About this file
This document is a Questions and Answers (Q&A) record for federal contract opportunity 1232SA26Q0879, issued as of July 22, 2026, addressing industry inquiries regarding HVAC system installation and maintenance work at two buildings (Building 3 and Building 15).
Facility conditions vary between the two buildings: Building 15 lacks a dedicated mechanical room and has no acoustical ceiling with available ductwork spacing, while Building 3 has plenum space above drop ceiling suitable for ductwork routing. Flexible ductwork is permitted, and breaker space is available for new HVAC equipment at both locations. Buildings will be occupied on a part-time basis during construction with no temporary cooling required. The applicable prevailing wage determination is WD 2015-4517 Rev 34 (dated May 13, 2026), establishing the HVAC Mechanic (Research Facility) labor category at $22.14 base wage plus $5.09 fringe benefits, with employee compensation to be based on work actually performed rather than limited to this single category. Specific work requirements include installation of new grills and diffusers, programmable thermostats with basic functionality (no brand specification required), new refrigerant lines as needed, and flexible metal conduit in lieu of rigid conduit where applicable. Test and balance is not required for the new system. Contractors must provide their own temporary restrooms and assume full responsibility for waste disposal. Interim inspections are expected as work progresses rather than a single final inspection. No condeser protection bollards or elevated frame placement is currently required. Sheet metal ductwork may be installed with internal lining or external fiberglass blanket wrap without preference specified.

Questions from Industry 1232SA26Q0879 As of 22 July 2026
1. Is there a mechanical room to put the air handler?
Govt Response:
(B15) No mechanical room – there is a mezzanine where there were previous air handlers (B3) Plenum space above drop ceiling only
2. Is there an acoustical ceiling with available spacing to run ductwork to the rooms?
Govt Response:
(B15) No (B3) Yes
3. Is sheetmetal ductwork required or is flexible ductwork is allowed?
Govt Response: Flexible ductwork is allowed
4. Is there a breaker space available for the new HVAC equipment?
Govt Response: Yes
5. Are the buildings going to be occupied during construction?
Govt Response: Not Full-Time
6. Is temporary cooling required?
Govt Response: No
7. Incumbent Contractor Information — Is there currently an incumbent contractor performing this or similar HVAC services at this location? If so, please provide (a) the incumbent's current/most recent contract number, (b) the total contract value or estimated annual value, and (c) the period of performance. (If this information is not readily available, please advise whether it may be accessible via USAspending.gov or FOIA request.)
Govt Response: No.
8. Final Wage Determination Confirmation — The solicitation references WD 2015-4517 Rev 34 dated 13 May 2026 (Attachment 2). Clause 52.222-42 displays a single labor category—23411 HVAC Mechanic (Research Facility), $22.14 + $5.09 (page 4, block ☒ checked). Please confirm this is the only applicable SCA labor category anticipated for contract performance, and that the $22.14/$5.09 rate applies to all HVAC work required under this contract.
Govt Response: Within the full text of FAR Clause 52.222-42, it identifies that this is “for Information
Only” and indicates what benefits would be payable ‘IF’ they were employed by the contracting agency.
Nothing in the clause limits you to these categories and employees’ pay should be based on the work actually performed.
9. Electrical & Plumbing Connections — The SOW (page 2, "Both Buildings") requires the contractor to "Disconnect/cap/secure any electrical / plumbing connections no longer needed." Please clarify: (a) Are electrical and plumbing disconnections expected to be performed by the prime HVAC contractor, or must subcontractors holding separate licenses perform those tasks? (b) If subcontracting of electrical or plumbing work is allowed, does it count toward the general construction 85% limitation on subcontracting (since NAICS 238220 is Plumbing, Heating, and Air‑Conditioning Contractors, a specialty trade)?
Govt Response:
10. Programmable Thermostat Specifications — The SOW requires "programmable thermostats" with "basic programming" (heat/cool set points and daily scheduling capability) for both buildings (page 2).
Are there any specific brand, model, compatibility, or remote‑access requirements, or is any commercially available programmable thermostat meeting basic functionality acceptable?
Govt Response: No specific brand specified
11. Final Inspection & Acceptance Protocol — Section 6.1 (page 5) states, "The Contractor must schedule inspection a minimum of three (3) days in advance, in writing, to the COR and CO." Is a single final inspection anticipated upon substantial completion, or will there be interim inspections for Building 3 and Building 15, or phase-based milestones?
Govt Response: Interim inspections are expected as work is being completed.
12. Will new grills and diffusers be required?
Govt Response: Yes. As required.
13. Will TEST and BALANCE be required new system?
Govt Response: No.
14. Will new freon lines be required.
Govt Response: Yes, as required.
15. Will 6" bollards be required to protect the condensers exposed to vehicle traffic or will the condensers be required to be placed on a frame 6' or higher above the ground.
Govt Response: Not at this time.
16. Can Greenfield flexible metal conduit be installed in lieu of rigid metal conduit from MEP panels to
HVAC equipment?
Govt Response: Yes.
17. Install G90 28gauge sheet metal supply and return ducts internally lined or external fiberglass blanket wrap with fab and mastic?
Govt Response: No preference.
18. Does temporary facility need to be provided? (Portalet).
Govt Response: Yes, you should provide your own temporary restrooms.
19. Does roll-off dumpster need to be provided for minimal construction materials?
Govt Response: Contractor would be responsible for disposing of the waste generated by the project.
