About this file

This document is a pay item descriptions exhibit from a Request for Proposals issued by Volusia County, Florida for a leachate evaporation system demonstration project at the Tomoka Farms Road Landfill. The project requires the contractor to furnish, lease, install, and operate leachate evaporation systems in two existing leachate storage ponds, designed to achieve an average evaporation rate of 100,000 gallons per day over a six-month demonstration period. The scope of work includes providing all labor, materials, equipment, piping, valving, wiring, anchors, power, utilities, and a measurement and monitoring plan to demonstrate system performance above ambient conditions. An engineer-approved monitoring plan must be submitted within 30 days of the Notice to Proceed. The County will provide access to pond inflow pipe locations and available records to support the contractor's development of the performance measurement plan and will implement the approved plan under contractor supervision.

The contract structure offers two payment pathways: a lease-with-return option for the six-month demonstration period or a lump-sum buy-out option following successful demonstration. Mobilization costs shall not exceed 10 percent of the grand total for the lease-with-return option and are paid on a percent-complete basis. For the lease-with-return option, the contractor receives a partial payment following delivery, installation, start-up, and monitoring plan approval, with subsequent pro-rata payments until demonstration completion and final payment upon equipment removal and return. If the County elects the lump-sum buy-out option based on the system meeting project criteria, monthly lease payments from the demonstration period are applied toward the purchase price. Demobilization must be completed within 30 days of a letter of intent should the demonstration be unsuccessful, with payment made upon completion at the lump-sum cost.

SYSTEM DEMONSTRATION PAY ITEM DESCRIPTIONS

1 MOBILIZATION:

A. GENERAL - The work specified in this section consists of the preparatory work and operations in mobilizing for beginning work on the project including but not limited to operations necessary for moving personnel, equipment, sanitary facilities, supplies, and incidentals to the project site and establishing on-site and off-site storage areas and other facilities as required for the project and by State and local laws and regulations. The costs of any required bonds and insurance and other pre-construction expense necessary for the start of the work, excluding the cost of construction materials, shall also be included in this section.

B. BASIS OF PAYMENT – Payment for mobilization shall be made based on the percent-complete of the lump-sum total cost shown on the Contractor’s Summary of Pay Items form for the period covered by the Application for Payment. This item shall not exceed 10 percent of the Grand Total for the Lease-with-Return option.

2 LEASE-WITH-RETURN LEACHATE EVAPORATION SYSTEMS:

A. GENERAL – The Contractor shall furnish all labor, materials, equipment, and services for leasing, installing, and starting up the complete leachate evaporation systems in each of two existing leachate storage ponds, as shown on the Drawings included as Attachment A.

This includes providing power and any other utilities required to operate the system.

Work includes providing leachate evaporation equipment necessary to achieve a project-period average daily evaporation rate of 100,000 gpd from the two lined leachate ponds including all piping, valving, wiring, cabling, anchors, etc., required to operate the demonstration equipment for 6 months, and the measurement, monitoring, and reporting plan to support the systems’ performance evaporation shall limit drift to landfill site.

The County will provide access to pond inflow pipe locations (3 total) for leachate (1) and gas condensate (2; 1 each pond) available records to assist the Contractor with locations to measure leachate flows and volumes, developing the monitoring plan and measuring evaporation system performance. The Contractor shall provide means and methods to measure pond inflows and level, rainfall and natural evaporation to demonstrate the evaporation system performance above ambient conditions. The County will implement the engineer-approved plan under the Contractor’s supervision. An approved plan will be required within 30 days of the Notice to Proceed. All costs not included in the Mobilization and Demobilization Pay Items shall be included in this item. A letter of intent will be sent by the County at the five-month mark to prepare for demobilization within 30 days or the next steps in a lump-sum buy out.

3 LUMP SUM BUY OUT PRICING FOR LEACHATE EVAPORATION SYSTEMS:

A. GENERAL – The Contractor shall complete the activities described in Pay Item 2. The

County will make the decision to process the lump sum buy out based on the system’s ability to meet the project criteria (e.g., achieving average evaporation rate of 100,000 gallons per day) and any other criteria they choose.

B. BASIS OF PAYMENT – The Contractor will be paid as described in Pay Item 2, a partial amount following delivery, installation start-up, and monitoring plan approval with payments thereafter on a pro rata basis until the demonstration period is completed.

Upon the successful completion of the 6-month trial demonstration period, the monthly lease payments from Pay Item 2 will be applied to the 100-percent lump sum buy out purchase by the County for the leachate evaporation system equipment..

4 DEMOBILIZATION

A. GENERAL – The work specified in this section consists of the preparatory work and operations in demobilizing all equipment and appurtenances on the project including but not limited to operations necessary for moving personnel, equipment, sanitary facilities, supplies, and incidentals from the project site and establishing on-site and off-site storage areas and other facilities, as required by these specifications and State and local laws and regulations following the letter of intent to demobilize should the 6-month trial demonstration period be unsuccessful. The Contractor shall complete demobilization within 30 days, as stated in the letter of intent.

B. BASIS OF PAYMENT – Payment for demobilization shall be made upon completion at the lump-sum total cost shown on the Contractor’s Summary of Pay Items form.
