About this file
This document is an Addendum 2 to the Request for Proposal (RFP) for TANF Analysis services issued by the Texas Health and Human Services Commission (HHSC). The addendum modifies key sections of the original solicitation, including the schedule of events and submission requirements. The solicitation posting date was April 17, 2026, with a pre-proposal conference scheduled for April 22, 2026, at 10:00 a.m. Central Time. The deadline for submitting questions or requests for clarification is April 23, 2026, at 5:00 p.m. Central Time, with responses posted to ESBD by May 8, 2026. The courtesy HSP review deadline is May 4, 2026, at 5:00 p.m. Central Time, and the solicitation response submission deadline is May 22, 2026, at 10:30 a.m. Central Time. The anticipated notice of award is June 2026, with a contract start date of September 2026. All dates are tentative and subject to modification by HHSC at its discretion. The narrative proposal must not exceed 30 pages, formatted as 8.5" x 11" pages with 1-inch margins and 12-point or larger font, with Times New Roman font preferred. Large organizational charts or technical schematics may be formatted as 11" x 17" pages.
The revised solicitation sections strengthen requirements for respondent qualifications and experience. Section 5.2 requires respondents to demonstrate experience with analysis and policy development for TANF compliance, particularly with federal reporting requirements, including results of external quality control and remediation experience. Respondents must also demonstrate background in executing performance assessments and efficiency analysis of public assistance programs. Section 6.1.2(d) requires respondents to provide the number of employees in Texas and nationally, as well as the specific locations from which employees assigned to the contract will be based. The addendum does not address pricing, set-asides, incumbents, or funding sources, as these details are contained in the base RFP solicitation document.
