About this file
Exhibit K is a supplementary document to RFP No. HHS0016822 issued by the Texas Health and Human Services Commission (HHSC) that lists the Temporary Assistance for Needy Families (TANF) programs subject to financial analysis and compliance review services. The exhibit identifies 18 primary TANF programs, 3 TANF Maintenance of Effort (MOE) programs, and 13 TANF Title XX programs that form the basis for the contractor's comprehensive financial reporting analysis and interagency coordination assessment. The list includes programs ranging from Emergency Assistance and Family-Based Safety Services to Employment Services, Training and Employment Assistance for Low-Income Families, and various supportive services such as Childcare Subsidized Employment, Health Related Services, and Housing Services. The document explicitly notes that this program list is subject to change at the sole discretion of HHSC to add or remove programs during the contract term, which may impact both financial analysis and resource allocation for the contractor.
The program inventory detailed in Exhibit K serves as the foundation for the contractor's deliverables, which include financial reporting analysis for federal forms ACF-196R, ACF-199, and ACF-204, addressing findings from a recent TANF efficiency audit. The contractor must develop comprehensive training materials and process documentation to enable HHSC to train other state agencies on TANF fund expenditure reporting compliance. The contractor is responsible for managing program scope changes during the contract term and ensuring that financial analysis and resource allocation adjust accordingly to accommodate any additions or removals mandated by federal requirements, state legislative changes, or HHSC discretionary decisions.
