About this file
This document is an Exhibit C - Statement of Qualifications Requirements for the City of St. Petersburg, Florida, specifically for the Shore Acres Resiliency Infrastructure Project (Connecticut Ave & Vicinity SDI), Project No. 22033-110. The document outlines comprehensive requirements for contractors seeking to submit a Statement of Qualifications (SOQ) for a Construction Manager at Risk role. Contractors must prepare a detailed proposal limited to 75 pages, addressing multiple sections including project team composition, key personnel, reference projects, firm qualifications, project approach, technology capabilities, and business outreach plans. The SOQ must include five reference projects exceeding $10 million, detailed personnel resumes, and demonstrate the firm's ability to work cooperatively with multiple clients and subconsultants.
The document specifies strict submission guidelines, requiring contractors to provide a transmittal letter, organization charts, detailed personnel information, and comprehensive project experience documentation. Key requirements include having a project manager with a minimum of five years of applicable experience, providing technology compatibility with the City's current systems (AutoCAD Civil 3D 2021, ESRI ArcMap 10.8, and ESRI ArcPro Version 3.0), and addressing network security, records retention, and potential contractual failures. The City also seeks information about business enterprise certifications (MBE, WBE, DBE, SBE) and requires contractors to provide current applicable Florida licenses. The project focuses on improving stormwater infrastructure and mitigating recurrent flooding in the Connecticut Avenue NE vicinity, with specific construction elements including a pump station, box culverts, and roadway elevation adjustments.
