About this file
This document is the Owner's Project Criteria for a Progressive Design-Build (PDB) Services contract solicited by the Spalding County Water and Sewer Facilities Authority (SCWSFA) in Georgia. The core project objectives include the timely obligation and expenditure of approximately $3 million in Spalding County SLFRF grant funds by December 2026, developing standardized master specifications for SCWSFA's future sewerage projects, and the successful permitting, design, and implementation of a new water reclamation facility with a stream discharge. The project also involves the extension of gravity sewer along the AKB corridor, with a priority to complete the "Phase 1 Base Scope" and subsequent phases as funding allows.
The scope of services includes Phase 1 Preconstruction Services and Phase 2 Final Design, Construction, and Commissioning Services. Key milestones include contract award recommendation by May 2024, Phase 1 Substantial Completion by October 2024, and Phase 2 Proposal submittal committing to full SLFRF fund expenditure by December 2026. The contract is being solicited as a Progressive Design-Build, with the Design-Builder responsible for planning, surveying, permitting, detailed design, and cost estimating in Phase 1 to develop a Proposal and Guaranteed Maximum Price for Phase 2 construction services.

EXHIBIT “A”
OWNER’S PROJECT CRITERIA
SCWSFA’s core project objectives and performance requirements include:
1. Timely obligation and expenditure of Spalding County’s SLFRF grant monies (approximately $3M), no later than the following delivery dates:
a. Selected Proposer’s collaborative negotiation and finalization of PDB contract details supporting SCWSFA’s recommendation of contract award by May 1, 2024 (to be on the Agenda for the SCWSFA May 15, 2024 regular Board Meeting). PDB Phase 1 contract execution following Board approval will “obligate” a portion of the SLFRF funds.
b. Substantial Completion of Phase 1 Pre-Construction Services by October 1, 2024. As defined in the Draft Agreement, Phase 1 Substantial Completion deliverables include the Design-Builder’s Phase 2 Proposal, enabling complete “obligation” of the balance of SLFRF funds through SCWSFA’s extension of the PDB contract into construction phase services in 2024. Final proposal submittal in advance of October 1st will enable SCWSFA Board authorization in the scheduled October 16th meeting.
c. Submittal of GEFA "Pre-Application" reflecting the validated Scope of Work as a criterium for Phase 1 Substantial Completion, no later than October 1, 2024.
d. Design-Builder’s Phase 2 Proposal must commit to effective “expenditure” (i.e. SCWSFA payment for completed Phase 2 services) of the balance of SLFRF funds no later than December 2026.
e. Submittal, in conjunction with Design-Builder’s Phase 2 Proposal, of the minimum essential technical specification and design development content as outlined in Exhibit “B” Scope of Services Section 7.0, Phase 2 Off-Ramps, as an contingency option for SCWSFA.
2. Developing standardized “master” specifications, standards, and details for SCWSFA’s use and adaption to future sewerage projects, and which encompass the project-specific design deliverables customized by the Design-Builder under this contract. As a new sewer utility, SCWSFA seeks to assimilate a set of sewer standards that define its preferences and requirements for sewer system elements typical of those it expects to need under the full extent of the “PDB Scope Scenarios” concept provided under RFP Attachment 6.
3. Successful permitting, design, and (in Phase 2) implementation of a new water reclamation facility (WRF) with an NPDES-permitted stream discharge on Cabin Creek in the AKB overlay district area. Success is defined by multiple factors including:
a. Completed operational commissioning, with demonstration of permit compliance.
b. Analysis and minimization of life cycle costs.
c. Provisions for future expandability and process enhancement (such as for future regulations).
d. Effective validation of flow projections, allowing appropriate WRF capacity sizing and turndown capabilities.
4. Extension of gravity sewer along the AKB corridor in general accordance with the phasing priorities illustrated in “PDB Scope Scenarios” graphic dated 02/06/2024, provided under RFP Attachment 6, as validated by the PDB team. Successful validation, permitting, design, and (in Phase 2) implementation of the sewer extensions includes:
a. Completion of, at a minimum, the “Phase 1 Base Scope” illustrated in Attachment 6, extending from AKB to the future WRF (site location pending confirmation).
b. Maximizing completion of subsequent phases as conceptually illustrated in Attachment 6 to the extent possible within SCWSFA’s available project funds (reference Exhibit “B” Sections 3.0 and 4.0). SCWSFA’s current priority for subsequent phases of the sewerage facilities include further gravity sewer extension along a tributary to Cabin Creek (depicted as “Phase 2” leg) followed by extension to the Buck Creek drainage sub-basin (depicted as “Phase 3” leg). The Buck Creek concept anticipates the need for a pump station to convey flow from the low point in that basin (site location pending confirmation), north to a ridgeline at AKB, to discharge into the proposed gravity sewer.
