About this file

This is a self-certification worksheet for contractors bidding on a small business set-aside solicitation for HVAC installation services. The worksheet is designed to ensure compliance with FAR 52.219-14 limitations on subcontracting requirements, which mandate that prime contractors on small business set-asides must perform a specified minimum percentage of work with their own employees. Offerors must declare whether they will self-perform all required work or utilize subcontractors, and if subcontracting is planned, they must identify each projected subcontractor by legal business name, Unique Entity ID, NAICS code, and certify that each subcontractor is verified as a small business concern in SAM.gov. The prime contractor must certify that it will not exceed the allowable subcontracting percentage for non-similarly situated firms and that all subcontractors are eligible small businesses, with failure to comply potentially resulting in termination for default, negative CPARS ratings, or other government remedies. This worksheet applies to solicitation 1232SA26Q0879, issued by the Department of Agriculture Agricultural Research Service as a Total Small Business Set-Aside RFQ for HVAC system replacement work (NAICS 238220, $19M size standard) at facilities in Tifton, Georgia.
