About this file

This is a waste tire removal bidding form issued by the Colorado Department of Public Health and Environment (CDPHE), Hazardous Materials and Waste Management Division, for a project in Saguache County. The project involves the removal and hauling of approximately 90,663 waste tires and tire bales currently onsite, with an estimated total weight of 1,018 tons. The tire inventory includes passenger, light truck, tractor, and agricultural tires, with less than 5% estimated to contain rims. Bidders must provide comprehensive pricing for mobilization, hauling and removal services, demobilization, and a contingency allocation. The scope of work requires removal of all waste tires from the site with reasonable cleaning of contaminants, loading into transport vehicles, and hauling to a registered Waste Tire Collection Facility, Waste Tire Processor, or Waste Tire Monofill. Bidders must also provide an estimated timeline for project completion and identify the final destination facility for the waste tires.

Pricing is structured as lump sum amounts for mobilization and demobilization, with hauling and removal priced per ton at a quantity of 1,018 tons. A contingency of $50,000 is set aside for unforeseen costs and requires express written permission from the CDPHE Project Manager prior to usage. CDPHE reserves the right to reduce weights by up to 50% per ton if excessive contamination is identified in the waste tires after weighing. All bidders must base their cost estimates on the data provided in the Scope of Work Table 1 and Figure 1, and any costs not fitting designated line items must be included on the most appropriate line item with written explanation. Mathematical errors in final pricing will be corrected by CDPHE during bid evaluation.

1 Item shall include removal of all waste tires and tire bales from the site, reasonably cleaning them of all contaminants that will add weight to hauling, loading into transport vehicles and hauling to a registered Waste Tire Collection Facility, Waste Tire Processor, or Waste Tire Monofill. CDPHE reserves the right to reduce weights by 50% per ton for each ton if excessive contamination is present in the waste tires after being weighed.

2 Estimates are 90,663 waste tires are currently onsite, based on PTE calculation: 1,018 tons *2,000 lbs/ 22.5 Passenger Tire Equivalent. Tire types identified include passenger, light truck, tractor, and agricultural. Tires with rims were visually identified during the inspection. We estimate less than 5% contain rims.

3 This item is set aside for in the case of unforeseen costs. The Contractor must receive expressed, written permission from the CDPHE PM prior to usage of these funds. For purposes of this bid, the contingency amount will be $50,000. This amount should be added to your final total bid amount.
