About this file

This is Addendum 3 to a Request for Proposals issued by Walworth County, Wisconsin, for a Document Management System (DMS) implementation. The addendum provides responses to 111 vendor inquiries regarding the county's requirements for enterprise document management software and implementation services. The RFP seeks to address records management, retention, indexing, workflow, and document access and retrieval needs across county departments. The proposal deadline was June 27, 2017, at 1:00 p.m. Vendors were required to submit proposals in separate envelopes, with cost proposals submitted separately from technical documentation. The county established an initial budget of $84,000 for the project and requested pricing for eight years of ongoing fees. Proposals were to remain valid for twelve months from the date of submission.

The county indicated preference for solutions that could be deployed either on-premise or through cloud hosting, with vendors encouraged to submit pricing for both options. Key system requirements include support for 40-50 concurrent users and 30 workflow users, document retention for seven years, integration with Fujitsu scanners and Sharp multifunction devices, and compliance with 128-bit encryption for cloud-hosted solutions. The county maintains on-premise IT staff and currently uses cloud-based services for ERP, Time & Attendance, and Medical Records systems. No backfile conversion is required; the implementation will focus on installation, training, and software support. The county uses Microsoft Outlook 2010 with Outlook Web Access and MS Exchange Online and operates a Windows 2008/2012 network environment. The county emphasized that all submitted documents are subject to open records requests and that subcontractors require county approval.
