About this file
This is an Amendment #01 to a Documented Quote (DQ) solicitation issued by the Colorado Department of Early Childhood (CDEC), Division of Early Childhood Workforce, for community review services of Spanish and Arabic training material translations. The CDEC seeks a vendor or vendors to provide asynchronous review of translated training materials—including instructor-led curricula, train-the-trainer materials, eLearning courses, and supplemental materials such as job aids, videos, and transcripts—to ensure accuracy, clarity, local relevance, and alignment with CDEC-approved translations and style guides. The review work is anticipated to require 200-240 hours per year, with the type and volume of materials varying annually based on departmental needs and advance notice of 1-4 weeks provided for each review cycle. The solicitation timeline includes an inquiries deadline of March 24, 2026 at 1:00 PM MST, with answers provided by March 27, 2026, and proposals due April 3, 2026 at 2:00 PM MST. The anticipated contract start date is July 1, 2026, marking the beginning of the Colorado State Fiscal Year. All submissions must be made through BidNet Direct, and proposals are limited to 15 pages excluding required attachments.
Reviewers do not need to be certified translators; instead, the focus is on assessing tone, accessibility, and alignment with CDEC terminology. The solicitation is open to both organizations and independent contractors located anywhere, including outside the United States. The CDEC is seeking one vendor capable of handling both Spanish and Arabic, though vendors with capacity for only one language may apply if they present a plan for providing the second language. While the previous contract budget information is not being disclosed to maintain competitive neutrality, this information is available through a Colorado Open Records Act (CORA) request. Pricing may be quoted either hourly or per-word; the CDEC will add word-count data from previous vendors to the Q&A documentation. The review scope includes not only written materials but also video and audio narration contained in eLearning courses, which typically feature minimal video content of approximately 5 minutes in length.

Questions ??
Questions & Answers
1. Does the reviewer need to be a certified translator?
Answer: The reviewer does not need to be a certified translator; the focus is on assessing tone, accessibility, and alignment with Colorado Department of Early Childhood (CDEC) terminology.
2. Can vendors apply if they are located outside the United States of America (USA) and work as independent contractors?
Answer: Yes.
3. Are you requesting that vendors be either organizations or independent contractors?
Answer: Either organizations or independent contractors are eligible to apply.
4. Is there a previous vendor for this?
Answer: Yes, there are previously two vendors for this work. One for Arabic and one for Spanish.
5. Can you disclose who those vendors are?
Answer: At this time, we are not going to release that information as it is not relevant to the submissions that are needed for this current Documented Quote.
6. Is this volume expected for Arabic and Spanish translation to be the same?
Answer: We expect that the volume will be the same. We follow a model of any new materials to be translated into Spanish or Arabic. Occasionally there are some materials that are translated into one or the other.
7. Do you expect any other languages to be covered under this project?
Answer: Not currently.
8. Can a consulting firm submit for one language, and will that lower their chance of being awarded?
Answer: We are looking for one vendor that can do both languages. If you have capacity for the one, and you have a plan for how you could provide services for the second, we would be open.
9. What was the previous contract amount?
Answer: We can’t release that information to keep the process competitive and by releasing budget information we won’t be able to achieve that.
10. Is that information public?
Answer: Yes, you can submit a Colorado Open Records Act (CORA) request for that information.
11. You gave the amount of work for 200-240 hours of review, so do you want the quotes per hour, not per word?
Answer: That would be one option.
12. Do you have an idea of how many words your current vendor processed? Is that information that you can get from previous vendors?
Answer: We will add this to the Q&A list that will be posted to the Solicitation.
13. Will you also need videos and audio reviewed?
Answer: The eLearning will include narration as well. Learners will see a video or slide that they interact with. Part of that review would be going through that learning course. Our videos tend to be 5 minutes and minimal. The eLearning piece would have the narration to review as well.
