About this file
This is a Lobbying Certification exhibit required by the Texas Department of Agriculture for the "Don't Pack a Pest" media campaign public outreach and marketing services contract. The certification document establishes compliance requirements for all parties involved in the contract award process, requiring the undersigned to certify that no federal appropriated funds have been or will be paid to influence officers or employees of Congress, congressional members, or agency employees in connection with the contract award, modification, or continuation.
The certification mandates that if any non-federal funds are used for lobbying purposes, the submitting party must complete and submit Standard Form-LLL, Disclosure Form to Report Lobbying, in accordance with applicable instructions. All sub-awards, sub-contracts, sub-grants, and contracts under grants, loans, and cooperative agreements must include identical certification language, with all sub-recipients required to certify and disclose accordingly. The certification is a material representation of fact required under section 1352, title 31, U.S. Code, and failure to file the required certification subjects the responsible party to civil penalties ranging from $10,000 to $100,000 for each failure. The document requires signature by an Authorized Signatory and the Chief Financial Officer or Designee, with corresponding dates.
