About this file
This is an E-Verify compliance exhibit document for the City of Carmel Board of Public Works and Safety's Invitation for Bid (IFB-2026-005) for the procurement of eight police vehicles. The solicitation requires sealed bids to be submitted through the City's e-Procurement Portal no later than 9:00 a.m. on Wednesday, March 18, 2026. The procurement includes one each of the following 2026 model year vehicles: Nissan Pathfinder Premium, Ram Tradesman 1500 Crew Cab 4x4, Jeep Grand Cherokee Laredo 4x4, Chevrolet Silverado Crew Cab Custom 4WD, two Chevrolet Traverse LT AWD units in different colors, Ford Explorer, and Chevrolet Tahoe 9C1. All vehicles are specified as "Brand Name Only" with no approved substitutes permitted. Written questions must be submitted by Monday, March 16, 2026, at 2:00 p.m. Bidders must remain firm for ninety days from the bid opening date, and award will be made to the lowest responsive and responsible bidder whose bid is reasonable and does not exceed available project funds.
All bidders and their subcontractors are required to be E-Verify enrolled and must submit a computer screenshot of their business's E-Verify webpage as part of their bid submission. This requirement mandates verification of work authorization status for all employees assigned to the contract in accordance with federal law. Additionally, bidders must submit a U.S. Manufactured Products Preference Certification, a Non-Collusion Affidavit with notarization, manufacturer's literature and warranty statements, an Exception Sheet identifying any deviations from specifications, and a Nepotism Compliance Form certifying no familial relationships with the Mayor or City Council members. No bid bonds or performance bonds are required. The specific award value or budget range is not disclosed; however, pricing will be evaluated based on the total cost of all vehicles. Selected vendors must maintain comprehensive insurance coverage including workers' compensation at statutory limits, commercial general liability with $1,000,000 general aggregate limits, auto liability with $1,000,000 each accident limits, and umbrella/excess liability with $1,000,000 limits.
