About this file
This is Addendum 2 to a Request for Proposals issued by Walworth County, Wisconsin for a Document Management System (DMS). The addendum, dated June 8, 2017, addresses vendor questions regarding system requirements and implementation scope. The RFP deadline is 1:00 p.m. on June 27, 2017. The County seeks software and implementation assistance for an enterprise-wide DMS to improve records management, retention, indexing, workflow, and document retrieval across county departments. The system will support approximately 30 users with authority to submit and update documents, with an additional 850 county users requiring view-only access to documents for review purposes.
Key technical requirements clarified in the addendum specify that the County does not require an Oracle environment and is not interested in SQL-based solutions, despite vendor inquiries regarding compatibility. The County prefers to utilize existing scanners already present at employee desks, provided vendors support TWAIN drivers for scanner integration. The intended user base consists exclusively of Walworth County departments as a local government entity. The County expresses interest in tiered licensing options to accommodate future growth. Contact for the procurement is Nick Cramer, Senior Buyer, Purchasing Manager, located at Walworth County Public Works, W4097 County Road NN, Elkhorn, Wisconsin 53121.

1. Question:
We utilize Oracle as our database system and one of the mandatory requirements is to utilize SQL. Will vendors be able to bid or does that eliminate them automatically? We use Oracle due to the robust security choices and ease of use.
Answer:
We are not interested in an Oracle environment.
2. Question:
What types of organization(s) are intended to use the software?
Answer:
Walworth County departments only (A local govt.)
3. Question:
Are there any scanning/document counts to use as a reference? In a typical scanning environment we usually provide the scanners for the project so we would like to know what type/size to provide based on the weekly, projected throughput needed.
Answer:
Many desks have scanners on them and we would prefer using them as long as you utilize twain drivers.
4. Question:
Can we have estimation on the number of intended users of the system? This would be for licensing the system correctly.
Answer:
Approximately 30 individuals that would have the authority to submit and update documents. We are interested in looking at tiered licensing as this grows.
We have 850 users in the county that may need to have view only access to the latest documents for review.
