NOAA Fisheries – Orono, Maine Needs Request

Attachment to SF-81

Background:

The National Marine Fisheries Service, Maine Field Station, promotes the recovery and future sustainability of Atlantic salmon and other sea-run fish and their associated ecosystems. In studying these ecosystems in Maine, NOAA Fisheries Service primarily focuses on sea-run fish throughout Maine watersheds and in the estuarine and marine environment. NOAA Fisheries Service also works closely with other federal agencies (particularly the U.S. Geological Survey Co-Op Unit), Maine Sea Grant, the University of Maine System and a wide range of state, academic, public and private partners in promoting both commercial ventures and the associated environmental sciences. The primary use of the requested space will be as office space, though some testing, sampling and storage of specimens (ie. fish) is needed.

NOAA-F has an active Memorandum of Understanding with the University of Maine to enhance both NOAA and University Missions. As such, the space should be proximate to the University of Maine in Orono based upon the location of NOAA's regional partners and stakeholders which include Maine Sea Grant, State of Maine officials and fellow federal agency partners with Fish and Wildlife Service and U.S. Geological Survey.

The requirement and mission is for either ground floor space with on grade access or above grade/ground floor space that has an elevator (capable of moving materials) for support of field studies.

Wet lab space uses the following equipment: microscopes, image analysis systems, fish measuring boards and balances, free-standing refrigerator and freezer. It is considered to be a light lab/research function that may qualify under a multitude of land use classifications including but not limited to: Research and Development, Medical, Laboratory, Commercial, Industrial, government, business/office, general industry, and/or commercial. Further, described below, the requirement includes the installation of a Government owned So-low Freezer (30”x 18” x 16”) along with a lessor supplied back-up generator in support of the mission.

The space should be located within zoning for commercial, industrial, research and development, or areas as noted above within Penobscot County, Maine. The delineated area and parking requirements are described in more detail below.

Workspaces and workstations are organized to take advantage of more frequent telework to optimize office space while increasing laboratory, collaborative, and conference room spaces while reducing current footprint and staying below the average of 170 usable square feet per person. Space planning objective is 18 workspaces averaging < 100+ usable square feet per person. Shared space configurations will increase efficiency of laboratory workspace and collaborative team space and virtual conference room space with an approximate total footprint of 2,969 usable square feet compared to the current 3,140. This plan will again leverage co-location to facilitate common restroom, server, and outdoor storage needs.

Delineated Area:

Greater Bangor, Maine Area including towns of Brewer, Bradley, Eddington, Hampden, Hermon, Glenburn, Milford, Orono, Old Town
