About this file

This document is Additional Provisions (Exhibit B) for the Colorado Department of Early Childhood (CDEC) establishing supplementary contract terms and conditions for service delivery agreements. The provisions outline service delivery requirements aligned with a Statement of Work, establish goals and objectives that contractors must achieve, and require submission of any subcontracts to the state. The contract encompasses a fixed-price payment structure with services to be rendered according to the submitted Statement of Work, with any significant modifications requiring formal contract amendments. Contractors must participate in CDEC-sponsored meetings related to the contract and comply with all applicable accessibility standards, employment eligibility verification requirements, and state procurement regulations.

Payment is made on a fixed-price basis with contractors required to submit invoices monthly through the OnBase Invoice Submission Process, with invoices due no later than 30 days following the month of service. The state reserves the right to offset funds based on discovery of overpayment or improper use of funds, and contractors may request up to 25% of allocated funds for advanced payment subject to monthly reconciliation. Contractors are prohibited from purchasing gift cards with CDEC grant funds unless an approved waiver is in place, and those permitted to distribute gift cards must maintain written policies, audit logs, and documentation of distributions. All staff must comply with mandatory child abuse and neglect reporting requirements, complete mandatory reporter training, and all individuals and entities must undergo SAM.gov exclusion checks upon hiring and annually. The contract is governed exclusively by Colorado law, and any costs exceeding the contracted amount will not be paid without a 60-day advance request and formal amendment.
