The City is seeking qualified proposers to provide comprehensive facility operations and maintenance for Orlando City Hall, located at 400 S. Orange Avenue. The contract encompasses building maintenance, citywide postal operations, and security services, with the contractor responsible for establishing a work management system to oversee operations, maintenance, repair, and related services. The contractor must provide an experienced staff capable of managing a Class A building environment, with specific requirements including maintaining the facility, managing postal and security operations, and handling various maintenance tasks. The solicitation was released on September 23, 2024, with a non-mandatory pre-proposal conference scheduled for October 24, 2024, and proposals due by November 21, 2024 at 2:00 pm. The initial contract term is five years, with potential extensions up to a total of 120 months.

The RFP includes detailed evaluation criteria weighted across several categories: experience of the proposer and management team (30%), transition and operating plans (43%), minority and women-owned business enterprise participation (10%), veteran business enterprise participation (2%), and pricing proposal (15%). The total possible score is 100 points, with an advisory committee conducting the evaluation. The City will provide some resources, including office space, storage areas, and internet access for key personnel, but the contractor will be responsible for most operational costs. The living wage policy requires contractors to pay employees at least $15.00 per hour, and the contract is subject to various compliance requirements, including drug-free workplace certification, non-discrimination policies, and restrictions on contracting with scrutinized companies. The City reserves the right to terminate the contract for various reasons, including failure to maintain required insurance or performance bonds.
