About this file
This file is an informative annex from the American Association of Motor Vehicle Administrators (AAMVA) 2020 security standards document, specifically addressing threats to Driver's License and Identification (DL/ID) document security. The document is relevant to Arizona's Offsite Secure Printing contract opportunity and provides technical context for understanding counterfeiting, falsification, and misuse threats to state-issued identification documents. The annex outlines three primary threat categories: counterfeiting attacks targeting document design and reproduction; falsification attacks involving personalization information manipulation; and substitute material or printing method attacks that attempt to replicate original documents using alternative materials such as paper, Teslin, PVC, PET, or PC substrates. The document details specific attack vectors including re-creation of background patterns and fixed motives, copying and scanning of valid documents, adding unauthorized personalization information through image and text editing software, and reproduction of backgrounds and logos using alternative printing technologies such as screen printing, offset printing, dye sublimation, or laser methods.
This technical guidance document serves as a foundational security reference for evaluating printing vendor capabilities and security protocols in the context of the state's offsite secure printing operations. The AAMVA standards articulated in this annex establish the baseline security threats and vulnerabilities that a qualified printing contractor must address through appropriate material selection, printing technology, personalization processes, and document security features. Understanding these threat categories is essential for establishing procurement specifications, vendor qualification criteria, and ongoing quality assurance protocols to ensure compliance with federal and state security standards for identity document production.

C.1 Introduction
Annex C (informative)
Main Threats to the security of a DL/1D
This section looks at the main threats to DUID security in terms of the ways in which a DUID, its issuance and its use may be fraudulently attacked. The purpose of this section is to provide a context for the recommendation of security features in the subsequent sections.
The threats are split into three primary categories according to characteristics of the underlying attacks:
Counterfeiting, Falsification and Misuse.
C.2 Counterfeiting Threats
*A.1 Document design attacks
*A.1.1 Re-creating the basic document look and feel including such as the background pattern, flags and other fixed motives
• Copying and printing a valid document for physical manipulation
• Scanning a valid document for modification using computer software
• Re-creating of the document using computer software
*A.1.2 Adding personalization information
• Image and text editing with computer software (re-origination)
*A.2 Substitute Material/Personalization attacks
*A.2.1 Substitute Materials
• Using substitute materials to imitate original documents o Paper vs T eslin vs PVC vs PET vs PC
• Using original material that may be commercially available
*A.2.2 Substitute Printing Methods
• Reproduction of background and logos using alternative technologies o Screen printing vs offset printing vs dye sublimation vs laser
