About this file

This is a Technical Requirements Checklist and Exhibit D document for Walworth County, Wisconsin's enterprise Document Management System (DMS) procurement. The checklist establishes the technical standards and functional capabilities that vendor-proposed solutions must meet or address. The document requires vendors to indicate their compliance level for each requirement using standardized codes: F for fully functional commercial off-the-shelf capabilities, CU for customization requiring source code changes, CO for configuration using built-in tools, TP for third-party software requirements, R for reporting tool provision, and NA for unavailable features. Vendors must complete the checklist by entering appropriate key codes and providing detailed comments explaining how their proposed solutions satisfy each requirement.

The technical requirements encompass general application functionality, database specifications, network compatibility, security and administration controls, server software standards, backup procedures, interface capabilities, implementation requirements, and training and support provisions. Critical specifications include compatibility with Windows 2008 R2 Server, MS-SQL Server 2008 R2 database management, Citrix Zen App 6.5 environment support, VMware Virtual Server environment compatibility, and integration with Walworth County's existing infrastructure including Active Directory authentication, Symantec End Point antivirus, and Unitrends backup systems. The system must provide HIPAA compliance with Business Associate Agreement capability, support 800 concurrent users across a 50 Mb/s internet connection, offer 24/7 application availability and technical support, maintain comprehensive audit trails for security access, and deliver comprehensive technical and functional training. Vendors must guarantee that recommended hardware configurations will meet departmental functional needs for the first two years of operation and provide detailed implementation plans addressing schedule, risk management, quality assurance, and data loading procedures.
