About this file
This document is a Contract Data Requirements List (CDRL) using DD Form 1423-1, which specifies five data items required under a DMS IDIQ contract for ship maintenance and overhaul services managed by Military Sealift Command (MSC).
The five data items are: (1) Condition Found Report (CFR) – B0001, requiring submission of all corrective maintenance results, automation testing, equipment inspections, and abnormal conditions within three business days of discovery, with verbal notification of critical items within one business day; (2) Post Overhaul Report (B0002) – due within ten business days of task order/delivery order (TO/DO) completion, detailing maintenance performed and equipment conditions in contractor's standardized format, submitted to the Principal Port Engineer and Ship's Chief Engineer; (3) List of Required Tools/Equipment (B0003) – due with the TO/DO proposal, providing detailed specifications of tools, equipment, manpower, rigging, and access required for each task; (4) Tasking Spreadsheet (B0004) – submitted monthly and as needed in Microsoft Excel format, tracking TO/DO status, deliverables, completion percentages, and program manager contact information; and (5) FAR 52.222-56 Certification Regarding Trafficking in Persons Compliance Plan (B0005) – initial submission with proposal and annually thereafter, confirming contractor and subcontractor compliance with trafficking prohibitions. All reports are distributed to the Contracting Officer, Contracting Officer's Representative, and Principal Port Engineer. The CDRL template includes standard instructions for government personnel and contractors regarding pricing group classifications and estimated total price calculations.
