inc. and the City of Pembroke Pines, Florida, for pest control services at municipal Public Services and Utilities facilities. The original agreement, dated June 24, 2021, establishes monthly pest management services across eight facilities totaling approximately 67,271 square feet, including the Public Services Building, water treatment plants, and public works buildings. Services include monthly preventive treatments (cobweb removal, liquid residual applications, granular treatments, rodent station maintenance) and responsive corrective services for additional pest control needs. The contract commenced July 25, 2021, with an initial one-year term and authorization for four additional one-year renewal periods through written amendments. Three amendments are included in this file: the First Amendment (April 28, 2022) increased compensation from $11,872.00 to $12,292.00 and expanded the scope to include the Headworks Building; the Second Amendment (April 26, 2023) increased compensation to $13,421.20; and the Third Amendment (May 24, 2024) increased compensation to $13,859.20, with the current term extending through July 24, 2025.

The compensation structure provides monthly payments for actual services performed, with the Third Amendment establishing a total annual cost of $13,859.20 including a $1,000.00 contingency allowance. Insurance requirements mandate comprehensive general liability coverage ($1,000,000 per occurrence, $2,000,000 general aggregate), workers' compensation insurance, auto liability coverage ($25,000/$50,000), environmental/pollution liability insurance ($1,000,000), and umbrella/excess liability coverage, with the City named as additional insured on all policies. The contractor must maintain current Florida pest control licenses and comply with federal, state, and local regulations, including EPA and FDACS standards. Supporting documentation includes certificates of insurance issued by Markel Insurance Company (PCG3943-06, effective April 24, 2024, through April 24, 2025), a Certificate of Election to be Exempt from Florida Workers' Compensation Law (effective January 19, 2024, through January 18, 2026), and auto liability certificates. The agreement includes indemnification provisions, performance standards requiring service completion within agreed timeframes, and termination provisions allowing the City to cancel for cause with thirty days' notice or for convenience after breach cure periods.
