About this file

This document is a technical specification section (263213.16) for gas-engine-driven generator sets, prepared in accordance with AIA MasterSpec standards and applicable to the City of Clearwater's design-build procurement for a compressed natural gas (CNG)-powered standby emergency generator at Clearwater Executive Airport's CNG station. The specification establishes comprehensive requirements for factory-assembled and tested, water-cooled engine generators with brushless generators and associated accessories. The generator must be rated at standby power output with a power factor of 0.8 lagging, operate at 60 Hz frequency, deliver 480 V ac three-phase power, and incorporate a turbocharged, naturally-aspirated gas engine operating at 1800 rpm. Approved manufacturers include Caterpillar, Inc. Electric Power Division; Cummins Power Generation; Rehlko; and Rolls-Royce Solutions America Inc., with all components sourced from a single manufacturer. The specification requires compliance with NFPA 37, NFPA 70, NFPA 110 Level 2 EPSS standards, UL 2200, EPA Tier 4 emissions requirements, and applicable state and local noise regulations for operation in ambient temperatures between 41 to 104 degrees Fahrenheit at altitudes from sea level to 1000 feet.

The specification mandates comprehensive performance requirements including steady-state voltage operational bandwidth of 3 percent, transient voltage recovery within three seconds, frequency operational bandwidth of 0.5 percent, and sustained short-circuit current capability of 250 percent of rated full-load current for minimum ten seconds. The generator set must include an integral closed-loop liquid cooling system with 50 percent ethylene-glycol-based antifreeze, 24-volt electric starting system with nickel-cadmium batteries capable of three complete cranking cycles without recharging, and an advanced control and monitoring panel featuring digital controller with integrated LCD display, microprocessor capabilities, local and remote control functionality, and comprehensive alarm and shutdown systems. Installation requires elastomeric isolator pads with minimum one-inch deflection mounted on four-inch-high concrete bases, Schedule 40 black steel piping for cooling and exhaust systems with minimum nine-inch clearance from combustible materials, and an outdoor generator-set enclosure with vandal-resistant, sound-attenuating, weatherproof steel housing rated for 180 mph wind loads. Field quality control includes extensive testing protocols per NETA standards, factory test reports, exhaust emissions verification, noise level testing, insulation resistance testing, battery load testing, and infrared scanning of electrical connections both at substantial completion and eleven months thereafter, with 24 months of full maintenance service provided by the manufacturer's designated service organization following project completion.
