About this file
Exhibit B - Scored Non-Cost Factors is a solicitation document from the Washington State Department of Financial Institutions (DFI) for an investment consultant to support the Washington Saves Program, a state-facilitated retirement savings initiative launching in 2027. The document outlines a comprehensive evaluation process for selecting an investment consulting firm, with detailed scoring criteria across 12 performance requirements including firm overview, diversity and inclusion practices, experience advising public investment programs, investment strategy alignment, manager selection processes, and benchmark development. The solicitation seeks a consultant to support program design, investment policy development, board governance, performance monitoring, and fiduciary oversight.
The document emphasizes scoring bidders on added value beyond minimum standards, with point allocations ranging from 2-18 points per requirement. Key evaluation areas include the firm's experience with public sector investment programs, ability to support auto-IRA program development, expertise in developing investment lineups for diverse participant populations, and capacity to provide clear, accessible investment performance reporting. Proposals will be evaluated on their depth of experience, particularly with state-facilitated retirement savings programs, ability to integrate diversity and equity considerations, and demonstrated capability to support board decision-making across varying levels of financial expertise.
