Design Narrative

The Scope of work for Project No. 640-22-100 Renovate Nutrition and Food Service Kitchen includes the renovation of interior finishes of the Nutrition and Food Service Kitchen area in the basement of Building 100.

This includes the following areas EB210, Dish Wash EB-220, Cart Wash EB-222, Dish Storage EB-285 and

Freezer EB 281. See the following summary of work to each associated room provided within the VA scope of work:

Room EB-210 (~118 GSF):

This room is currently an office. The request is to convert this space to dirty cart storage.

Noted issues and minimum required work:

1. The room currently has water damage.

2. There is a drain in the wall shared with dish washroom EB-220 that is currently clogged.

3. Existing doors are not necessary for a dirty cart storage area. Replace door opening with wall.

4. Dirty carts do not need power outlets. Remove power outlets.

5. Dirty carts do not need data. Remove data outlets.

6. The floor and walls have water damage due to the heavy use of water near the dish room and cart wash areas. Water intrusion is occurring regularly in adjacent offices creating mold (EB-210).

Walls between EB-210 and cart washroom, including flooring, are not watertight.

7. The three-compartment sink originally located in EB-220 will be replaced and moved to project west wall of this room.

8. Investigate and provide recommendations to remedy the water damage.

9. The placement of the food cart wash area is directly adjacent to this room which is compromised with water intrusion due to porous finishes.

10. Investigate extent of water damage.

11. Replace flooring, walls, ceiling.

Dish Wash EB-220 (~674 GSF):

This room to remain dish washroom. No change to use/function.

Noted issues and minimum required work:

1. Replace the dish machine. The dish machine was installed in 2010.

2. The door frame is rusting. Replace door frame.

3. Doors need to remain open during operating hours and are currently propped open with trash bins. Replace doors that can remain open 180° without being propped with trash bins.

4. Handwash sink that is separate from the dishwash sink will be replaced and relocated by the corner of EB-285.

5. The existing three-compartment sink will be removed, and replacement will be relocated Dirty

Cart Storage Room EB-220A (formerly EB-210).

6. Investigate and provide recommendations to remedy the water damage.

a. The placement of the food cart wash area is directly adjacent to this room which is compromised with water intrusion due to porous finishes.

b. There is a ponding of water in this room which is a Safety hazard.

7. Investigate extent of water damage.

8. Replace flooring, walls, ceiling.

9. Temporary dish washing trailer to be provided during the construction period (6-8 months).

Cart Wash EB-222 (~128 GSF):

This room is the remaining cart washroom. No change to use/function.

Noted issues and minimum required work:

1. Replace cart wash equipment.

2. Replace eye wash station and design so hard piping is in the walls.

3. Investigate extent of water damage.

4. Replace flooring, walls, ceiling.

5. A dedicated drain will be added for the eyewash station.

Clean Dish Storage EB-285 (~191 GSF):

This room remains a clean dish storage room. No change to use/function.

Noted issues and minimum required work:

1. Investigate extent of water damage.

2. Replace flooring, walls, ceiling.

Dirty cart storage EB-210, Dishwash EB-220, Cart Wash EB-222, Dish Storage EB-285:

Noted issues and minimum required work:

1. The wall tiles are old, cracking and not easy to keep clean. Replace wall tiles with new wall tiles per recommendation by VA Interior Design and/or AE firm.

2. The white ceramic wall tiles are dated and inappropriate for the type of kitchen it serves; they are heavily scratched from carts, cracked in some places, and cannot be maintained properly. The sheetrock under the tile is also compromised in multiple places. This issue has been identified in many EOC round inspections.

3. Replace all walls damaged by water even if it expands beyond EB-285, EB-220, EB222.

4. Investigate and provide recommendations to remedy the water damage.

a. The placement of the food cart wash area is directly adjacent to this room which is compromised with water intrusion due to porous finishes.

b. There is a ponding of water in this room which is a safety hazard.

Walk in freezer EB-281 (~478 GSF)

Noted issues and minimum required work:

1. Freezer EB-281 regularly has ice buildup that staff must clean. Replace and/or repair freezer.

2. Temporary freezer trailer to be provided during construction (6-8 months). EB-281 holds food service items (bread, etc.).

3. Trailer for freezer can be by the loading dock.

4. Fix doorway of walk-in freezer so it does not continually create ice.

5. Doors do not seal completely, creating condensation.

6. Remove existing fan coils units from the freezer and store them for reinstallation upon completion of construction.

7. Replace flooring.

At Receiving Area EB-270

Add automatic door opener to double door.

Corridor from EB-270 to EB-220 (~642 GSF)

1. Replace flooring to be consistent with new flooring in the dishwash room.

2. AE to provide a recommendation for whether the walls and ceiling should be replaced.

Swing Space and Phasing Plan

This project will need outdoor space for trailers for the duration of the project during construction.

The AE must work with the VA to develop a phasing plan that utilizes temporary trailers such that the NFS Kitchen is able to maintain operations during construction. The temporary dish washing trailer must be able to provide the same throughput as the normally operating kitchen dish washing system. The temporary freezer must be the same size as the freezers that will not be able to be used during construction to prevent downtime. The station will also need a temporary refrigeration trailer and cart washing area for the duration of construction. The temporary refrigeration trailer will be required as access to one of the refrigerators in the kitchen will be impeded by the construction required in this project. A temporary cart washing area will be required because of the construction directly happening to the cart washing area. These temporary stations will help to alleviate kitchen downtime during the construction process.

Field survey was conducted by Northeast Infrastructure, LLC (NEI) in August and October of 2022, February

2023, and in May of 2023. The existing conditions were surveyed and documented to provide the design included within the 35% submission. After an additional site visit in February of 2023, input comments received from the 35% submission, and direct communication with kitchen stakeholders, the overall kitchen renovation design has been further refined for the 65% Design Development submission. After the 65% Design

Development submission the additional site visit that occurred in May of 2023 was done to ensure the details of the provided plans were accurate and that any outstanding questions about the system were answered in preparation for the 95% Construction Documents.

During the initial field investigation, the NEI and team documented existing conditions and conducted initial evaluations of the associated areas of work and reviewed the scope of work with the VA team. The later site visit by the NEI team and directly working with the kitchen stakeholders helped to further clarify the needs of the VA. Additional survey of existing systems shall be conducted during the progression of design development if necessary.

Below you will find a summary of the work included in the proposed design.

Architectural

The Architectural renovation for the Nutrition and Food Service Kitchen will include a complete removal of all the interior finishes including the floor tile, the wall tile, and the acoustic tile ceiling system. The existing Office

EB-210 will be opened in the Dishwash area to create a new Dirty Cart Storage area. New resinous flooring and wall base will replace the existing tile floor. Full height solid surface wall paneling will replace the wall tile in the Dishwash, Cart Wash and will be installed in the new Dirty Cart Storage room. Half height solid surface wall paneling will replace the wall tile in the corridor between the Receiving Area and the Dishwash area. The pair of metal doors that open to the kitchen will be replaced with new metal doors and new door hardware that will match the existing hardware. The metal doors that lead to the loading dock will be replaced with new metal doors and fitted with automatic door operators. The wood doors at the HAC, Office Storage, and Menu

San Supply room will be replaced with new wood doors and hardware to match the existing hardware. A new washable acoustic ceiling tile system will replace the existing ceiling. A new gypsum board ceiling will replace the existing gypsum board ceiling in the Cart Wash area. All new exposed gypsum board walls and ceilings will be painted with high build epoxy paint. Interior signage will be removed and replaced with new signs.

See Contract Documents Drawings for additional information.

Kitchen Equipment

The Kitchen Equipment changes for the Nutrition and Food Service Kitchen are detailed below:

- Walk In Freezer

The existing unit appears to be in fair condition. However, moisture infiltration over time has affected the integrity of the built-in insulated floor as well as the prefabricated floor and ceiling panels and has been identified by the VAMC for replacement. The existing cooling system appears to be in a newer and adequate operational condition.

- Dishwasher

The existing unit appears to be in poor condition. The operator has advised that it is not operating dependably, leaks, and has required an expensive belt replacement. Significant amounts of steam escape from the doors. Assuming the existing steam supply is appropriate to the requirements of a new machine it would be the preferred heating medium over electricity or gas. The existing opening from the dishroom to the adjacent clean ware room is 2’-10” wide by 5’-10” high – the width excludes many typical flight-type dishwasher.

- Soiled Table Ware

The existing unit at one time included a pulper-extractor system that has been removed, and an agitating tank that was not observed to be in use and appears to have been disconnected. The scrapping trough that had a significant volume of recirculating water as part of the pulper-extractor system and is now unused and dry. Our brief observation was that patient service ware is knocked into garbage cans before being run through the dishwasher, and we heard a comment that the garbage contents are recycled/reused in some way. In summary, the soiled ware table does not appear to be being used as designed. The newly selected soiled ware table has been chosen based on direct input from VA kitchen stakeholders and should better suit the VA’s needs. The new soiled ware table will also include a waste collector.

- Enlarged Soiled Cart Holding Area

The enlarged area is created by removing a shared wall with an existing office and preparing the gained space as required for its new role. A new three-compartment sink has been selected for this space as the old three-compartment sink was too large to fit in the relocated position. The new location of the three-compartment sink will be in the Dirty Cart Storage Room EB-220A (formerly EB-

210).

- Cart Washing Room

The statement of work includes the removal, relocation and/or replacement of the existing emergency eyewash and shower, chemical dispersal unit, and hose spray. A designated drain will be added to the eyewash system.

- Temporary Dishwashing Trailer, Temporary Freezer, Temporary Refrigerator, and Temporary

Cart Washing Area

A temporary dishwashing trailer shall be provided for use during the duration of construction to ensure facility operations are maintained. A temporary freezer trailer, temporary refrigerating trailer, and a temporary cart washing area will also be provided during construction. The temporary dishwashing trailer, temporary freezer, and temporary cart washing area are required because those direct areas of the kitchen require construction renovation and the operation of the kitchen needs to be maintained. The temporary refrigerator is required because access to the refrigerator area in the kitchen will be limited due to the construction required in the kitchen renovation project as a whole.

Mechanical

Mechanical work shall include the replacement of existing registers and diffusers throughout the area of work.

Testing and balancing shall be completed on the systems within the associated area of work.

Work shall also include disconnecting existing steam piping and connections from the main steam pipes within the ceiling. New steam piping shall be provided to the new dishwashing system. Steam regulating valves and traps shall be provided for the new system. All associated control valves shall be installed to ensure a complete and operational system.

The existing dishwasher exhaust shall be demolished up to the main exhaust duct above the ceiling. Provide exhaust ductwork for new dishwasher. Ductwork shall be stainless steel and connect to the existing main exhaust duct above the ceiling. Provide connections to the new dishwasher per manufacturer’s installation requirements.

All valves and connections shall be sized adequately to fit the provided dishwasher. Additional connections shall be provided as needed.

Connections to the fan coil units located within the walk-in freezer shall be disconnected. The refrigerant shall be reclaimed prior to disconnection. After the completion of work on the walk-in freezer, the fan coil units shall be reconnected, and refrigerant shall be charged.

An additional survey and evaluation of the existing systems and all associated connections will be conducted as design development progresses or when deemed necessary.

Electrical/Special Systems

All existing endpoint devices on associated modified walls and ceilings are to be removed and replaced, including (but not limited to) switches, receptacles, speakers, fire alarm, etc. Lighting fixtures and egress lighting in the associated areas of work are to be replaced.

Existing connections to the dishwasher and wash table shall be demolished to the source panelboard. For all new installations, including, but not limited to the dishwasher, wash table, triplex sink grinder pump, means of disconnect shall be provided per manufacturer installation requirements.

Provide connections for all temporary equipment including freezers and dishwashing station. Connections and means of disconnect shall be provided per manufacturer’s requirements. Additional survey required to verify associated connections for temporary dishwashing station.

An additional survey and evaluation of the existing systems and all associated connections will be conducted

Plumbing

Remove associated plumbing connections for all demolished fixtures. Provide connections to newly installed or relocated fixtures. Fixtures shall be installed including eye wash, sinks, and retractable hose.

Plumbing connections associated with the dishwasher and wash table that are to be demolished shall be removed. Connections shall be provided for the new dishwasher and wash table.

Provide connections for all temporary equipment including temporary dishwashing station. Connections to the dishwashing station shall be provided per manufacturer’s requirements. Additional survey required to verify associated connection locations.

An additional survey and evaluation of the existing systems and all associated connections will be conducted

Fire Protection

The existing fire protection system is to remain. The Contractor shall ensure that the fire protection systems are protected throughout the duration of construction.

Additional surveys and evaluation of the existing systems are required throughout the progression of design development or when deemed necessary.

Phasing

The intent of the phasing for this construction is to minimize outage periods. All work shall be coordinated with the VA COR. Shutdowns shall be coordinated with the station at a minimum of 2 weeks prior to requested time. The Contractor shall ensure operational emergency systems and egress throughout construction.

Phasing shall be completed per the Contract Documents. The Contractor shall submit a phasing plan for approval by A/E and VA COR. Construction and ICRA barriers shall be provided throughout construction per

Contract Documents.

Temporary dishwashing facilities, a temporary freezer, a temporary refrigerator, and a temporary cart washing area shall be provided for the duration of the construction period (6-8 months). The locations of all temporary facilities are shown on the associated drawing plans. The temporary dish washing trailer must provide the same amount of throughput as the current kitchen (dishes per hour washed) to minimize operational impact. The temporary freezer provided must provide the same amount of square footage as the freezers impacted by construction associated with this project. The temporary refrigerator and temporary cart washing areas must be roughly the same square footage as the current kitchen facilities. The temporary cart washing location must also have the ability to spray sanitizer on carts and rinse with domestic water. All associated connections shall be provided to ensure facility operations throughout the duration of construction.
