About this file
This is a Statement of Work (SOW) for the Promoting Safe and Stable Families (PSSF) Program administered by the Colorado Department of Early Childhood (CDEC) within the Division of Community and Family Support. The SOW outlines the implementation of evidence-based programs and services designed to support families, prevent child maltreatment, ensure child safety, facilitate family reunification, and support adoptions from the foster care system. The contracted organization will provide comprehensive, coordinated family preservation, support, reunification, and post-permanency services to an estimated number of families (to be specified by the contractor) using approved Evidence-Based Programs (EBPs) and the Colorado Family Support Assessment 2.0 (CFSA 2.0) as the primary assessment tool. Services will be delivered throughout the State of Colorado during the contract period of October 1, 2026, through September 30, 2027. The SOW requires contractors to identify specific service priorities, key activities, tasks, deliverables, and measurable outcomes, with mandatory program administration requirements including biennial attendance at PSSF grantee meetings and Strengthening Families Conferences, completion of Strengthening Families Protective Factors training within six months of onboarding, and all required evidence-based model training for staff delivering services.
The SOW establishes mandatory Quality Assurance and Program Administration tasks (Key Activity C) that all contractors must complete, including monthly participation in CDEC and PSSF meetings, monthly invoice submission, semi-annual or quarterly reporting as requested, real-time data entry into the CDEC Salesforce Data System within 10 days of service completion, and participation in site visits conducted by the PSSF Program Manager. Contractors must demonstrate measurable outcomes such as contacting referred families within three business days of referral, developing Family Service Plans within 14 days of assessment, ensuring at least 70 percent completion of structured parenting program sessions, conducting monthly case reviews, documenting "warm handoffs" for at least 80 percent of families requiring specialized services, and conducting at least two documented community outreach activities per quarter. Acceptance of all deliverables resides with CDEC, with the designated program manager responsible for monitoring completeness and compliance with the SOW scope of work. The document does not specify pricing, funding amounts, set-asides, or incumbent information but establishes that budget categories align with assigned tasks and that all CDEC-funded personnel costs are included in the budget category designations.

Glossary
· CFSA 2.0, the Colorado Family Support Assessment 2.0, is the primary assessment tool used by the Family Resource Center Association’s network of Family Resource Centers to assess family strengths and needs, monitor progress towards family self-reliance, and track the protective factors that reduce the likelihood of child abuse and neglect.
· Family Resource Centers can be community- or school-based organizations providing coordinated and integrated services at no or low cost to families and children. Family Resource Center programs are developed to reflect and be responsive to the specific needs, cultures, and interests of the communities and populations they serve. Examples of some of the most commonly offered services are parenting support, access to resources, child development activities, and parent leadership development.
Introduction/Background
The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education, and well-being of all of Colorado’s young children, their families, and early childhood professionals in all settings. The Promoting Safe and Stable Families (PSSF) is a program within the Family Strengthening Unit of the Division of Community and Family Support within CDEC.
Goals of the PSSF funding include:
To support families and protect children. Its primary philosophy is to provide services that prevent crises before they happen or resolve them quickly to ensure children have a permanent, safe home. The program focuses on four main goals:
1. To help families nurture their children and prevent child maltreatment before it occurs.
2. To ensure children’s safety within the home and prevent the unnecessary separation of families.
3. To facilitate a safe and timely return to the home.
4. To encourage and support adoptions from the foster care system when it is in the child’s best interest.
Scope of Work
This project will increase local capacity to provide comprehensive, coordinated family preservation, support, reunification, and post-permanency services that ensure child safety, permanency, and well-being. Adhering to Colorado’s PSSF Service Priorities, local programs will implement approved Evidence-Based Programs (EBPs) to support families and meet the intent of the PSSF Program.
Programs will use assessment tools to identify family strengths and challenges, facilitating family-driven goal setting, individualized service plans and the provision of needed services for an estimated [X number] families. To maintain program integrity, the program will include obtaining the necessary training/expertise, fidelity monitoring, and community/family input. This approach ensures that families receive high-quality, proven interventions that address instability and promote long-term family strengths.
