About this file
This document is Exhibit C - Bid Price for Competitive Solicitation No. 2026-2 issued by the Washington State Department of Financial Institutions (DFI) for the Washington Saves Investment Consultant opportunity. The solicitation seeks a program consultant to support the Washington Saves Program, which is scheduled to launch in 2027, with services primarily to be performed at the contractor's offices and potentially including mandatory meetings near Tumwater, Washington. The document provides instructions for bidders to submit hourly rates for services, with rates to be considered "not-to-exceed" (NTE) and inclusive of all necessary costs for performing the requested services.
The pricing section requires bidders to complete a table with hourly rates for Program Consultant Services, with the understanding that travel costs will only be reimbursed at DFI's discretion and in accordance with the Washington Office of Financial Management's State Administrative & Accounting Manual. The solicitation emphasizes that columns left blank in the pricing table may result in a non-responsive bid that will not proceed in the evaluation process. Travel-related expenses such as per diem, gas, ferries, and tolls are subject to specific guidelines and will be considered only for work directly related to the Scope of Work.
