About this file

This is a Request for Proposals (RFP) Scope of Work and Compensation Document issued by the Arizona Department of Public Safety (AZDPS) for off-site secure printing services related to credential card production and fulfillment. AZDPS seeks competitive proposals for card design, production, and fulfillment of physical credentials including Concealed Weapons Permit (CWP) cards, Certificate of Firearms Proficiency (CFP) cards, Fingerprint Clearance Cards (FCC), and Security Guard/Private Investigator (SG/PI) identification cards. The department currently issues an annual average of approximately 90,000 concealed weapons permits and CFP certificates, 200,000 fingerprint clearance cards, and 30,000 SG/PI identification cards—representing a 30 percent increase from 2019 through 2022. The selected offeror must support existing volumes and accommodate annual increases of up to 20 percent, with capacity to handle potential legislative mandates or unforeseen circumstances. AZDPS intends to award one or more contracts and reserves the right to award in part to multiple suppliers. The offeror's solution must be operational within 180 days of contract award, including card design, testing, and final acceptance testing. Card samples must be submitted to AZDPS Procurement (Attention: Melanie Guyette, 2102 W. Encanto Blvd., Mail Drop 1230, PO Box 6638, Phoenix, AZ 85009) before the bid due date.

Compensation is structured as a firm-fixed-price contract with no adjustment for cost overruns, inflation, or wage changes over the contract term. The offeror must provide its best pricing, with any superior pricing discovered during the contract period retroactively applied to all prior sales. Postage fees are processed as pass-through costs and may be adjusted per U.S. Postal Regulatory Commission rates. The offeror warrants credentials against failure for a minimum of six years from date of issuance. Liquidated damages apply for system outages exceeding four consecutive hours ($500 per occurrence) and for combined monthly outages exceeding eight hours ($500 per hour over the limit). Additional penalties include $1.00 per credential per day for failure to meet mailing requirements. The offeror must pass an Arizona Mandatory Control Baseline Prerequisite Assessment and comply with NIST security controls. All offeror personnel with administrative access must undergo background checks and fingerprint clearance at no cost to AZDPS and complete bi-annual security training. The offeror is responsible for establishing and maintaining a Central Card Production Facility (CCPF) with a backup facility meeting identical requirements, conducting third-party security assessments, and providing comprehensive reporting on manufacturing, production, mailing, and corrective actions.
