Exhibit K: Data Security Requirements - Texas Department of Agriculture

This is a data security requirements exhibit prepared by the Texas Department of Agriculture for the TAFA Financial Audit contract opportunity. The document establishes comprehensive security standards that the responding contractor must implement and maintain throughout the contract term and any renewal periods. The contractor is required to protect all sensitive personal information and agency data from unlawful use or disclosure through reasonable procedures and appropriate corrective actions.

The contractor must comply with multiple security frameworks and standards, including NIST SP 800-53 or TX-RAMP requirements for personally identifiable information (PII) protection, Payment Card Industry Data Security Standard for payment processing, and OWASP compliance for client-facing web applications. Specific requirements include providing quarterly vulnerability reports and scanning reports to the Texas Department of Agriculture's IT department, reporting any system breaches within 24 hours with resolution within 72 hours, implementing AES 128-bit data encryption for applications, and enforcing password standards with a minimum of 10 characters including uppercase, lowercase, numeric, and special characters. The contractor must also maintain TX-RAMP-compliant hardware infrastructure, provide annual SOC 2 Type 2 reports or bridge letters by September 1st, conduct background checks for all personnel with PII access, supply basic network diagrams and disaster recovery plans upon request, and maintain TLS 1.2 or above certificate authentication for HTTPS connections. All vulnerability reports are due quarterly by the first business day of each quarter, and the contractor must acknowledge compliance with the Cloud Computing State Risk and Authorization Management Program under Texas Government Code Section 2054.0593.
