About this file
This document is an attachment to Addendum 1 for the Pre-proposal Conference and Historically Underutilized Business (HUB) Subcontracting Plan Training for the Texas Health and Human Services Commission (HHSC) Request for Proposals No. HHS0016822 for TANF Analysis services. The pre-proposal conference was held on April 22, 2026, at 10:00 a.m. Central Time with eight registered participants representing HHSC staff and potential bidders from Ernst & Young LLP, Crowe LLP, and Public Consulting Group. Key deadlines established in the document include April 23, 2026, at 5:00 p.m. CT for submission of vendor questions; May 1, 2026, for posting of answers on the Texas ESBD website; May 4, 2026, at 5:00 p.m. CT for courtesy HSP review deadline; and May 15, 2026, at 10:30 a.m. CT for submission of solicitation responses. The anticipated notice of award is June 2026, with contract start date in August 2026. All official RFP communications and materials are posted on the Texas ESBD website at https://www.txsmartbuy.gov/esbd/HHS0016822, and proposals may be submitted via USB, overnight mail, hand delivery, or the HHS Online Bid Room.
Responsive proposals must include a narrative proposal, company information, franchise tax documentation, references, major subcontractor information, affirmations, cost proposal, and a completed HUB Subcontracting Plan. The RFP document emphasizes that responses lacking a completed HSP shall be rejected pursuant to Texas Government Code 2161.252(b) and 34 TAC 20.285. Respondents are directed to communicate exclusively with sole point of contact Joanna Saucedo (Joanna.Saucedo1@hhs.texas.gov), with the exception of HSP-related inquiries which may be directed to HUB Coordinator Bob McCurdy (Bob.McCurdy@hhs.texas.gov). Five HSP method options are available to respondents: Method I (All HUBs), Method II (Mentor-Protégé Relationship), Method III (Meeting/Exceeding HUB Goal), Method IV (Solicitation Method), and Method V (Self-Performing). The training materials provided outline specific documentation requirements for each method, including HUB vendor profiles, written notifications, and affirmation signatures, with special emphasis on using the Commodity Book and CMBL/HUB Directory as reference resources.
