About this file

This is a Statement of Work (Exhibit F) for the Texas Center for Infectious Disease Hospital (TCID) regarding emergency generator and transfer switch maintenance, service, and testing. The scope of work encompasses preventive maintenance, repair, testing, and 24-hour emergency response services for two generators and multiple transfer switches located across the facility's buildings. The contractor must provide all labor, parts, tools, equipment, and materials necessary to maintain compliance with Joint Commission Standards and NFPA 110 requirements. Required services include monthly load tests of the emergency power system, annual load tests for diesel-powered systems, 36-month four-hour load tests, monthly transfer switch inspections, annual fuel quality testing to ASTM standards, and comprehensive preventive maintenance performed annually. The equipment inventory includes one 533 MTU-Onsite Energy Model 1250RXC60T2 generator, one 529 Cummins Power Generation Model DSHAB-8280979 generator, and eight ASCO transfer switches (two 7000 Series units in building 537, three 7000 Series units in building 502, three 7000 Series units in building 533, and three 962 Series units in building 529). The contractor must respond to emergency service calls within four hours and complete non-emergency repairs within three days unless otherwise specified in a service request.

The contract establishes pricing on a firm fixed-price labor rate basis for regular repairs and emergency response services, with materials and parts reimbursed at actual cost plus a markup not exceeding twenty percent. Emergency services include up to 40 hours of on-site support with the same labor and parts pricing structure. All work must be performed according to original equipment manufacturer specifications and comply with applicable federal, state, and local safety regulations and EPA requirements. The contractor must provide a one-year warranty on all workmanship and furnish manufacturer warranty documentation for all parts installed. The facility reserves the right to halt work that does not meet safety standards and may consider performance unsatisfactory if service callbacks exceed specified thresholds, technicians lack required skills, or response times exceed the one-hour limit. Additional repair services and miscellaneous work not covered under preventive maintenance are available on an as-needed basis with prior approval from the facility maintenance manager.

EXHIBIT F - STATEMENT OF WORK

Generator/Transfer Switch Maintenance, Service and Testing

I. GENERAL

A. Texas Center for Infectious Disease Hospital (TCID) requires a contractor to furnish all labor, parts, tools, and equipment to perform preventive maintenance, repair, testing and emergency repair response on emergency generator located on site. The contract is necessary to comply with Joint Commission Standards, and NFPA 110.

B. The scope of work consists of annual preventive maintenance, repairs, testing and 7-day per week, 365-days per year, 24-hour Emergency Generator/Transfer Switch service.

C. The contractor shall provide all resources required in performing these maintenance services and inspections in accordance with the original equipment manufacturer specifications (OEM) to include but not limited to all parts, materials, lubricants, fluids, filters, equipment, tools, shipping, travel, and labor. Contractor shall be responsible to determine the nature and extent of any work required and to restore equipment to working and operational condition, as determined by maintenance representative, replacing parts as necessary.

D. Should the repairs require more than four (4) hours a rental generator will be required until all repairs and retesting of the generator are completed.

II. REFERENCES AND GUIDANCE

A. All generator operations, tests, maintenance, alterations and repairs performed under this contract shall comply and be in accordance with the OEM’s guidelines and standards for an Emergency Power Supply System (EPSS) as follows.

1. Joint Commission Standard EC 7.40

2. National Fire Protection Association 110, Emergency Generator Testing Requirements

4. Contractor shall be responsible for following all State, Federal and EPA codes and requirements including proper use of Personnel Protective Equipment (PPE). The contractor shall follow all facilities safe work process & procedures.

III. SCOPE OF WORK (SOW)

A. Monthly Load Test

1. The monthly Emergency Power System (EPS) load test is to be initiated by a simulated or actual loss of normal electrical power.

2. There are 2 methods both of which are acceptable means of initiating the monthly test:

a) A TEST Switch may be included on the Automatic Transfer Switch (ATS) to simulate loss of normal power Alternatively, a circuit breaker feeding an ATS is opened resulting in a loss of normal electrical power. In either case both will result in activating the starter for the generator and activation of the ATS transferring the load from normal power to emergency generator power.

b) The duration of the test is to be at least 30-continuous minutes with a minimum dynamic load of at least 30% of the nameplate rating.

c) The cooldown period for the generator is not included as part of the 30-minute run time.

3. Monthly test will be invalid if the generator is started and allowed to run for a period before activating the ATS to transfer the load to the generator. This does not fully test the generators ability to respond in actual emergency conditions, which require sensing loss of normal power and providing emergency power within 10 seconds from a cold start, see EC.02.05.07 EP 5 and EP 6;

NFPA 99-2012: 6.4.4.1.

B. Annual Load Test for Diesel Powered EPS

1. The annual EPS load test must:

a) Be at least 50% of the nameplate rating for 30 minutes.

b) Be at least 75% of the nameplate rating for 1 hour; and

c) The total test duration of not less than 1.5 continuous hours, see

EC.02.05.07 EP6.

C. 36 Month Four (4) Hour Load Test:

1. Triennial or 36-month generator test 30% of nameplate rating for 4 continuous hours for diesel powered EPS, see EC.02.05.07 EP and EP10.

2. When combining both tests for diesel powered EPS, the first three hours of the test is required to be not less than 30% of the emergency generator nameplate kW rating or the minimum exhaust gas temperature. The last hour cannot be less than 75% of the emergency generator nameplate kW rating for a total of 4 continuous hours.

D. Monthly: Transfer Switch’s

1. All automatic and manual transfer switches monthly/12 times per year with results and completion dates documented.
