About this file

The document is a comprehensive set of exhibits (Exhibits 1-12) for a City of Orlando facility management contract for City Hall, located at 400 S. Orange Avenue in Orlando, Florida. The contract covers full-service facility operations and maintenance, including building systems management, security services, postal operations, janitorial services, pest control, and grounds maintenance. The scope encompasses a 256,000 gross square foot municipal facility with approximately 640 employees and 300 daily visitors, requiring six security guards (three armed, three unarmed), daily postal services, and comprehensive maintenance of mechanical, electrical, plumbing, and building systems. The contract term and specific start/end dates are not explicitly stated, but the documents suggest a full-service, ongoing maintenance arrangement with detailed specifications for each service component.

The contract requires the selected contractor to provide all labor, equipment, and materials necessary to maintain City Hall to Class A building standards, with specific performance metrics and quality control requirements. The contractor will be responsible for building automation systems, elevator maintenance, fire and alarm systems, security equipment management, and specialized services like pest control and postal operations. Financial terms include potential penalties for non-performance, with specific deduction percentages for inadequate service in areas like floor maintenance, restroom cleaning, and waste management. The contractor must also meet stringent employee screening requirements, including Florida Department of Law Enforcement background checks, drug testing, and maintaining specific licensing and training standards for all personnel. Environmental purchasing requirements are integrated into the contract, emphasizing biodegradability, ecosystem impact, energy efficiency, and waste prevention.

BUILDING & CAMPUS SPECIFICATIONS

City Hall is positioned on the block bordered by W. Anderson Street on the south, Boone Avenue on the West, W. South Street to the north and S. Orange Avenue on the east. Piedmont owns and manages the two buildings that flank City Hall, known and CNL I and CNL 2. Exhibit H has details on grounds maintenance.

The garage building, known as City Commons Garage is owned cooperatively by the City and Piedmont and is, for the most part, excluded from the maintenance responsibilities. The Loading Dock, which is located on the first floor of the garage in the southern third of the building, is within the scope of the Contractor’s responsibilities. The Loading Dock includes an office, break room, storage, dock high loading, dumpsters/compactors and a freight elevator. (Dock elevator is included in the Elevator Specifications in Exhibit D.)

Square footage of building: 256,000 gross square feet and 220,602 net square feet.
