About this file
This document is an Exhibit A: Scope of Services for West Virginia University (WVU) requesting proposals from general contractors to reconstruct multiple buildings for the Equine program at the J.W. Ruby Research Farm in Reedsville, West Virginia. The project involves replacing a 12,682 SF masonry and precast concrete horse barn destroyed by fire in late 2024, with plans to separate the barn's previous functions into three separate structures. The base bid includes constructing a new WVU Horse Barn not exceeding 5,000 SF and a concrete Manure Bunk, with two add alternate options for an Equipment and Dry Storage Shed (4,534 SF) and an Event Barn (3,200 SF). The total available construction budget is $935,000, with pole building construction preferred using metal siding and roofing to match existing campus buildings. The anticipated contract execution date is on or before October 15, 2025, with substantial completion required by May 1, 2026, and final completion by May 15, 2026.
The project is a delegated design contract, meaning the successful proposer will be responsible for designing and engineering the proposed buildings while adhering to the university's program requirements and West Virginia building codes. The scope includes comprehensive site work such as earthwork, grading, utility extensions, concrete work, building shell construction, and interior finishes. WVU will provide numerous owner-furnished/contractor-installed (OFCI) items, including barn doors, stall equipment, flooring, washers/dryers, and other specialized equine facilities components. All contractors and subcontractors must have a West Virginia Contractor's License, and the successful proposer must become a registered supplier with WVU. The university will handle certain aspects like telecommunications infrastructure, public address system integration, and developing a life safety evacuation plan, while the contractor will be responsible for coordinating inspections, maintaining the site, and providing a one-year workmanship warranty.

EXHIBIT A: SCOPE OF SERVICES
INTRODUCTION
West Virginia University (“WVU”, “University”, or “Owner”) is requesting Proposals from qualified general contractors to construct multiple buildings for the Equine program at the J.W. Ruby Research Farm located at 107 WVU Reedsville Farm Drive, Reedsville, West Virginia 26547.
The original 12,682 SF masonry and precast concrete horse barn were destroyed by a fire in late 2024. This structure served several roles on the campus including the barn for the WVU horses, a storage building for materials and equipment, and as an event barn with spare stalls for stabling horses during events. The plan is to now separate these functions into three separate structures on the campus. Pole building construction is preferred with metal siding and metal roof in colors to match the existing Multi-purpose Building on the campus as closely as possible. The metal siding shall be one color to match the upper portion of that building.
The successful Proposer will need to be, or become, a registered Supplier with West Virginia University before being issued a Contract. All contractors and subcontractors working on this project must have a West Virginia Contractor’s License number. There is no Business and Occupation (B&O) tax with the City of Reedsville.
The total available budget for Construction is $935,000 dollars.
WORK SCOPE
This project is Delegated Design, meaning that the successful Proposer shall be responsible for designing and engineering their proposed building and then constructing it, taking the “Exhibit D - Program of Requirements” into consideration. The design and construction shall comply with all current, local, and West Virginia building codes. WVU, and therefore this project, is exempt from the local building permits and inspections. The West Virginia State Fire Marshal is the Authority Having Jurisdiction (AHJ) regarding life safety. Construction must be compliant with the West Virginia Fire Code. Buildings of this nature under 5,000 SF do not require sprinkler or fire alarm. However, illuminated directional exit signage is required. The WVU Horse Barn and Event Barn are classified as Temporary Animal Housing. WVU requires conducting a scope verification and design review prior to the start of construction. The successful Proposer is to provide as-built drawings upon project completion.
The Exhibit D documents have been prepared by the WVU and are to be used as the basis for the Proposal. The Exhibit outlines the desired building sizes, appearance, interior layout and amenities to be provided in each space. This is a “Conceptual” program and is subject to modification based on the proposing firm’s standard building packages. The WVU Horse barn cannot exceed 5,000 square feet.
The Scope of Work for all buildings includes, but is not limited to, all necessary earthwork and grading, site utility extensions; concrete work; the building shell and erection;
insulation, miscellaneous metals, doors, frames and hardware (Schlage locksets) keyed to the campus system (Everest D keyway); interior stud partitions, drywall, painting of drywall and unfinished metal surfaces (primer plus 2 coats finish), carpentry, plumbing, heating and venting, and electrical. There is also an assortment of Owner Furnished/Contractor Installed (OFCI) items. See OFCI section of this document, and Exhibit D for details on these items.
Earthwork: The Proposer shall re-grade the site as necessary to prepare the building’s foundations and slab to the proper subgrade elevation and provide positive drainage away from the buildings upon completion. The new WVU Horse Barn and the new Event Barn are located within the footprint of the original barn. It’s anticipated that the earlier barn’s finished floor elevation of 1705.02 can be used for the finished floor for the new buildings.
A site survey of the existing topography is being prepared and will be made available prior to the Proposal Due Date. The existing campus buildings are surrounded by stone paving. The successful Proposer shall provide, spread and compact replacement stone as necessary where this paving is contaminated during construction operations.
Erosion and Sediment Control Measures: The Proposer shall establish a silt fence around the lower perimeter of the disturbed area to prevent sediment runoff into adjacent areas of the campus. Inspect and repair as needed following a rain event. Proposer must keep the paved access roads and surrounding stone pavement free from accumulated dirt.
Site Utilities: The underground and overhead electricity, water, telecommunication, and storm utilities that served the original barn remain in place nearby and are capped just beyond the old building’s footprint. It’s anticipated those utilities may be connected to, and extended to, the new locations within the WVU Horse Barn. The previous barn did not have sanitary sewer. The new WVU Horse Barn will require a sanitary line to be extended to a tie-in point on the east side of the adjacent Indoor Arena Building. See “Exhibit E – Aerial Utility Map” with locations of existing utilities included with this RFP.
Casework: The cabinetry in “Tack Room A” shall be furnished and installed by the Proposer. It is to be commercial grade plywood construction equal to the product identified in Exhibit D.
Interior Partitions and Finishes: 2x wood stud framing for interior partitions and ceilings is required. 5/8” moisture resistant drywall is required. Drywall is to be finished per industry standards. Apply one (1) coat of primer and two (2) coats of finish paint to all drywall and exposed metal surfaces, bollards, hollow metal doors and frames etc. Install 4” high rubber cove base inside Tack Room, Restroom, Laundry, Feed Storage, and Electrical Room of the WVU Horse Barn. Provide blocking in the walls to support OFCI items and casework.
Provide toilet accessories in restroom for ADA compliance.
Base Bid: Construction of a new WVU Horse Barn not to exceed 5,000 SF, and the concrete Manure Bunk.
Add Alternate #1: Construction of an Equipment and Dry Storage Shed of approximately
4,534 SF.
Add Alternate #2: Construction of a new Event Barn of approximately 3,200 SF.
Add Alternate #3: Construction of a covered pavilion in lieu of the Event Barn noted in Alternate #2.
EXISTING CONDITIONS
The original barn was destroyed by fire. The building has since been demolished and removed from the site, including its foundations. Water, electricity, telecom and storm utilities that served it have been terminated and capped nearby for re-use.
